A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A
GRANT APPLICATION TO THE NATIONAL ENDOWMENT
FOR THE ARTS, SAVE AMERICA'S TREASURES PROGRAM
FOR FEDERAL FUNDS IN AN AMOUNT NOT TO EXCEED
THE GRANT MAXIMUM OF $1,000,000 TO BE MATCHED
WITH PRIVATE DONATIONS, IN KIND CONTRIBUTIONS,
FUTURE IDENTIFIED GRANT OPPORTUNITIES AND CITY
FUNDING, IF AVAILABLE; FOR THE RESTORATION OF THE
CARL FISHER COLLECTION OF MONUMENTS AND OTHER
PIECES; FURTHER APPROPRIATING THE GRANT IF
APPROVED AND ACCEPTED BY THE CITY AND
AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE ALL NECESSARY DOCUMENTS RELATED TO
THIS APPLICATION.
WHEREAS, the Federal Save America's Treasures Grants Program is
authorized by the FY 2002 Department of the Interior Appropriations Act and the
grants are administered by the National Park Service in partnership with the
National Endowment for the Arts; and,
WHEREAS, grants are available for preservation and/or conservation
work on nationally significant intellectual and cultural artifacts, collections and
nationally significant historic structures and sites; and,
WHEREAS, the City intends to submit pieces commissioned by Miami
Beach co-founder, Carl Fisher, including the Flagler Memorial Monument and
Site, the 28th Street Obelisk, the Native Spirit Monument (located at 41 st Street
and Pine Tree Drive) and the Polo Player Monument at Polo Park, and other
pieces of work; and,
WHEREAS, these monuments have suffered erosion, weathering, neglect
and vandalism, the stonework is disintegrated and marred by graffiti and parts of
the monuments are either broken or missing; and,
WHEREAS, the grant requires a dollar-for-dollar, non-Federal match; the
match can be raised and spent during the grant period and does not have to be
"in the bank" at the beginning of the grant and funds to serve as a local match
include private donations; in kind contributions, future identified grant
opportunities and City funding, if available.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, that the Mayor and City
Commission authorize the City Manager or his designee to submit a grant
application to the National Endowment For The Arts, Save America's Treasures
Program for Federal funds, in an amount not to exceed $1,000,000 to be
matched with private donations, in kind contributions, future identified grant
opportunities and City funding, if available; for the restoration of the Carl Fisher
collection of monuments and other pieces; further appropriating the grant if
approved and accepted by the City and authorizing the Mayor and City Clerk to
execute all necessary documents related to this application.

Interior Appropriations Act. The Grants Are Administered By The National Park Service In Partnership With
The National Endowment For The Arts. Grants Are Available For Preservation And/Or Conservation Work
On Nationally Significant Intellectual/Cultural Artifacts And Nationally Significant Historic Structures Sites.
The City Intends To Submit The Flagler Memorial Monument And Site, And Other Pieces Commissioned
By Miami Beach Co-Founder, Carl Fisher, Including The 28th Street Obelisk, The Native Spirit Monument
(Located At41st Street And Pine Tree Drive) And The Polo Player Monument At Polo Park. Critical To This
Collection, The Flagler Memorial Monument Was Constructed In 1920 And Dedicated To The Famous

Important Public Sculpture In South Florida. The Statues Signify Industry, Education, Pioneer And

ANALYSIS
The Federal Save America's Treasures Grants Program is authorized by the FY 2002
Department of the Interior Appropriations Act. The grants are administered by the National
Park Service in partnership with the National Endowment for the Arts. Grants are available
for preservation and/or conservation work on nationally significant intellectual and cultural
artifacts, collections and nationally significant historic structures and sites. Historic
structures and sites include historic districts, sites, buildings, structures and objects.
The City intends to submit the Flagler Memorial Monument and Site, and other pieces
commissioned by Miami Beach co-founder, Carl Fisher, including the 28th Street Obelisk,
the Native Spirit Monument (located at41st Street and Pine Tree Drive) and the Polo Player
Monument at Polo Park. Critical to this collection, the Flagler Memorial Monument was
constructed in 1920 and dedicated to The Famous Florida Pioneer, Henry Flagler. The
11 O-foot tall obelisk and its four statues is arguably the most important public sculpture In
South Florida. The statues of four figures signifying industry, education, pioneer and
prosperity surround the obelisk, each facing either north, south, east or west.
The monument has suffered erosion, weathering, neglect and vandalism. The stonework
is disintegrated and marred by graffiti. Parts of the monument are either broken or
missing.
Restoration of the Flagler Monument involves a thorough study of the statue's stonework
and construction methods and research to identify lost details; removal of old wires, loose
and unstable elements; cleaning of all rust stains, graffiti, dirt and mold; and, repairing of
cracks in the statues' stonework. Broken elements will be replaced and the entire statue
will then be carefully cleaned and a protective coating will be applied to reduce future
erosion and slow biological growth.
The grant requires a dollar-for-dollar non-Federal match. The match can be raised and
spent during the grant period; it does not have to be "in the bank" at the beginning of the
grant. Funds to serve as a local match include private donations from the Art In Public
Places/Miami Beach Arts Trust "Save The Flagler" Campaign (currently in excess of
$30,000); in kind contributions including donation of services and salaries; and, future
identified grant opportunities. The application deadline is April 5, 2002.
In conclusion, the Administration recommends that the Mayor and City Commission ofthe
City of Miami Beach, Florida, authorize the City Manager or His Designee to submit a grant
application to the National Endowment For The Arts, Save America's Treasures Program
for Federal funds, in an amount not to exceed $1,000,000 to be matched with private
donations, in kind contributions, future identified grant opportunities and City funding, if
available; for the restoration of the Carl Fisher collection of monuments; further
appropriating the grant if approved and accepted by the City and authorizing the Mayor and
City Clerk to execute all necessary documents related to this application.
