A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING $403,901,00 IN CITY OF MIAMI BEACH
QUALITY OF LIFE/RESORT TAX FUNDING FROM FISCAL
YEAR 2000/2001 (LESS $35,195,05 OF ADMINISTRATIVE
CHARGES TO NORTH BEACH DEVELOPMENT
CORPORATION) FOR IMPROVEMENTS IN THE NORTH BEACH
COMMUNITY; AND REALLOCATING $270,243.38 IN PRIOR
YEARS' QUALITY OF LIFE FUNDING, IN THE AMOUNTS OF
$9,999,19 FROM FISCAL YEAR 96/97; $159,775.29 FROM
FISCAL YEAR 97/98; $35,000 FROM FISCAL YEAR 98/99; AND
$65,468.90 FROM FISCAL YEAR 99/00; PROVIDING
$638,949.33 FOR THE PURPOSE OF FUNDING TOURISM
ORIENTED PROJECTS IN THE NORTH BEACH AREA; AND
APPROVAL OF FUTURE QUALITY OF LIFE \ FUNDS FROM
FISCAL YEAR 2001/2002 IN AN AMOUNT OF $55,777.00 TO
COMPLETE THE NORTH SHORE TENNIS CENTER PROJECT,
WHEREAS, in 1992, the City of Miami Beach voters agreed to a one
percent increase in the resort tax collection on hotel room rent; and
WHEREAS, half of the one percent was to create public incentives for a
Convention Center Headquarter Hotel, and the other 50% was designated for the
promotion of Quality of Life (Q,Q,L.) tourism related activities and facilities; and
WHEREAS, that 50% Quality of Life increment has been equally split in
thirds for improvements in the North, Middle and South Beach communities; and
WHEREAS, the one-third portion available through Resort Tax collections
for the North Beach community in Fiscal Year 2000/2001 equals $703,901.00.
WHEREAS, the funding shortfall of $300,000,00 for the pool facility at
Normandy Isle Park has been funded from Fiscal Year 2000/2001 and addressed
by the City Commission in a separate item, leaving a balance of $403,901,00 in
Fiscal Year 2000/2001 Quality of Life funds, less $35,195.05 of administrative
charges to North Beach Development Corporation (NBDC); and
WHEREAS, in addition to the $403,901,00, the City Administration along
with North Beach Development Corporation (NBDC) has reviewed prior years'
funds and propose that balances left from Fiscal Year (2) 96/97, Fiscal Year (3)
97/98, Fiscal Year (4) 98/99, and Fiscal Year (5) 99/00 providing $270,243.38 be
included as part of the 2000/2001 Quality of Life budget; and
WHEREAS, the $403,901.00 in Fiscal Year 2000/2001, less $35,195.05 of
administrative charges to NBDC, and reallocating a balance of $270,243.38
providing $638,949,33 of Quality of Life funds available through Resort Tax
Collections for the North Beach community; and
WHEREAS, since 1995, North Beach Development Corporation has
assisted the City in prioritizing projects to be implemented; and
WHEREAS, public meetings were held on February 6 and 27, 2002, to
reach community agreement on how best to expend the $638,949.33 of Fiscal
Year (6) 2000/2001 Quality of Life funds available Resort Tax funds for the North
Beach community; and
WHEREAS, projects totaling $3,503,550.00 were reviewed and prioritized
by the North Beach community and the list was reduced to match available
funding; and
WHEREAS, the North Beach community again supported funding
additional off-duty police officer and an additional Code Compliance Officer for
the commercial districts of North Beach, as well as continued professional
marketing services, Phase II of the Byron Carlyle Cultural Theater improvements,
Normandy Isle Pool (as referenced above), and the Shane Watersports Center
expansion (see attached Appendix A for a full list with descriptions and cost
estimates); and
WHEREAS, the Committee also committed funding $55,777.00 of Quality
of Life funds from Fiscal Year 2001/2002 to complete the North Shore Tennis
Center project; and
WHEREAS, at the time of the February 27, 2002 community meeting it
was not known that the shortfall for the North Shore Tennis Center totaled
$55,777.00; and
WHEREAS, the Committee categorized the expenditures and allocated
funds as follows:

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the

Mayor and City Commission herein approve the appropriation of $403,901.00 in
City of Miami Beach Quality of Life/Resort Tax funding from Fiscal Year
2000/2001 (less $35,195.05 of administrative charges to North Beach
Development Corporation) for improvements in the North Beach community; and
reallocating $270,243.38 in prior years' Quality of Life funding, in the amounts of
$9,999.19 from Fiscal Year 96/97; $159,775,29 from Fiscal Year 97/98; $35,000
from Fiscal Year 98/99; and $65,468,90 from Fiscal Year 99/00; providing
$638,949.33 for the purpose of funding tourism oriented projects in the North
Beach area; and approval of future Quality of Life funds from Fiscal Year
2001/2002 in an amount of $55,777.00 to complete the North Shore Tennis

The Fourth annual, WISE WOMEN WEEKEND June 22 & 23, 2002
Location: Radisson Deauville Resort, 6701 Collins Ave. Miami Beach
Project / Event Description:
The Wise Women Weekend is a two-day, community-based conference for women, which is marketed to the
general public, focused on health and wellness. The location is in North Beach at the Radisson Deauville Hotel.
The goal of the conference is to offer women of all ages, tools to manage stress, achieve better health and
enhance their lives and their relationships by presenting educational and experiential workshops facilitated by
locally and nationally known professionals, The conference admission includes two full-days of workshops, a
musical concert, 2 meals, (welcome breakfast and banquet lunch), plus access to a trade show/exhibit area,
which is free and open to the public. As with last year's conference, the 2002 Wise Women will donate all
proceeds to Victim Services Center, a Miami based (50lc-3), non-profit agency providing counseling and
advocacy to relieve the on-going mental effects of trauma resulting from criminal victimization or witnessing
violence. It is also our intention to sponsor or co-sponsor at least 10 attendees who could not, otherwise afford to
attend. In 2001, we sponsored 7 women, most of whom were domestic violence victims.
History oftite Eve"t: The first Wise Women Weekend (August, 1999), attracted 150 attendees from 4
different states, with 41 total room nights at the Radisson Deauville, The 2000 program (July 15 &16) included
190 attendees, occupying 79 room nights at the Radisson Deauville. In 2001, 210 women participated with a
total of 81 room nights at the Radisson Deauville, the Holiday Inn at 6060 Indian Creek and the Day's Inn at
Ocean Terrace. We needed those hotels for overflow due to the Radisson Deauville being sold out on the peak
night of the conference. Many attendees, (30+) who requested rooms at the Radisson were turned down because
of an unforeseen sell-out on 7/15u1 due to the city-wide, Microsoft Conference (which at the last minute reduced
their block but it was too late for us to recap that revenue). Our 2002 goal is 300 women and 95 hotel rooms at
the Deauville and neighboring hotels (which we recommend for guests preferring a less expensive hotel option).
Receives Local & National Attention: The Wise Women Weekend is now becoming quite well known in the
tri-county area and nationally as well. Here is a sample of some of the media coverage we received in 2001:

. Radio Spots on WLRN (4x per day for the week prior to the conference), Love94, LiteFM
. Television spots on Deco Drive (shot in the Radisson Deauville), Channel4's Neighbors For
Neighbors and a featured story on WLRN's "Enlighten Up from South Florida" program.
The popularity of these conferences and the response from attendees demonstrates that reasonably priced
conferences of this type are deeply needed in our communities today. Unlike other similar conferences, the Wise
Women Weekend is priced as inexpensively as possible, in order to inspire as many participants as possible.
Special scholarships, student and senior discounts plus one-day passes are also available.

The Quality of Life Funding from the North Beach Development Corporation will be designated for advertising
and marketing in order to achieve our target of 300 attendees at this year's conference. Our plan this year is to
increase our advertising budget and purchase the use of two new, mailing lists in order to expand our
communications and marketing reach.

