HomeMy WebLinkAbout2002-24786 Reso RESOLUTION NO. 2002-24786 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION TO THE URBAN PARK AND RECREATION RECOVERY PROGRAM (UPARR) FOR FEDERAL FUNDS, IN AN AMOUNT NOT TO EXCEED $175,000, TO BE MATCHED WITH $75,000 OF CITY FUNDING FROM THE APPROVED $92 MILLION GENERAL OBLIGATION BOND PROGRAM, FOR THE RENOVATION OF FAIRWAY PARK; FURTHER APPROPRIATING THE GRANT IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION. WHEREAS, the Urban Park and Recreation Recovery Act of 1978 established the UPARR Grant. which provides funding to local governments to rehabilitate existing indoor and outdoor recreation facilities; and. WHEREAS, through the Urban Park and Recreation Recovery Program, the National Park Service actively partners with City and County governments to revitalize existing recreational facilities; and, WHEREAS, the City intends to apply for funds under the UPARR Program, a matching grant program which provides funds for remodeling, rebuilding, expanding or developing existing outdoor or indoor recreation areas and facilities; and, WHEREAS, Fairway Park is located in the Normandy Shores neighborhood; is a scheduled for renovations under the Capital Improvement Program; and currently has a shortfall of approximately $300,000 in funding; and, WHEREAS, the grant requires 30% in matching funds and the City proposes to use $75,000 in General Obligation Bond funds already allocated to the project as a match. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager or his designee to submit an application for grant funds from the Urban Park and Recreation Recovery Program for the renovation of Fairway Park, in an amount not to exceed $175,000, to be matched with $75,000 of City funding from the 1999 General Obligation Bond funding; further appropriating the grant if approved and accepted by the City; and authorizing the Mayor and City Clerk to execute all necessary documents related to this application. Administration Recommendation Adopt the Resolution. Analvsis The Urban Park and Recreation Recovery Act of 1978 established the UPARR Grant, which provides funding to local governments to rehabilitate existing indoor and outdoor recreation facilities. Grants are awarded by the National Park Service (NPS) under the UPARR Program. The total budget for this program under the FY 2002 appropriations is $28.9 million. Through the Urban Park and Recreation Recovery Program, the National Park Service actively partners with City and County governments to revitalize existing recreational facilities. More than 400 cities and counties are considered eligible jurisdictions for UPARR grants. There are two categories of grant programs, Rehabilitation grants and Innovation grants. The City intends to apply for funds under the Rehabilitation Grant Program, which is a matching grant program which provides funds for remodeling, rebuilding, expanding or developing existing outdoor or indoor recreation areas and facilities. Projects must be designed to provide recreation services for residents within a specific service area and may contain improvements at multiple sites or facilities. The selection criteria for the grant includes the provision that projects are funded at approximately $1-$2 per capita, based on the population of the City. This equates to approximately $100,000-$200,000. Fairway Park is located in the Normandy Shores neighborhood. It is a 4. 88-acre park and is scheduled for renovations under the Capital Improvement Program. Proposed renovations include a new recreation building, new perimeter fencing; gated park entry and entry plaza; sports fields with lighting; site security lighting; new tot lot equipment; furnishings and signage; landscaping and irrigation. The park currently has a shortfall of approximately $300,000 in funding. The City issued bid notices in November for the renovation of Group C Parks, including Fairway, Muss and Washington Parks and received only one (1) responsive bid. The Administration and the City's Consultant, REG Architects, Inc., have evaluated the bid received and concluded that it is higher than the funding available for the construction of the Group C Parks. The Administration recommends that the bid be rejected, and an invitation to bid be re-issued with the condition that the City may, at its discretion award any or all of the Group C Parks to the "lowest and best bidder" under a single prime contract. There is an agenda item on today's City Commission agenda to reject and re- issue the bid for Group C parks, which includes Fairway Park. The grant requires 30GA, in matching funds. The City proposes to use $75,000 in GO Bond funds already allocated to the project as a match. The total budget for Fairway Park is $1,236,873. In conclusion, the Administration recommends approval of this Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, authorizing the City Manager or His Designee to submit an application for grant funds from the Urban Park and Recreation Recovery Program for the renovation of Fairway Park, in an amount not to exceed $175,000 to be matched with $75,000 of City funding from the 1999 GO Bond funding; further appropriating the grant if approved and accepted by the City; and authorizing the Mayor and City Clerk to execute all necessary documents related to this application.
