A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, PERTAINING TO THE RANKING OF THE
PROPOSALS RECEIVED IN RESPONSE TO THE DESIGN COMPETITION
PHASE DELINEATED IN THE REQUEST FOR LETTERS OF INTEREST NO. 2-
97/98 FOR ARCHITECTURAL/ENGINEERING SERVICES TO DEVELOP DESIGN
AND CONSTRUCTION DOCUMENTS FOR A REGIONAL LIBRARY, A 400-
SPACE PARKING FACILITY WITH GROUND-FLOOR RETAIL, AND PARK AND
STREETSCAPE IMPROVEMENTS (THE PROJECT), TO BE COMPRISED IN A
CULTURAL ARTS CAMPUS IN THE VICINITY OF THE BASS MUSEUM AND
INCLUDING COLLINS PARK; AND AUTHORIZING THE CITY ADMINISTRATION
TO ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF ROBERT
A.M. STERN ARCHITECTS/BORRELLI AND ASSOCIATES, TO DEVELOP
DESIGN AND CONSTRUCTION DOCUMENTS FOR THE PROPOSED
FACILITIES; AND FURTHER AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE WITH THE SECOND RANKED FIRM OF MATEU, CARRENO, RIZO
AND PARTNERS/HARDY HOLZMAN PFEIFFER ASSOCIATES, SHOULD THE
ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE A
CONTRACT WITH THE TOP RANKED FIRM.
WHEREAS, on October 2, 1998, the Administration issued Request for Letters of
Interest (RFLI) No. 2-97/98 for Architectural & Engineering Services for Design and
Construction of a Regional Library, a 400 space Parking Garage, and Park &
streetscape improvements in a Cultural Campus in the vicinity of Collins Park (the
Project); and
WHEREAS, on November 13, 1998, proposals were received from thirteen nationally
recognized firms responding to the RFLI; and
WHEREAS, whereas an Evaluation Committee appointed by the City Manager
recommended four firms to enter into a design competition for the Project; and
WHEREAS, on February 18, 1998, the Mayor and City Commission received a
recommendation from the City Manager for the four finalists, as ranked by the Evaluation
Committee; and
WHEREAS, on May 20, 1998, the Evaluation Committee received proposals from the
four finalists; and
WHEREAS, on May 26, 1998, the Evaluation Committee received presentations from
the four finalists; and
WHEREAS, the Evaluation Committee ranked the firm of Robert A. M. Stern Architects
(Stern) in first place, and the firm of Mateu, Carreno, Rizo and Partners (Mateu) in
second place; and
WHEREAS, the City Manager, upon careful analysis of the four proposals, came to the
conclusion that the team represented by Mateu should be ranked first, over the
Committee's recommendation of Stern; and
WHEREAS, members of the City Commission did not agree with the City Manager's
recommendation and instead considered the Evaluation Committee's recommendation
for the firm of Stern as being in first place; and
WHEREAS, the Mayor and City Commission recommended the ranking of the firm of
Stern first and the firm of Mateu second.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, pertaining to the
ranking of the proposals received in response to the design competition phase
delineated in the Request for Letters of Interest No. 2-97/98 for
Architectural/Engineering services to develop design and construction documents
for a Regional Library, a 400-space Parking Facility with ground-floor retail, and park
and streetscape improvements (the Project), to be comprised in a cultural arts
campus in the vicinity of the Bass Museum and including Collins Park; and
authorizing the City administration to enter into negotiations with the top-ranked firm
of Robert A.M. Stern Architects/Borrelli and Associates, to develop design and
construction documents for the proposed facilities; and further authorizing the
administration to negotiate with the second ranked firm of Mateu, Carreno, Rizo and
Partners/Hardy Holzman Pfeiffer Associates, should the administration not be able
to successfully negotiate a contract with the top ranked firm.
PASSED and ADOPTED this 3rd day of June 1998.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On October 2, 1997, pursuant to the authorization of the City Commission, the Administration
issued a Request for Letters of Interest (RFLI) for Architectural/Engineering Services to Develop
Design, and Construction Documents for a Regional Library, a 400-Space Parking Garage with
Retail Space and Park and Streetscape Improvements in a Cultural Arts Campus Master Plan in
the vicinity of, and including, Collins Park. Notices were mailed to two hundred ten (210)
prospective proposers, and specifications were requested by seventy-two firms. On November 13,
1997, proposals were received from thirteen nationally recognized teams, a list of which was

