A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE
RANKING OF QUALIFICATIONS RECEIVED PURSUANT TO REQUEST
FOR QUALIFICATIONS (RFQ) NO. 57-00101, FOR PROVIDING
PROFESSIONAL ENGINEERING, LANDSCAPING AND
ARCHITECTURAL SERVICES FOR DESIGN AND IMPLEMENTATION
OF PHASE II OF THE SOUTH POINTE STREETSCAPE
IMPROVEMENTS PROJECT; AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF
WOLFBERG ALVAREZ, AND SHOULD THE ADMINISTRATION NOT BE
ABLE TO NEGOTIATE AN AGREEMENT WITH THE TOP-RANKED
FIRM; AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH

WHEREAS, The South Pointe Streetscape Improvements Project (the "Project") is a
$28 million street and infrastructure project based on a Master Plan and preliminary
design by Duany Plater Zyberk which was endorsed by the South Pointe Advisory
Board in May 1999 ("the Master Plan"); and
WHEREAS, the Project is funded mostly through the South Pointe Tax Increment
Funds (TIF), with partial funding from the General Obligation bond issue, the Water and
Wastewater Bond Issue and the Stormwater Bond Issue; and
WHEREAS, on September 2001, the City Commission authorized the issuance of a
Request for Qualifications (RFQ) to obtain qualifications from professional firms with the
capability and experience to provide professional planning, urban design, landscape
architecture and engineering services for design, bidding, and construction
administration of streetscape improvements in the following portions of the South Pointe
Redevelopment Area in Miami Beach:
· Lenox Avenue between Fifth Street and Fourth Street.
· Michigan, Jefferson and Meddian Avenues between Fifth Street and Second
Street, excluding their corresponding Third Street intersections.
· Euclid Avenue between Fifth Street and Third Street, excluding the Third Street
intersection.
· Fourth Street between Alton Road and Washington Avenue.
· The north side of Second Street between Alton Road and Washington Avenue;
and
WHEREAS, four firms submitted proposals in response to the RFQ:

· EDAW; and
· Wolfberg Alvarez; and
WHEREAS, the City Manager via Letter to Commission (LTC) No. 9-2002,
appointed an Evaluation Committee (the "Committee") consisting of the following
individuals:

Executive Director of the Redevelopment Agency·

WHEREAS, the Committee listened to 20-minute presentations and conducted
question and answer sessions with each firm, and afterwards ranked the firms as
follows:

· Second: Bermello Ajamil
· Third: EDAW
· Fourth: Camey-Neuhaus.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT THE MAYOR AND
CITY COMMISSION accept the recommendation of the City Manager pertaining to the
ranking of qualifications received pursuant to Request for Qualifications (RFQ) No. 57-
00/01, for providing professional engineering, landscaping and architectural services for
design and implementation of Phase II of the South Pointe streetscape improvements
project; authorizing the Administration to enter into negotiations with the top-ranked firm
of Wolfberg Alvarez, and should the Administration not be able to negotiate an
agreement with the top-ranked firm; authorizing the Administration to negotiate with the
second-ranked firm of Bermello, Ajamil and Partners, and should the Administration not

