STERN ARCHITECTS/BORRELLI AND ASSOCIATES, SHOULD THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE A CONTRACT WITH THE TOP RANKED FIRM. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. BACKGROUND: On October 2, 1997, pursuant to the authorization of the City Commission, the Administration issued a Request for Letters of Interest (RFLI) for Architectural/Engineering Services to Develop Design, and Construction Documents for a Regional Library, a 400-Space Parking Garage with Retail Space and Park and Streetscape Improvements in a Cultural Arts Campus Master Plan in the vicinity of, and including, Collins Park. Notices were mailed to two hundred ten (210) prospective proposers, and specifications were requested by seventy-two firms. On November 13, 1997, proposals were received from thirteen nationally recognized teams, a list of which was AGENDA ITEM ~ID ~-3-9~ DATE provided to the City Commission in an L.T.c. dated November 21, 1997. On December 3, 1997, an Evaluation Committee was appointed, comprised of Elayne Weisburd as Committee Chairperson; Mary R. Somerville, Director of the Miami-Dade Public Library System; Beth Dunlop, author and former architectural critic for the Miami Herald and a Miami Beach resident; Gertrude Miller, a Miami Beach resident participant; Arthur Marcus, architect; and Mayra Diaz Buttacavoli, Janet Gavarrete and William Cary of the City's Administration. On January 27, 28 and 29, 1998, nine of the original thirteen teams made presentations before the Evaluation Committee. Based on the presentations and the criteria identified in the RFLI, the Committee recommended to the City Manager a short list of four teams to participate in the design competition to develop conceptual plans (including site plans, elevations, interior sections, exterior and interior perspectives and massing models) for the Regional Library, the parking facility with retail! commercial space and park and streetscape improvements to be comprised in an overall master plan for the Cultural Arts Campus. The four firms include: Legorreta Arquitectos/Schapiro Associates; Mateu, Carreno, Rizo & PartnerslHardy Holzman Pfeiffer Associates; Perkins & Will; and Robert AM. Stern ArchitectslBorrelli and Associates. The Commission accepted the City Manager's and the Committee's recommendations, and on February 19, 1998 the competition commenced. ANALYSIS EV ALUA TION COMMITTEE RECOMMENDATION: On May 20, 1998, the four firms submitted their respective proposals and on May 26, following a staff review of the proposals, the firms made oral presentations before the Evaluation Committee. The presentations and the deliberations were video-taped. Copies of these tapes are available at the City Clerk's Office. The Committee's role was to evaluate and rank the proposals based upon the design material and oral presentations submitted by the proposers. The Committee's recommendations were then provided to the City Manager, for him to consider them in making his recommendation to the Mayor and City Commissioners. The Mayor and City Commissioners are not bound by either the City Manager's or the Evaluation Committee's recommendations. After the last presentation, the Committee deliberated on the "pros" and "cons" of each project. The Committee considered such factors as design, project cost, context and compatibility of the project within the immediate neighborhood and the historic district, function, landscaping and streetscaping. During the course of the deliberations, the Committee requested that the firms that did not submit construction area summaries and cost estimates for their respective projects to do so in time for the June 3rd City Commission meeting. The Committee agreed that the firms would be ranked. The results, showing the voting by each of the Committee members are as follows: First Round: (all firms) Firm WC BD MDB JG EW MS GM AM Total Rank Mateu .., .., 2 3 1 1 1 4 18 2 ,) ,) Perkins & Will 4 4 4 2 4 2 4 1 25 4 Legorreta 1 2 3 4 2 4 2 3 21 3 Stern 2 1 1 1 .., .., 3 2 16 1 ,) ,) Second Round (between the two top-ranked firms of Mateu and Stern): Total 1st Place Firm: WC BD MDB JG EW MS GM AM Votes Mateu 0 0 0 0 1 1 1 0 3 Stern 1 1 1 1 0 0 0 1 5 Note: The firm with the lowest score is the top-ranked firm. Committee Members' initials are as follow: WC: William Cary BD: Beth Dunlop MDB: Mayra Diaz Buttacavoli JG: Janet Gavarrete EW: Elayne Weisburd MS: Mary Sommerville GM: Gertrude Miller