The City of Miami Beach
THIS Statement of Work is executed by and between The City of Miami Beach
("Client") and Modis, Inc., d/b/a IDEA INTEGRATION ("Company") as of the 10th day
of April, 2002 and is subject to the terms and conditions of that certain E-
Business/Enterprise Services Agreement between the parties dated as of the 10th day
of April, 2002.
1. Description of Services
1.1. Summary of Work
1..1.1.. Background
The City of Miami Beach has a need to improve the manner by which inspections are
managed and recorded by the City inspectors. Currently, the PERMITS Plus System
supports the daily printing of inspection requests. These are then distributed to
inspectors each morning by their supervisor.
In addition, the City expressed the need to develop a method by which inspectors
could create and issue violations at the point when a violation is identified in the
field.
The inspectors are required to have the results of each day's inspections entered into
the PERMITS Plus System prior to the end of the day. To accomplish this
requirement, the inspectors must return to the office by early afternoon. This
method is very time consuming, since all data must be handled twice. It also
decreases the amount of time the inspectors can spend in the field actually
performing inspections.
The City also requires that any solution be extendable for use by other departments
that use the PERMITS Plus System. These indude the Code Compliance, Fire and
Public Works departments.
In response to this need, the City issued a Request for Proposal (No. 44-00/01)
seeking a total system solution that would allow for the processing of inspections and
the creation of violations from the field. Twelve prospective vendors were contacted,
resulting in two responses; M-Track Software and Idea Integration.
An Evaluation Committee was selected consisting of seven individuals; five from the
City and two from Miami-Dade County. The Evaluation met on several occasions to
review and discuss the requirements and scope of the project. On September 5,
2001, each bidder presented their solution. Upon condusion of the demonstrations,
the Evaluation Committee selected Idea Integration as the most qualified vendor.

Idea Integration recommends the City of Miami Beach engage in the development of
a custom application leveraging the existing technologies and architecture currently
in place at the City.

The proposed solution Is a real-time wireless solution by which the inspectors can
create and enter new cases while In the field or actually on the job site. The solution
increases departmental response time and better meets citizen and/or contractor
requirements for inspection processing.
The custom application will allow city inspectors to receive their dally inspection
orders via a handheld device, and input results of inspections as they occur. The
custom application will interface with the current PERMITS Plus application via a
wireless store and forward application allowing the live transmission from handheld
devices directly into PERMITS Plus. When a live transmission is unavailable, the
proposed solution also will allow for uploading the inspection action into the PERMITS
Plus System when a connection is available.
A custom application is the best solution tailored to meet all the requirements for the
various departments of the City of Miami Beach, giving you the best fit, most
extensible architecture, and a solution that the City of Miami Beach will own,
including all source code. Because the application is customized, it will be defined
and tailored to your specific needs. Every attempt will be made to leverage existing
technologies and architecture currently in place at the City.
To develop this custom solution for the Oty of Miami Beach, Idea integration will use
the Idea RoadMapTU process. RoadMapTIII is our flexible, repeatable process for
guaranteeing the delivery of high quality, custom technology solutions. RoadMap TM
provides an all-important methodology for a project, which promotes uniformity and
consistency and helps put all aspects of the project life cycle Into perspective. Idea
offers RoadMap TM to clients as part of our quality based Initiatives to ensure a
successful project completion.
To build the Oty of Miami Beach's custom application using RoadMapTM, detailed
requirements gathering Is required at the start of a project. This Statement of Work
defines the high level requirements supplied by the City of Miami Beach; however,
Idea Integration and the City staff will further refine these high level requirements
into formal detailed requirements for the development of the custom application
recommended in the proposal.
When the requirements are finalized and the device type is determined by the City
Idea will then develop, test and deploy the application based on the agreed upon
timeline. Status reports will be presented on an agreed upon interval and all project
milestones will be noted.
1.1.3. Project Scope
> The project will be deployed in a two-phase approach. Phase 1 includes the
Building and Code Compliance Departments. Phase 2 includes the Fire and
Public Works Departments.
Idea Integration will build a wireless extension to the Oty of Miami Beach's current
permit inspection and code enforcement system, PERMITS Plus. The extension will
allow building inspectors, fire inspectors, code enforcement authorities and public
works engineers to:

> Remotely access their assigned Inspections
> Record Inspection results and violations
> Transmit the results back to PERMITS Plus System
> Create and issue citations
> Research selected data from the PERMITS Plus System
> Down load their inspection schedule for the day
All the current administrative and business logic functions will remain within the
PERMITS Plus application.
The wireless application will be supported on an HP Jomada 720, as selected by the
Evaluation Committee, which will be equipped with a wireless modem.
Refer to Appendix A for a detailed listing of capabilities and functions by module.
Using the wireless device and while connected to the wireless network, the inspector
will be able to download their assigned and scheduled inspections (Including
violations). The inspector will then be able to travel about the city (regardless of
connectivity), view details and record the results of these inspections. Equipped with
a mobile printer, the inspector will also be able to print inspection reports and
citations on the spot. In order to transmit the inspection rc;!sults back to the
PERMITS Plus application, the inspector needs to be within wireless connectivity
range and trigger the transmit process. The system will respond to the inspector to
inform him/her that the transaction has been completed.
At all times while in the field, the inspector will be able to:
> View permit and inspection information for the downloaded inspections
> View the inspection history for the downloaded inspections
> Record inspection results
> Assess a re-inspection fee
> Create and record unscheduled inspections
> Print inspection n;!SUlts or citations
> Create a stop work order (Building)
If the above functions are completed while outside of the wireless connectivity range,
all the newly created records will be transmitted to and transacted with the PERMITS
Plus System upon connection and during the update process.
The remote device must have connectivity to the wireless network to allow the
Inspector to do the following:
> Search for a Permit/Otation information via parcel number or address
> View Permit/Citation information including inspections, locks, holds, notices,
comments, fees and related individuals (i.e. contractor, owner, applicant,
violator, etc.)
> Add or deactivate permit holds, notices and comments (for assigned
inspections)
> Send E-mails (not application related)
Security is provided through a user login and password. The inspector has
connectivity to log into the remote inspection application. Inspectors will be
assigned individual passwords through a supervisory tool {run on a separate desktop