Project Approach
The following section describes the Team's proposed approach to this project. We have broken down this
approach into the following three key components:
Organizational Structure of the Team
Team's Approach to the Scope of Work
Project Team Relevant Experience
These three components provide an overview as to how the WA team plans to approach this project, and will
see it through its completion in a scheduled time frame that meets the City of Miami Beach's needs as
stipulated in the scope package. In presenting the components of this approach, we have chosen to note the
sequence, which we will follow in overseeing and delivering this project.
Organizational Structure of the Team
Wolfberg Alvarez (VVA) has reviewed the requirements of the RFQ and has assembled a highly qualified
Project Team that fulfills all of the technical demands of the Project. In addition to the technical expertise, the
Project Team provides the City with unique capability to guarantee that the original vision and coordination
that went into the MasterPlan is not lost as the project moves from concept to design. The Project Team also
provides the City with highly competent civil/roadway engineers, di'ainage engineers, planners and landscape
architects. The firms and their roles on the Project Team are summarized below.
Wolfberg Alvarez (WA) will be the prime consultant, and as such will provide overall project management
and serve as the sole point of contact for the City of Miami Beach. In Addition WA will provide primary
engineering and documentqation services. WA Miami office will be the primary contact office throughout the
duration of this project. Our office is located at 1500 San Remo Avenue, Coral Gables, Florida, 33146. Our
phone number is (305) 666-5474. All senior level management and production personnel, including the
Project Manager, Leandro O~a, PE, are located in this office.
Duany Plater-Zyberk (DPZ) developed the MasterPlan for the project and will be responsible for urban
design concepts, the Design Report and leading the participation in the Community Design Workshops. Ludwig
Fontalvo Abello will be the project manager for DPZ and will head-up this effort for the team.
HNTB will provide engineering and planning support service for the production of design plans. In terms of
roadway design, HNTB is considered one of the premiere firms in South Florida. In addition they are familiar
with FDOT and Miami-Dade County design standards. Iorge Maspons, PE will head-up this effortfor the team.
Curtis + Rogers Design Associates will provide landscaping design services and will.also participate in
the public involvement process. Ms. Aida Curtis, who has been involved in numerous similar type projects
with the City of Miami Beach, will head up this effort.
MWR & Associates will provide public involvement/community coordination resource. Their local pres-
ence and ties to the community and merchants will prove indispensable and necessary during the develop-
ment of implementable "maintenance of traffic" and "access management" solutions for this project.
Beilinson Architects will provide a resource as a Historical District Specialist.

In summary the WA team was assembled with the following three goals in mind:

A team that can capitalize on the wealth of knowledge gained during the development of the South
Poi nte MasterPlan
A team that can ensure continuity and technical expertise as this project transitions to the various
phases (planning, design and construction)·
Team's Approach to the Scope of Work
The WA team has carefully reviewed the project requirements and considered the necessary tasks associated
with completing them. The technical approach that the WA team brings to this project is to treat the entire
process as one continuous flow of work and build upon the events that have already been coordinated/com-
pleted in the Master Plan. The work for this project will progress through three major phases/areas.
Data Collection and Concept Development (this step has already been started with the development
of the MasterPlan)
Public Involvement
Design Evaluation and Recommendation and Engineering Analysis and Design
Post Design Services
Data Collection and Concept Development
This task involves the collection and assessment of all relevant architectural, engineering, and environmental
data necessary to properly involve the community, develop design recommendations, and to perform the
necessary analysis, The data collection files will be maintained throughout the project life. The WA team will
be backing into this task because most of this work has already been done by DPZ. It is just a matter of bring
the project team up to speed and making sure that no items have been overlooked.
The first step will be coordination with DPZ to obtain copies of all currently available information. Typical
items that may be obtained include aerial photography, right-of-way maps, utility maps, topographic data, etc.
Other data pertinent to the physical features of the study area will be obtained through Miami-Dade County,
Permitting Agencies, Historical Society as well as our own field reconnaissance if necessary.
The'general project related data collection activities include those associated with neighborhood characteris-
tics, transportation issues (i.e. traffic and accident data), utilities, and water and sanitary sewer, Data will be
obtained for all current as well as future improvements being proposed by the City, FDOT and others, and how
the timeline of those projects could have an impact on this project. The project team also includes specialists
in key disciplines, who will go out and investigate the site and obtain data relevant to the projecL The intent
of these site visits will be to observe and document the existing conditions and features, and to identify and
address design concerns and warranted urban amenities. With the full understanding that significant expendi-
ture will be made on infrastructure improvement, paper documentation will be critical in invoicing a project
that satisfies the long-term technical needs.
Public Involvement
The WA team operative word here is "Building Consensus". The diverse nature of the population living in
Miami Beach presents unique challenges to the City and its project team. Simply said; the

