HomeMy WebLinkAbout2002-24790 Reso RESOLUTION NO. 2002-24790 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT (FIND), WATERWAYS ASSISTANCE PROGRAM, FOR STATE FUNDS, IN AN AMOUNT NOT TO EXCEED $412,500, TO BE MATCHED WITH $412,500 OF CITY FUNDING FROM THE APPROVED $92 MILLION GENERAL OBLIGATION BOND PROGRAM, FOR RESTORATION OF CITYWIDE SEAWALLS; FURTHER APPROPRIATING THE GRANT IF APPROVED AND ACCEPTED BY THE CITY AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION WHEREAS, the Florida Inland Navigation District (FIND), through its Waterways Assistance Program has previously provided over $62 million in funding assistance to local governments within the FIND District to perform waterways improvement projects; and, WHEREAS, the grant program was established by the Florida Legislature and the District for the purpose of cooperating with local governments to alleviate problems associated with the Atlantic Intracoastal Waterway and associated waterways within the District and Administration of the program is carried out by FIND; and, WHEREAS, to qualify for funding, waterway related projects must be located on natural, navigable waterways within the FIND District; and, WHEREAS, projects eligible for funding include: public navigation, public waterway access facilities, public recreation, inlet management, beach renourishment, environmental education and boating safety projects directly related to the waterways; and, WHEREAS, the City has an ongoing shoreline and seawall restoration program and has allocated GO Bond funds to repair seawalls citywide; and, WHEREAS, the City has identified eligible seawalls citywide that can be submitted for this grant, including street ends at Normandy Isles and South Beach, which end at Biscayne Bay; and, WHEREAS, the grant requires matching funds and the City intends to apply for FIND funds using the previously allocated GO Bond funds as a match. NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH authorize the City Manager or his designee to submit a grant application to the Florida Inland Navigation District (FIND), Waterways Assistance Program, for State funds, in an amount not to exceed $412,500, to be matched with $412,500 of City funding from the approved $92 million General Obligation Bond program, for restoration of citywide seawalls; further appropriating the grant if approved and accepted by the city and authorizing the mayor and city clerk to execute all necessary documents related to this application. FOR EXECUTION - c;>J- ..t ~ ATTACHMENT A RESOLUTION FOR ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS, THE City of Miami Beach is interested in carrying out the (Name of Agency) following described project for the enjoyment of the citizenry of Miami Beach and the State of Florida: Project Title Citywide Seawalls Total Estimated Cost $ Not to Exceed $412.500 Brief Description of Project: Repair and replace deteriorated seawalls AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the City of Miami Beach (Name of Agency) that the project described above be authorized, AND, be it further resolved that said City of Miami Beach (Name of Agency) make application to the Florida Inland Navigation District in the amount of not to exceed 50% AND, be it further resolved by the City of Miami Beach (Name of Agency) City of Miami Beach (Name of Agency) of the actual cost of the project in behalf of said that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Ru1e 66B-2 F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the District. That it will maintain adequate financial records on the proposed project to substantiate claims for reimbursement. 6. That it will make available to FIND if requested, a post-audit of expenses incurred on the project prior to, or in conjunction with, request for the final 10% of the funding agreed to by FIND. Analvsis The Florida Inland Navigation District (FIND), through its Waterways Assistance Program has previously provided over $62 million in funding assistance to local governments within the FIND District to perform waterways improvement projects. The grant program was established by the Florida Legislature and the District for the purpose of cooperating with local governments to alleviate problems associated with the Atlantic Intracoastal Waterway and associated waterways within the District. The program is authorized by Section 374.976, Florida Statutes. Administration of the program is carried out by FIND. To qualify for funding, waterway related projects must be located on natural, navigable waterways within the FIND District. Projects eligible for funding include: public navigation, public waterway access facilities, public recreation, inlet management, beach renourishment, environmental education and boating safety projects directly related to the waterways. Annually, the District allocates approximately $7 million for the program. The City has an ongoing shoreline and seawall restoration program and has allocated GO Bond funds to repair seawalls citywide. The grant requires matching funds. The City intends to apply for FIND funds using the previously allocated GO Bond funds as a match. The only seawalls within the City that are located on natural, navigable waterways are the street ends at Normandy Isles and South Beach, which end at Biscayne Bay. As such, the City has identified those eligible seawalls citywide that can be submitted for this grant. The City will be responsible for the maintenance of the seawalls once they are restored. The application deadline is March 29, 2002. In conclusion, the Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the City Manager or His Designee to submit a grant application to the Florida Inland Navigation District (FIND), Waterways Assistance Program, in an amount not to exceed $412,500, to be matched with $412,500 of City funding from the approved $92 Million General Obligation Bond Program, for the citywide restoration of seawalls; further appropriating the grant if approved and accepted by the City and authorizing the Mayor and City Clerk to execute all necessary documents related to \ this application. ~AM\/ ~ JMG:~#M:rrJ:aw