pc). Access to various general functions (i.e. Create Stop Work Orders) may be
restricted to individual Inspectors through this supervisory tool.
Idea Integration will develop two custom reports to assist in assignment and
management the inspection workload. These reports will draw upon the PERMITS
Plus database and will be defined by the City at the start of this project.
In order for this project to be successful, Accela, the developers of PERMITS Plus, will
be relied upon to provide the interface software (this will consist of two modules one
to initiate a pennit and the other to support updates and changes) and the pertinent
processing rules so that the data can transmitted to and from the field to the
PERMITS Plus System and the wireless application quickly and efficiently.
This project is limited to providing the features outlined above. Expansion of
features beyond this description will be accomplished through Change Orders.
1.2. Deliverables
Throughout the Handheld Computer Inspection System project, Idea will deliver to
the City of Miami Beach project deliverables and will require the City of Miami
Beach to verify the Infonnation presented within each. The City of Miami Beach will
have five business days to respond with written comments for each deliverable. If
no written comments are received by Idea within five business days, the deliverable
will be considered accepted. Idea will have five business days to respond to The City
of Miami Beach's written comments. Upon submission of these revisions to The City
of Miami Beach by Idea, the deliverable will be considered accepted unless notified in
writing within two business days. The City of Miami Beach will be responsible for
changes in project scope and/or cost caused by deliverable verification delay or
acceptance.

1.4. Expected Benefits
Expected benefits that will result from the Handheld Computer Inspection System
project are listed below.

Inspection System will be based on Idea's completion of the system as described and
agreed to in the above deliverables.

tlmelines and deliverables will affect the budget and the underlying
development time.
3.1.7 Accela will deliver an interface to the PERMITS Plus database and, in
conjunction with the City of Miami Beach, the pertinent business rules.
3.2. Definition
3.2.1 The project scope and approach do not materially change as a result of
findings or decisions made during the Definition phase. Changes to the
scope will be estimated and communicated to the client through the change
order process.
3.2.2 The current processing environment at the City of Miami Beach will support
the connectivity and security required to support the Handheld Computer
Inspection System.
3.3. Construction
3.4.1 The aty of Miami Beach is responsible for backing up all data and systems
to which Idea Integration will have access prior to Company commencing
Services.
3.4.2 The City of Miami Beach shall be responsible for having the most current
version of all related support software for the Services required to enable
the desired functionality (including all available patches, fixes, etc.).
3.4.3 The City of Miami Beach will separately supply all hardware and software,
other than the software being developed by Idea Integration, for this
project.
3.4.4 The aty of Miami Beach will arrange for the wireless network connectivity
required for this project.
3.4.5 Idea Integration will supply a list of the required hardware and software for
this project.
3.4.6 Idea Integration will work with the City of Miami Beach to ensure that the
appropriate knowledge transfer for on-going support of Idea Integration
developed software.
3.4. TestinG
3.5.1 The City of Miami Beach shall be responsible for providing adequate
personnel to develop and perform user acceptance testing. The City of
Miami Beach Departments must play an active role in the completion of the
user acceptance testing.l

4.5. Out-of-Pocket Reimbursement Provisions/Practices
The price estimate for this project does not include costs for reasonable out-of-
pocket expenses. Examples of such expenses include, but are not limited to, travel
and living expenses or third party software and hardware not included in the original
requirements. Idea Integration will always require prior written agreement from the
City of Miami Beach to approve those expenses prior to Idea Integration incurring
the expense. Idea Integration also agrees to follow the aty practices and guidelines
for the allowable expenses.
4.6. Billing/Payment Practices
Idea Integration will bill the aty of Miami Beach based on the agreed to project
milestones as follows:
. 10% Upon the Approval of the Phase 1 Requirements
. 10% Upon the Approval of the Phase 1 Design Document
. 10% Upon the Approval of the Phase 2 Requirements
. 10% Upon the Approval of the Phase 2 Design Document
. 10% Upon the Completion of Phase 1 Acceptance Testing
. 10% Upon the Completion of Phase 2 Acceptance Testing
. 40% Upon Completion and Approval of the Final (Phase 1 & 2) System
Idea Integration will not exceed the estimated amount without prior written
agreement from The City of Miami Beach submitted to aient in the fonn of a change
order
5. Additional Terms and Conditions
Refer to the E-Business/Enterprise Services Agreement for any additional Tenns and
Conditions.
6. Authority to Proceed
Idea Integration would like to thank you for allowing the opportunity to proVide this
project proposal. To accept the tenns of this proposal, please sign below.