How does the project I Event Meet the Quality of Life Funding Requirements?
This project began in 1999, as a local event. However, the Wise Women Weekend has become a nationally
known conference, with women attendees arriving from around the U.S. In addition, it has also become popular
attraction for women who reside in and around Florida, wishing to have a summer- weekend retreat away from
home. In 2001, more then 40% of all attendees stayed at the hotel, 25% stayed more then one night. Here are
the ways this event meets the NBDC Quality of Life funding requirements to promote tourism:
1) This is a consumer event, which is marketed and open to the public. It generates tourism revenue
and awareness of North Beach from attendee participation in the following areas:
a. Hotel Room Revenue: (41 room nights in 1999, 79 room nights in 2000,81 in 2001. 95
projected for 2002).
b. Hotel food and beverage Revenue: 2 meals are included in the program. Many women staying
at the Radisson, enjoyed the hotel restaurants for the times the group was not in session, as did
the transient attendees. We offered a special price for lunch at the pool on Saturday, which was
very popular.
c. Local Area Restaurant Revenue for those times the program is not in session. We include a list
of local restaurants and a Miami Beach map and guide in the registration materials and our
hospitality staff is trained to answer questions regarding local eating establishments and to make
reservations.
d. Miami I Miami Beach tourist attraction revenue (for pre- and post conference attendees and the
times the program is not in session, Last year, for example, some of our attendees, who

3) Local residents not staying at the hotel will also be contributing to local hotel and restaurant revenue

learning ways to manage stress, enhance relationships, live healthier lifestyles and learn from a team
of expert facilitators.

Item Summary/Recommendation:
In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection on hotel room rent.
Half of the one percent was to create public incentives for a Convention Center Headquarter Hotel, and the other 50%
was designated for the promotion of Quality of Life (Q.O.L.) tourism related activities and facilities. That 59% Quality of
Life increment has been equally split in thirds for improvements in the North, Middle and South Beach communities.
The one-third portion available through Resort Tax collections for the North Beach community in Fiscal Year (6)
2000/2001 Quality of Life funds equals $703,901.00. The funding shortfall of $300,000,00 for the pool facility at
Normandy Isle Park has been funded from Fiscal Year 2000/2001 and addressed by the City Commission in a separate
item, leaving a balance of $403,901.00 in Fiscal Year 2000/2001 Quality of Life funds, less $35,195.05 of administrative
charges to North Beach Development Corporation (NBDC), In addition to the $403,901.00, the City Administration
along with NBDC has reviewed prior years' funds and propose that balances totaling $270,243.38 be included as a
reallocation and a part of the 2000/2001 Quality of Life budget for of $638,949.33 of Quality of Life funds available
through Resort Tax Collections for the North Beach community.
This year, public meetings were held on February 6 and 27, 2002, to reach community agreement on how best to
expend the $703,901.00 of Fiscal Year (6) 2000/2001 Quality of Life funds available through Resort Tax collections.
Projects totaling $3,503,550.00 were reviewed and prioritized by the North Beach community and the list was reduced to
match available funding. This year, the North Beach community again supported funding additional off-duty police
officers and an additional Code Compliance Officer for the commercial districts of North Beach, as well as continued
professional marketing services, Phase II of the Byron Carlyle Cultural Theater improvements, Normandy Isle Pool (as

ANALYSIS

The $403,901,00 in Fiscal Year 2000/2001, less $35,195.05 of administrative charges to NBDC, plus
the reallocated balance of $270,243.38 providing $638,949,33 of Quality of Life funds available through
Resort Tax Collections for the North Beach community,
Since 1995, NBDC has assisted the North Beach community in prioritizing projects to be implemented,
Participation from all parts of the community is encouraged; public meetings are advertised and held to
develop the project "wish list", Consensus is built through these workshops to fund projects that will
yield the greatest benefits for the community at large, In an attempt to formally annualize the funding
recommendation process NBDC has targeted the months of February and March to review applications
and recommend funding to the City Commission.
Public meetings were held on February 6 and 27, 2002, to reach community agreement on how best to
expend the $638,949,33 of Fiscal Year (6) 2000/2001 Quality of Life/Resort Tax funds available for the
North Beach community, Preference was given to projects with strong tourism components that would
clearly benefit both visitors and residents of the North Beach area.
Projects totaling $3,503,550,00 were reviewed and prioritized by the North Beach community and the list
was reduced to match available funding, This year, the North Beach community again supported
funding additional off-duty police officers and an additional Code Compliance Officer for the commercial
districts of North Beach, as well as continued professional marketing services, Phase II of the Byron
