A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE
SECOND AMENDMENT TO THE POLICE CONFISCATION
TRUST FUND BUDGET FOR FISCAL YEAR 2001/02, IN THE
AMOUNT OF $1,322,284 TO BE FUNDED FROM THE
PROCEEDS OF STATE ($1,248,100) AND FEDERAL-JUSTICE
($74,184) CONFISCATED FUNDS,
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to
be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the need
for appropriation and expenditures exist and the appropriation and expenditure of forfeiture
funds is in compliance with Section 932.705, Florida Statutes; and federal guidelines; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Second Amendment to the FY 2001/02 Police Confiscation Trust
Fund B~dget for the City of Miami Beach, in the amount of $1,322,284, to be funded from the
proceeds of State ($1,248,100) and Federal-Justice ($74,184) Confiscation Funds as reflected in the
attached Exhibit "A".

This meeting is a principal forum in Miami-Dade County for the
discussion of matters of interest to the law enforcement community.
In attendance are local dignitaries, the Chiefs and those staff members
that are members of the Dade County Chiefs of Police Association, 8,000

Additional funding for various community programs such as
Neighborhood and Business CrimeWatch, Police Community
Relations Team, Citizens on Patrol, Security Communications
Assistance Network (SCAN) and the Citizen's Police Academy.

ACCREDITATION
Fees and travel expenses of the two Assessors as well as

Three-day seminar, "Seven Habits of Highly Effective
People", sponsored by the Police Department. The seminar
will focus on developing the effectiveness of the individual
and thus promoting organizational change from within.
CROSS CONSULTING SERVICES
Funding required for on-site assessment for all Police Lieutenants
and over-expenditures on previous projects, This assessment will
provide assistance in identifying individual strengths and weaknesses
in addition to providing relative feedback to promote organizational
initiatives.
ADDITIONAL TRAINING FUNDS AND TRAINING
EQUIPMENT
Funding required to supplement the departments annual
Training Budget in addition to purchasing equipment for
various training classes and projects,
VICTIM SERVICES CENTER
The Victim Service Center provides mental health, support
Services. Funding required to provide therapeutic interventions to
students enrolled at Feinberg Fisher Elementary School who
have been victims or witnesses to a crime including but not
limited to domestic violence,
A CHILD IS MISSING
A Child is Missing is a not-for-profit organization that
assists police agencies in the critical, first few hours of
a child's disappearance by making phone calls to residents
in the area, Continued, support of this service is imperative
to all communities in the area. These services are provided
free of charge.

ANALYSIS
Florida Statute 932.705 provides for expenditures offorfeiture funds for law enforcement
purposes,
The Chief of Police of the City of Miami Beach has reviewed and identified the need for the
appropriation and has established that the expenditures of forfeiture funds are in
compliance with Section 932.705, Florida State Statutes and Federal guidelines. These
forfeiture funds have been deposited in the Police Confiscation Trust Fund. The City has
complied with all statutory procedures involved in the transaction of these funds,
The Administration requests authorization to adopt the Second Amendment to the
operating budget for the Police Confiscation Trust Fund for Fiscal Year 2001/02 and to
appropriate $1,322,284 from State ($1,248,100) and Federal-Justice ($74,184) Funds to
provide for the expenditures listed in Exhibit "A",