mix found in Miami's Beach does not exist anywhere else in the State of Florida. While many projects within
Miami-Dade County touch people from different racial, ethnic and socioeconomic groups, no other area
includes the dynamic population mix and the unique organization of place found on Miami Beach. The WA
team recognizes that this area services a community that has seen imposing growth in recent years, and a
community with an extraordinary sense of history as well as its unique important historic architectural compo-
nent. A community that is truly a mixed density area and mixed usage area that has both residential and
commercial needs, with the extraordinary impact as one of the biggest tourist destinations in South Florida.
The WA team approach will be to reach out directly to community groups, local political leaders and City staff
from the outset of the project. Our team's strong local contacts and access to key individuals as well as our
past successful experience in dealing with similar issues will ensure that this public involvement process is
effective. This team is capable of providing the following services and functions: newsletters and flyers,
presentations, video, telephone service, Internet site, interactive CD's, community meetings, etc. We look to
be proactive and inviting while working as a facilitator for drawing out and receiving opinions and ideas.
Lead by DPZ, the WA team will approach the public with design concepts identified in the MasterPlan,
technical facts; design constraints and with potential solutions to all the work identified in the scope. We will
proactively address all local group concerns. We will demonstrate the inter-relationship between the various
transportation/infrastructure issues such as congestion, traffic intrusion, safety, lack of proper access, signing,
the age of the facility, and the recognition of place within a neighborhood. The existing physical and environ-
mental constraints will also be demonstrated to illustrate the difficulties in providing what often appear to be
simple solutions. We will demonstrate to the public what additional urban design and aesthetic enhancements
are possible and take the greatest opportunity presented by the programmed infrastructure improvements.
As an integral part of our approach and prior to beginning execution of the project, the WA team will sit down
with key personnel from the City and discuss the Community Design Workshops. From that discussion we will
develop a plan of action. This plan will outline all sensitive community issues for dialogue and develop a
format for facilitating input. It will also recommend the best approach for making information available to the
public and keeping them informed.
Design Evaluation and Recommendation
The WA team recognizes that the proposed project is first and foremost urban public space improvements. The
proposed infrastructure improvements will be guided by a comprehensive approach to understanding the
communities past qualities, present goals and future potentials. The goal is to reinforce the character of the
neighborhood.
Design e~;aluation and recommendation by our multidisciplinary team of planners, engineers and landscape
architects will be performed in a three-step process. The first step will be a series of inventory and assessment
tasks to define a framework for evaluating existing conditions and improvement options. The second step will
be a series of altemative options for neighborhood improvement and the third step is refinement of the pre-
ferred option and preparation of construction documents. Each step will he performed with neighborhood
participation to define conditions requiring improvement, evaluate alternative options and understand the
refinement and completion of construction documents. The MasterPlan already provides design recommenda-
tions, but they may be altered due to public input and engineering analysis.
Urban design tasks to be performed will pick-up were the MasterPlan left off and it will include the following
activity:

Evaluating the Existing Urban Framework. The framework for understanding the past and present structures of
each neighborhood will be developed during the first step by assessing the communities relationship to the
evolution of the site within the City, adjoining neighborhoods, community facilities, and the network of public
spaces. The assessment will define the neighborhood elements, which contribute to the distinctive qualities of
each community and include gateways, views, site materials, lighting and planrings.
Developing an Improvement Program. The point of departure for developing the design program for improve-
ments will be the existing requests for improvements identified by each community during the meetings of the
Neighborhoed Capital Improvement Program. The requests will be illustrated in relation to the Urban Frame-
work diagrams and assessment. Program refinement and alternatives will be developed during steps one and
two, assessment and design altematives.
Identifying Design Elements. The design of pavements, lighting, furnishings and plantings will be designed as
a comprehensive expression for each community. The improvement proposals for the linear streetscapes will
be integrated with the larger public parks. Alternative choices for design elements will be explored during the
second step evaluation of alternative improvement options. Landscape plantings will be described in relation
to use and plant character.
Ensuring Public Participation. The WA will present the project to the public during the Community Design
Workshops. The objective is to have significant public participation to ensure recognition and response to the
breadth of issues to be addressed in this neighborhood.