provided to the City Commission in an L.T.c. dated November 21, 1997. On December 3, 1997,
an Evaluation Committee was appointed, comprised of Elayne Weisburd as Committee
Chairperson; Mary R. Somerville, Director of the Miami-Dade Public Library System; Beth
Dunlop, author and former architectural critic for the Miami Herald and a Miami Beach resident;
Gertrude Miller, a Miami Beach resident participant; Arthur Marcus, architect; and Mayra Diaz
Buttacavoli, Janet Gavarrete and William Cary of the City's Administration.
On January 27, 28 and 29, 1998, nine of the original thirteen teams made presentations before
the Evaluation Committee. Based on the presentations and the criteria identified in the RFLI, the
Committee recommended to the City Manager a short list of four teams to participate in the design
competition to develop conceptual plans (including site plans, elevations, interior sections,
exterior and interior perspectives and massing models) for the Regional Library, the parking
facility with retail! commercial space and park and streetscape improvements to be comprised
in an overall master plan for the Cultural Arts Campus. The four firms include: Legorreta
Arquitectos/Schapiro Associates; Mateu, Carreno, Rizo & PartnerslHardy Holzman Pfeiffer
Associates; Perkins & Will; and Robert AM. Stern ArchitectslBorrelli and Associates. The
Commission accepted the City Manager's and the Committee's recommendations, and on February
19, 1998 the competition commenced.
ANALYSIS
EV ALUA TION COMMITTEE RECOMMENDATION:
On May 20, 1998, the four firms submitted their respective proposals and on May 26, following
a staff review of the proposals, the firms made oral presentations before the Evaluation
Committee. The presentations and the deliberations were video-taped. Copies of these tapes are
available at the City Clerk's Office.
The Committee's role was to evaluate and rank the proposals based upon the design material and
oral presentations submitted by the proposers. The Committee's recommendations were then
provided to the City Manager, for him to consider them in making his recommendation to the
Mayor and City Commissioners. The Mayor and City Commissioners are not bound by either the
City Manager's or the Evaluation Committee's recommendations.
After the last presentation, the Committee deliberated on the "pros" and "cons" of each project. The
Committee considered such factors as design, project cost, context and compatibility of the project
within the immediate neighborhood and the historic district, function, landscaping and
streetscaping. During the course of the deliberations, the Committee requested that the firms that
did not submit construction area summaries and cost estimates for their respective projects to do so
in time for the June 3rd City Commission meeting.
The Committee agreed that the firms would be ranked. The results, showing the voting by each of
the Committee members are as follows:

In conclusion, Robert A.M. Stern Architects and Mateu, Carreno, Rizo & Partners tied in the first
round of voting, based on the number of 1st place votes received. The Committee voted a second
time, placing Robert A.M. Stern in first place and Mateu, Carreno, Rizo & Partners in second
place.
The following are the "pros" and "cons" of each of the proposals identified by the Committee
members during their deliberations:

From the points raised by the Evaluation Committee, each of the proposals had their share of
strengths and weaknesses. There was not one specific proposal which really stood out flawlessly.
The members discussed the fact that each project could be modified to best address the needs and
budget of the City. The two top-ranked proposals submitted by Mateu, Carreno, Rizo and Partners
and by Robert AM. Stem Architects were deemed the best choices by the Committee members
each, in the first round; in the second round, 2 of the Committee members joined the other 3 to
support Robert AM. Stem Architects as their number one choice. The proposal itself was
considered by the Committee the most doable in terms of budget and context.
CITY MANAGER'S RECOMMENDATION:
Nevertheless, after reviewing the video tape of the presentations and the deliberation by members
of the Evaluation Committee, and careful analysis of the 4 proposals, I have come to the conclusion
that the team represented by the firm of Mateu, Carreno, Rizo & Partners/Hardy Holzman Pfeiffer
Associates should be ranked #1 over the Committee's recommendation of Robert AM. Stem
Architects.
I base my recommendation on the following:

It is my opinion that, even though the Robert A.M. Stem Architects/Borrelli and Associates'
international/national reputation is excellent (actually, all 4 firms have an excellent reputation) the
conceptual design proposal by the team of Mateu, Carreno, Rizo and PartnersIHardy Holzman
Pfeiffer Associates is superior to the other three firms. Thus, I recommend that they be ranked # 1.
CONCLUSION
Upon approval of the City Manager's recommendations by the Mayor and City Commission, the
Administration will enter into contract negotiations with the top-ranked firm of Mateu, Carreno,
Rizo & PartnerslHardy Holzman Pfeiffer Associates to develop design and construction documents
for the Regional Library, the 400-space parking garage with retail space, and park and streetscape
improvements in the Cultural Arts Campus. Should the Administration not be able to successfully
negotiate a contract with the top ranked firm, the Administration should be authorized to negotiate
with the second ranked firm of Robert A.M. Stem Architects/Borrelli and Associates.