AM: Arthur Marcus In conclusion, Robert A.M. Stern Architects and Mateu, Carreno, Rizo & Partners tied in the first round of voting, based on the number of 1st place votes received. The Committee voted a second time, placing Robert A.M. Stern in first place and Mateu, Carreno, Rizo & Partners in second place. The following are the "pros" and "cons" of each of the proposals identified by the Committee members during their deliberations: Robert A.M. Stern Architects/Borrelli & Associates PROS CONS V" Well-organized and compact library design. V" The scale and massing of the buildings is appropriate for the area. V" A comfortable design that can be built within the budget for this project. V" The design pays tribute to the past. V" The interior is functionally designed and responsive to the library program. V" Beautiful, warm materials to be used for construction. V" Subtle layering of details within design. V" Quiet, uncluttered elegance of design. V" Park A venue exit/entrance to garage is well placed and conducive to the Bass Museum. V" Realistic budget and area summary V" The site on 23rd Street proposed for parking will provide flexibility for growth in the future. V" Well thought out solutions. V" Ability to use less land V" The architectural design is not exciting. V" The library building's scale is too small; too simple. V" The garage appears austere. V" Treatment of the park area is disappointing; too regimented in design. V" Inappropriate use of cafe around the rotunda. V" Proposed relocation or trimming of Baobab trees. Mateo Carreno Rizo & Partners/Hardy Holzman Pfeiffer Associates PROS V" Creative and exciting design of library. V" The architecture fits into the neighborhood. V" The building makes a statement. V" Good treatment of plaza area; beautifully executed park design. V" The radial scheme of the interior library lay-out would work well V" Good functionality as a library; well-designed interior; easy to staff. V" Retail and residential loft space as part of garage. V" Proposes a Black Box theater space in retail portion of the garage. V" Bridge over Liberty A venue provides a pedestrian connection between the library and the garage. V" Creative use of rotunda as library entrance. V" The light beacon would bring attention to the library; would attract patrons. V" Coffee shop in good location; easy access. V" Money was put into library instead of garage. V" Design calls for two entrances. CONS V Design may be too expensive for budget. V Design may be too current; and possibly become dated. V Possible problems with acoustics in large, open entry area. V The angled axis of the promenade focuses on just the library and not the Miami City Ballet. V The beacon takes away from the Bass Museum. V The traffic calming circle on Collins Avenue is not feasible. V The 23rd Street Facade is not well thought out. V Recommends Art in Public Places money to be used for relocation of rotunda. Legorreta Arquitectos/Schapiro Associates PROS CONS V Exquisite park design. V Thorough understanding of master planning for site. V Understanding of open spaces. V Playful design; different shapes and colors. V Design scheme works well; architecture as art. V Relocation of rotunda in one piece. V Glass elevator - innovative. V Design may be problematic for library function. V Circulation problems would need to be addressed. V Entrance located too far to the side; should be moved centrally. V Access to auditorium difficult when library is closed. V Building details sacrificed for the sake of "form". V Design spread out to take up all of allocated space. V Rotunda enclosed within confines of library exterior wall. V Very large area for childrens' library compared to adult areas. V Certain areas in library offer no flexibility for change. Perkins & Will PROS CONS V Building nicely done; "forward thinking" architecture. V Creative scheme of 21 st century; "open book" architecture. V Innovative, different design. V Retained original flow of traffic within park. V Budget appears to be adequate. V The park design is not innovative/creative enough. V The garage looks too much like the Ballet facility. V Budget concerns about maintenance of building. V Concerns about roofing problems in the future; leaks, wind damage. V Concern about the glass walls; too difficult and expensive to cool; wind damage. V Design doesn't fit into neighborhood. V Un-articulated street design; not pedestrian friendly. V Because glass