Engineering Analysis and Design
With the data collection phase as a basis, the WA team will perform all tasks associated with the engineering
analysis phase in order to complete the development process. Once this process is completed, the WA team
is prepared to develop construction documents including specifications, bid documents, cost estimates, and
schedules. With experience and expertise in similar projects, the WA team will ensure the proper resources
and capabilities for each task involved.
Some of the tasks associated with analysis include:
Design Traffic. This is one of the more important aspects of this project due to the fact that since it will
establish street lane that are configurations necessary and since it will be one of the primary components used
to justify an)~ traffic calming components, street closures and access management (driveway locations) im-
provements. This step needs to be performed to justify what is shown in the MasterPlan.
Maintenance of Traffic. How to maintain the traffic while constructing the project always presents a chal-
lenge. Therefore, sequence of construction, constructability, and maintenance of traffic are key issues. Vari-
ous traffic control schemes will have to be looked at before developing a traffic control plan. These schemes
can include anything from maintaining all current lanes, closing down a lane, detours, staging construction,
etc. To minimize the disturbances of construction, one possible solution could be a sequence of construction
often referred to as a "construction train". This method of construction limits construction activities to a particu-
lar area and thereby attempts to localize the impacts. These schemes have to take into account the character
of the roadway and the traffic patterns. Other items that must be considered include the safe passage of
pedestrians, bicyclist, roller-bladers, and wheelchairs (ADA compliance). We are very aware of the current
disruption of business and access, and we commit ourselves to minimizing such impact wherever possible.

Utility Analysis. In an urbanized area such as Miami Beach, a large number of utilities are present along the
surface street system. All utilities will be identified through early coordination with utility companies and a
detailed CADD data base will be developed and maintained. Upon selection, the WA team is prepared to
initiate contact with the utility companies by sending them copies of aerial photography, with the project area
defined. Once we develop the recommendation we will identify all possible conflicts and coordinate with
utility companies for any needed relocation. We will also analyze the City of Miami Beach Water System
Master Plan and the identified improvement called for in the South Pointe Master Plan
Drainage Analysis. Any improvements to stormwater collection, conveyance, and treatment systems will be
required to meet SFWMD and DERM design criteria. The first step will be the analysis of Miami Beach
Comprehensive Stromwater MasterPlan. The second step in the analysis is to document the existing hydro-
logic conditions and characteristics of the project area. Analysis of potential impacts to drainage basins,
flood-zone impacts, and identifying mitigation methods may all be necessary. Finally, the analysis will
investigate the most feasible and acceptable strategy for treating and disposing of stormwater runoff.
Parking Analysis. This is an important item that is of great concern to local businesses and residents. The City
is in the process of having several new garages built. Some of the proposed improvements could impact on-
street parking areas. A detailed inventory of all off-street and on-street facilities should be performed to best
document impacts and develop viable improvement and/or mitigate effects. For the various commercial
entities within the South Beach area, safe and convenient parking for potential customers is very important.
This item could therefore be key to I?uilding some consensus/support for any improvement options.
Cost Analysis (optional service). Based on recommendations, a preliminary cost analysis matrix will be devel-
oped for comparison purposes. Once a decision is made on the preferred alternative the cost estimate will be
developed in further detail for that alternative, considering all of the components. This matrix will also be
made available to the City should they decide to perform a Value Engineering Study. Quantity estimates at
this stage of a project should be accurate to the point of comparing alternatives at the same level of detail and
therefore provide an unbiased assessment of cost. The WA team has a considerable database of similar
projects to utilize for comparison of the quantities developed in order to ensure that the budget estimates
obtained for this project can be used to program funds for the Final Design and Construction. Unit prices from
FDOT will be used and supplemented by recently bid projects, to ensure the cost estimates are as realistic for
today's construction market as possible.
Post Design Services
The WA team will assist the City with the bid and award process. This includes attending any necessary
meetings, providing bid documents, and any other services necessary. WA team will also provide construction
management services. Items to be included under CA services are review of shop drawings, responding to
contractor's RFIs, attending weekly construction meetings, and field inspection as needed. In general protect-
ing the interest of the City while the project is under construction.

