COMMISSION MEMORANDUM NO. ,g-8'9 -9g
TO:
Honorable Mayor and
Members of the City Co
DATE: July 15, 1998
FROM:
Sergio Rodriguez '
City Manager
SUBJECT:
A RESOL TION TO ACCEPT A $30,000 GRANT; APPROVE AN
INTERLOCAL AGREEMENT FOR JOINT COMPLETION OF A LOCAL
MITIGATION STRATEGY, AND THE "LETTER OF INTENT" TO
PARTICIPATE
ADMINISTRA TION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
The State of Florida, through the Florida Department of Community Affairs, has launched the
"Breaking the Cycle" program designed to help communities throughout the State develop mitigation
strategies to reduce vulnerability to disasters. Each County and Municipality has been awarded grant
monies to develop a single County-wide Local Mitigation Strategy. The City of Miami Beach will
receive $30,000 as its share of the grant. The grant award is based on our vulnerability to a natural
disaster. To participate in developing a Joint Local Mitigation Strategy, the City of Miami Beach must
submit a "Letter ofIntent" and an executed Interlocal Agreement to the Miami-Dade County Office
of Emergency Management. No match dollars are required.
ANALYSIS:
A Local Mitigation Strategy will enhance our community's ability to reduce damage caused by
disasters and break away from the familiar cycle of destruction, reconstruction, and destruction again.
Communities that implement Mitigation Strategies will receive more money from State Grants for
recovery and rebuilding after a disaster, and be given priority over communities that have not
implemented a Mitigation Strategy. -
CONCLUSION:
Approval of this Resolution will provide the City of Miami Beach an opportunity to participate in
developing a Mitigation Strategy which will benefit our City with plans and projects that reduce the
threat of future losses.