walls cannot be used for shelving, interior area will be cluttered. t/ Not acoustically friendly; large open spaces. t/ Concerns about lighting; louvers on windows. t/ The Design is overwhelming to site. t/ No concept proposed for east side of Collins A venue. From the points raised by the Evaluation Committee, each of the proposals had their share of strengths and weaknesses. There was not one specific proposal which really stood out flawlessly. The members discussed the fact that each project could be modified to best address the needs and budget of the City. The two top-ranked proposals submitted by Mateu, Carreno, Rizo and Partners and by Robert AM. Stem Architects were deemed the best choices by the Committee members each, in the first round; in the second round, 2 of the Committee members joined the other 3 to support Robert AM. Stem Architects as their number one choice. The proposal itself was considered by the Committee the most doable in terms of budget and context. CITY MANAGER'S RECOMMENDATION: Nevertheless, after reviewing the video tape of the presentations and the deliberation by members of the Evaluation Committee, and careful analysis of the 4 proposals, I have come to the conclusion that the team represented by the firm of Mateu, Carreno, Rizo & Partners/Hardy Holzman Pfeiffer Associates should be ranked #1 over the Committee's recommendation of Robert AM. Stem Architects. I base my recommendation on the following: Architectural Design (exterior) Architectural Design (interior) Estimated Cost Relationship to Cultural Campus Buildings/Total Concept Mateu New, unique and exciting design evocative of marine theme with" glass waves" and "beacon". The building has "personality" and sends a statement; it is reflective of the time period when designed. Simple, functional and well designed interior. $16.5 million; (not including design fees) but estimate not as detailed as Stem's. Stands on its own, but it establishes good "linkages" with the Bass Museum, Ballet Building and Parking Garage and adjacent existing structures. Integration of shops, "studios", offices with the Garage and Library Building is excellent. Stern Plain, not exciting - Too much of a "reflection" of past architectural period. Simple, functional and elegant interior. $17 million (including design fees); it seems doable, reasonable. Scale is appropriate, but design does not relate well to new buildings. Relationship to existing buildings Library building relates well to existing buildings. Parking Garage relates extremely well to building across the street and integrates well two blocks across Liberty Avenue. Use of additional architectural design elements: rotunda Well integrated into a creative solution as a piece of sculpture. Black Box (not required) Proposes a Black Box in the Garage. Site planning Playful, relates to coconut palm grove concept, emphasizes and brings attention to the Library and Ballet buildings. Possible shortcoming: recommends use of circle in Collins Avenue as calming device which, even if desired, might be unfeasible. Library has very good relationship to existing buildings in the neighborhood. Inappropriate use of the rotunda as part of a retail area (cafe). Silent about the Black Box. Park design is rigid, inappropriate for tropical/beach landscaping - eliminates Boabab trees. It is my opinion that, even though the Robert A.M. Stem Architects/Borrelli and Associates' international/national reputation is excellent (actually, all 4 firms have an excellent reputation) the conceptual design proposal by the team of Mateu, Carreno, Rizo and PartnersIHardy Holzman Pfeiffer Associates is superior to the other three firms. Thus, I recommend that they be ranked # 1. CONCLUSION Upon approval of the City Manager's recommendations by the Mayor and City Commission, the Administration will enter into contract negotiations with the top-ranked firm of Mateu, Carreno, Rizo & PartnerslHardy Holzman Pfeiffer Associates to develop design and construction documents for the Regional Library, the 400-space parking garage with retail space, and park and streetscape improvements in the Cultural Arts Campus. Should the Administration not be able to successfully negotiate a contract with the top ranked firm, the Administration should be authorized to negotiate with the second ranked firm of Robert A.M. Stem Architects/Borrelli and Associates. SR:MDB:kob Attachments T:\AGENDA \lUN0398\REGULAR\LIBRAR Y.MEM