With the creation of the first ITEA legislation it opened the door to enhancement type
projects and over the course of last 7 years HNTB has been involved in numerous
design projects with an enhancement component. Two recently completed project
that illustrate this are:
NW 12th Avenue Bascule Bridge Replacement Study, This project entails developing
proposed alternatives for the replacement of the existing bridge and addressing all
environmental issues, The architectural look of the bridge was developed with a
tremendous amount of community input and oversight from the Miami-Dade County
Transportation Aesthetic. Review Committee CTARC), The signature bridge that was
proposed incorporated elements from local historic architecture. The bridge also has
decorative street lighting, decorative pedestrian railing, and pedestrian pathway,
Miami Riverwalk, The surrounding communities (Spring Garden) are considering the

1-195 PD&E Study. Is an FDOT project that is following an innovative process of
community participation and urban design. The engineering study is considering such
issues as improved interstate access, local street circulation and connectivity, access
management, pedestrian and bicycle facilities, roadway drainage and traffic service. The
project area includes various historic communities (Bay Visita and Buena Visita), the
Miami Design District, several local parks (Moore, Pallet, Stearns) as well as a portion of
Biscayne Bay. Various study enhancement options are being considered including
community integration elements, transportation elements and landscape elements. The
project also includes traffic calming/gateway component which is a two-lane roundabout
at the existing NE 36u' Street/N E 2"d Avenue/Federal Highway intersection.

MUNN PARK
Stemming from the plan developed
by LDR ( a HNTB Company) in the
late 1980% downtown Lakeland has
taken another step toward
recapturing its historic past.
Lakeland's town square, Munn Park,
has resumed its place as the focal
area for the heart of downtown. The
1.5 acre park with its Confederate
statue was restored in accordance
with LDR's design and is once again
the site of lunchtime gatherings,
concerts, festivities and constant
pedestrian use.
A simple, graceful palette of lawn
panels, canopy trees, benches,
quality paving and period light
fixtures were used to capture the
traditional character of the space
while providing easy visual
surveilance. Spaces within the park
were reorganized to create
comfortable settings for a variety of
activities. New shops and restaurants
have opened around the
circumference of the park, adding
vitality to the historic retail district.

Historically a major Gulf port with military and eco-
nomic significance, Pensacola has emerged as the Gulf
Coast's most vigorous urban center. The Pensacola
Community Redevelopment Agency has implemented
LDR's recommended program for revitalization of the
city's central area. The initial five-year improvement
program enhanced the public environment and stimu-
lated private investment along the waterfront and in
the historic downtown commercial center.
Early emphasis was placed on renewing the Palafox
Place corridor and Plaza Ferdinand to create a quality
environment for people and a positive setting for pri-
vate reinvestment. New office, retail and residential
facilities have been developed in response to com-
mitments made by the Community Redevelopment
Agency.
A second fiveyear program was launched to continue
implementation of the comprehensive revitalization
program begun in 1982. LDR also prepared a major
educational and promotional brochure to communi-
cate the Agency's goals and objectives to Pensacola's
citizens.
Over the past two years, LDR has assisted the City in'
preparing a Bayfront,master plan to guide public and
private investment in a 1.5-mile long waterfront dis-
trict. New infill residential development is being con-
structed on several underutilized sites within the down-
town area in response to the investments being made
by the CRA.

LDR provided the following services:
A downtown development plan was prepared by LDR
to guide the Phase One improvements proposed for
the new CRA district. The City was interested in con-
structing a new City Hall and police station on a prime
site along the riverfront. LDR collaborated with the
architect to create the plan for a beautiful municipal
complex and community auditorium overlooking the
river. A detailed design plan was also prepared by
LDR for rebuilding the riverfront parkway and pedes-
trian promenade.
This Phase One project was followed in the second
year by plans for rebuilding three blocks of the his-
toric Main Street. The commitment to enhance the
Main Street public realm has generated major private
investment in the most important commercial block.
Several property owners have opened new restaurants
and have created outdoor dining space to take advan-
tage of the quality environment implemented by the
City with CRA funds.
A third phase of planning is now underway which will
extend' the public realm improvements south along
Main Street. This public investment, along with other
streetscape enhancement projects, has stimulated pri-
vate investment in a multi-block CRA district,

Recognizing its strategic location between two rap-
idly expanding metropolitan areas - Orlando and
Tampa - Downtown Lakeland has made great strides
to establish itself as a quality center for living, shop-
ping and conducting business. LDR began working
with the Lakeland Downtown Development Authority
in 1988 to develop an overall plan for the downtown
that identified key public and private projects vital to
Lakeland's future growth.
Following completion of the Downtown Strategic Plan,
LDR redesigned Munn Park, the primary activity space
in the heart of the city. Detail plans were also pre-
pared for comprehensive streetscape improvements and
the enhancement plan for Lake Mirror Park and Prom-
enade. The new amphitheatre and lake edge walk-
way create a pedestrian-oriented space linking into
the downtown area via the Lemon Street Promenade.

Mr. Wolfberg is a Registered Architect in Florida, ten other states and Puerto Rico and has served
as the Treasurer and Director of the Miami Chapter of the American Institute of Architects. Mr.
Wolfberg began his career as a project architect, where he was involved in the development of
major public and private facilities, including the Metropolitan Museum of Art, National Aquarium in

Mr. Ofia has a diverse range of experience in project management and design for infrastructure

Item Summary/Recommendation:
Four responses were received to an RFQ for the provision of A/E services for Phase II South Pointe
Streetscape Improvements. A selection committee evaluated the responses and ranked the firms as
follows: (1) Wolfberg Alavarez; (2) Bermello Ajamil; (3) EDAW; and (4) Carney-Neuhaus. The
Administration recommends the approval of the ranking of the firms and requests authority to negotiate
with the top-ranked firm for the provision of services.

FOR DESIGN AND IMPLEMENTATION OF PHASE II OF THE SOUTH POINTE
STREETSCAPE IMPROVEMENTS PROJECT; AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF WOLFBERG
ALVARE, AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN
AGREEMENT WITH THE TOP-RANKED FIRM; AUTHORIZING THE ADMINISTRATION
TO NEGOTIATE WITH THE SECOND-RANKED FIRM OF BERMELLO, AJAMIL AND
PARTNERS, AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN
AGREEMENT WITH THE SECOND-RANKED FIRM; FURTHER AUTHORIZING THE
ADMINISTRATION TO NEGOTIATE WITH THE THIRD-RANKED FIRM OF EDAW.

ANALYSIS
The South Pointe Streetscape Improvements Project is a $28 million street and
infrastructure project based on a Master Plan and preliminary design by Duany Plater
Zyberk which was endorsed by the South Pointe Advisory Board in May 1999 ('~he Master
Plan"). This project is funded mostly through the South Pointe Tax Increment Funds (TIF),
with partial funding from the General Obligation bond issue, the Water and Wastewater
Bond Issue and the Stormwater Bond Issue.
Construction of Phase I of the streetscape improvements in the amount of $5.9 million,
comprising Third Street and Washington Avenue, broke ground in summer 2000. Work on
the project was halted in November 2001 due to inadequate performance on the part of the
construction contractor. A replacement contractor, Burkhardt Construction, Inc., was
issued a Notice to Proceed on March 8, 2002, and once they are in receipt of all necessary
permits, and the Administration has accepted their proposed progress/construction
schedule, payment schedule and schedule of values, a second Notice to Proceed will be
issued to mobilize on the project site and commence with physical construction work, no
later than April 8, 2002.

In accordance with the recommended schedule presented in the Master Plan, Phase II
Improvements ("the Project") are now being initiated. The design scope includes: roadway,
drainage, landscaping, streetscape, irrigation, water and sewer, electrical, and street
lighting; which estimated construction funding of $3.6 million with project contingency of
$0.4 million for a total of $4 million.
In September 2001, the City Commission authorized the issuance of a Request for
Qualifications ("the RFQ") to obtain qualifications from professional firms with the capability
and experience to provide professional planning, urban design, landscape architecture and
engineering services for design, bidding, and construction administration of streetscape
improvements in the following portions of the South Pointe Redevelopment Area in Miami
Beach:
· Lenox Avenue between Fifth Street and Fourth Street.
· Michigan, Jefferson and Medd ian Avenues between Fifth Street and Second Street,
excluding their corresponding Third Street intersections.
· Euclid Avenue between Fifth Street and Third Street, excluding the Third Street
intersection.
· Fourth Street between Alton Road and Washington Avenue.
· The north side of Second Street between Alton Road and Washington Avenue.
A deadline of October 31, 2001 was set for the submission of response to the RFQ. A
pre-proposal conference to provide information to firms considering submitting a response
was held on October 10, 2001. Four firms submitted proposals in response to the RFQ:
· Bermello Ajamil;
· Camey-Neuhaus;
· EDAW; and
· Wolfberg Alvarez.
The City Manager via Letter to Commission (LTC) No. 9-2002, appointed an Evaluation
Committee ("the Committee") consisting of the following individuals:
· Chdstina Cuervo, Committee Chair, Assistant City Manager, and Assistant
Executive Director of the Redevelopment Agency.
· Erika Brigham, South Pointe Advisory Board Member
· Thomas Danluck, Local Developer and Contractor in the South Pointe Area
· Neli Santamarina, Zoning Board Member
· John De Pazos, Coordinator, Capital Improvement Projects
· John Oldenburg, Assistant Director, Parks and Recreation Department
· Gino Falsetto, Business Owner in the South Pointe Area
Ms. Santamarina and Mr. Danluck were unable to attend the Committee meeting due to a
prior commitment, and Mr. Falsetto recused himself as a result of a conflict of interest.

On February 28, 2002, EDAW advised the City that after careful consideration they
decided to remove their firm from further consideration. The Procurement Director advised
the Committee that pursuant to RFQ condition G, entitled Modification/Withdrawals of
Submittals, EDAW's proposal constitutes an irrevocable offer which cannot be withdrawn
prior to the expiration of 120 calendar days from the opening of responses. Therefore, the
Committee must consider EDAW as part of the evaluation process.
On March 1,2002, the Committee convened and was provided with the project overview by
the Committee Chair Christina Cuervo. Additionally, the Committee reviewed and
discussed the following RFQ evaluation criteria, which was used to evaluate and rank the
respondents:

· Volume of work previously awarded to each firm by the agency, with the object of
effecting an equitable distribution of contracts among qualified firms
The Committee heard 20-minute presentations and engaged in 20-minute question and
answer sessions with the following three firms: Wolfberg Alvarez; Bermello Ajamil; and
Carney-Neuhaus. EDAW as previously stated, decided to withdraw themselves from
consideration and therefore did not provide the Committee with a presentation.
During deliberations, the Committee members discussed their individual ranking of the four
firms and arrived at the following Committee ranking of the firms:

The Committee agreed that the firm with the most first place votes would be the top-ranked
firm, and that the firm with the most second place votes would be second, and so forth and

CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution which accepts the City Manager's ranking of firms, and authorizes the
Administration to enter into negotiations with Wolfberg Alvarez, and should the
Administration not be able to negotiate an agreement with Wolfberg Alvarez; authorizes the
Administration to negotiate with the second-ranked firm of Bermello, Ajamil and Partners,
and should the Administration not be able to negotiate an agreement with the second-
ranked firm; further authorizes the Administration to negotiate with the third-ranked firm of
EDAW.
