A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
MODIFICATIONS TO THE SCOPE OF WORK ON THE BA YSHORE
GOLF COURSE PROJECT TO ADDRESS REQUIRED CHANGES
ON THE GRASS TYPE, THE IRRIGATION WATER SOURCE,
LANDSCAPING AND THE METHOD OF SOIL TREATMENT PRIOR
TO PLANTING, AS FOLLOWS; AUTHORIZING AN AMENDMENT
TO THE AGREEMENT WITH ARTHUR HILLS/STEVE FORREST
AND ASSOCIATES, IN THE AMOUNT OF $30,000; AND
AUTHORIZING A CHANGE ORDER, IN THE AMOUNT OF
$895,783.65, TO THE CONSTRUCTION AGREEMENT WITH TDI
INTERNATIONAL, INC., BOTH TO BE FUNDED FROM THE
PREVIOUSLY APPROPRIATED PROJECT CONTINGENCY AND
THE GENERAL FUND UNDESIGNA TED FUND BALANCE.
WHEREAS, on October 8, 1997, pursuant to RFQ 79-96/97, the Mayor and City
Commission approved a Professional Services Agreement with the firm of Arthur Hills/Steve
Forrest and Associates (AH) for the design services, construction and bidding documents,
construction observation, project administration, scheduling and cost estimating necessary for
the renovation of the Bayshore Golf Course (the Project); and
WHEREAS, on November 29,2000, the Mayor and City Commission approved using
the firm of Arcadis Geraghty & Miller (AGM) as a subconsultant for AH to provide the services
of a hydrologist for water sources analyses as well as the design of a water treatment system
for the course irrigation; and
WHEREAS, on July 18, 2001, the Mayor and City Commission authorized the allocation
of $1,100,000, from the Undesignated Fund Balance for the construction of a horizontal wells
system of irrigation for the Project; and
WHEREAS, on September 14, 2001, the Administration issued Invitation to Bid No. 59-
00/01 for the Renovation of the Bayshore Golf Course including total renovation of the tees,
greens, fairways and bunkers; new landscaping of the golf course and perimeter areas;
expansion and reconfiguration of the Course's lakes; new drainage; a new irrigation system
utilizing horizontal wells and a new pump house; and the landscaping of the Alton Road and
Chase Avenue perimeters; and
WHEREAS, on October 17,2001, the Mayor and City Commission awarded a contract,
in the amount of $4,980,688.97, to TOllnternational, Inc. (TOI), pursuant to Invitation to Bid No.
59-00/01 for the Renovation of the Bayshore Golf Course, as recommended by the
Administration; and
WHEREAS, the Administration further appropriated overall funding for the Project, in the
amount of $7,039,928; and
WHEREAS, subsequent to the bid award, further water quality testing was undertaken
by AGM which showed that the initial expected amount of fresh water to be obtained from the
horizontal wells would not be available; and

WHEREAS, in view of this new information, the Administration has explored other
possibilities in conjunction with AH, AGM and the Project's agronomist for the use of brackish
water (water with levels of salt content) from the lakes within the golf course for irrigation, which
would allow the elimination of the horizontal wells, but would necessitate a change in the type of
grass and changes in some of the current landscaping palette; and
WHEREAS, AH has presented a proposal for additional services, in the amount of
$30,000, to make the necessary changes to the construction documents and specifications to
incorporate the new grass type, the brackish water irrigation components, and the modified
landscaping; and
WHEREAS, the Administration also requests approval to complete one hundred percent
of the proposed Project landscaping using the available unit prices already present in the
Construction Agreement, in the amount of $323,278.94; and
WHEREAS, during the research on the types of grass and their application for golf
courses, it has been recommended that the soil in the fairways, tees and greens be treated with
the herbicide Methyl Bromide, in the amount of $569,747.46, to insure that all other types of
grasses, weeds and other invasive plantings are eliminated prior to installing the new grass;
and
WHEREAS, the Administration is requesting approval of these modifications to the
Project scope of services, as follows: an Amendment to the Agreement with AH, in the amount
of $30,000, and of a Change Order to the Construction Agreement with TDI, in the amount of
$895,783.65, and approval of the use of the previously appropriated funding, in the amount of
$1,100,000, from the General Fund Undesignated Fund Balance and the Project contingency,
in the amount of $709,830.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve
modifications to the scope of work on the Bayshore Golf Course Project to address required
changes on the grass type, the irrigation water source, landscaping and the method of soil
treatment prior to planting, as follows: authorizing an Amendment to the Agreement with Arthur
Hills/Steve Forrest and Associates for additional services, in the amount of $30,000; and
authorizing a Change Order, in the amount of $895,783.65, to the Construction Agreement with
TDllnternational, Inc.; both to be funded from the previously appropriated Project Contingency
and the General Fund Undesignated Fund Balance.

Condensed Title:
A RESOLUTION REQUESTING APPROVAL OF SCOPE CHANGES AND ADDITIONAL EXPENDITURES
FOR THE BAYSHORE GOLF COURSE RENOVATION PROJECT.
Issue:
Due to unavailability of sufficient fresh water for irrigation from the acquifer, shall a change in project scope
and budget in the method of irrigation and the type of grass and landscaping be approved.
Item Summary/Recommendation:
Since the City Commission's decision to approve funding for an alternate water source for irrigation at the
Bayshore Golf Course, additional engineering analysis has been completed. The analysis shows that the
horizontal wells system expected to produce fresh water will not function as planned. To address this
information, the Administration is recommending that the lakes on the golf course be used as the principal
irrigation source. Utilizing the brackish water in the lakes will allow water expenses to be reduced but
necessitates changes in the grass and landscaping to types, which will be more salt tolerant. The new
grass strain will be paspalum, which has been shown to be superior in many aspects to the typical fresh
water irrigated grasses. The soil will require treatment with the herbicide Methyl Bromide to insure
elimination of existing grasses prior to the installation of the paspalum.

Funds are available from the previously appropriated construction contingency, in the
amount of $709,830, and from the previously appropriated $1,100,000 from the General
Fund Undesignated Fund Balance.
ANALYSIS:
The overall Bayshore Golf Course Renovation Project scope includes the total
reconstruction of the golf course, new landscaping, new irrigation and the landscaping of the
Alton RoadlChase Avenue perimeters, as well as a new clubhouse and maintenance
facilities which will be constructed under a separate bid.
On October 8, 1997, the City Commission approved a professional service Agreement with
the firm of Arthur Hills/Steve Forrest and Associates (AH) for the design services,
construction and bidding documents, construction observation, project administration,
scheduling and cost estimating necessary for the renovation of the Bayshore Golf Course.

the course irrigation. Preliminary cost analysis showed that there were substantial long-term
savings to the City when using alternative sources for irrigation. AGM analyzed twelve water
source alternatives from an engineering perspective as well as for economic feasibility. The
alternatives were also analyzed to determine the length of the permitting process by the
applicable regulatory agencies. One alternative was to continue with the irrigation system
supplied from the City's utility system as it is now.
The analyses showed that one alternative, using horizontal wells and a golf course lake as
a reservoir, was the best one from an economic standpoint as well as the permitting
standpoint. Using the surficial aquifer as the source of water would avoid using brackish or
high saline content water, which would then require extensive water treatment. No residual
disposal was needed and the operations and maintenance costs were reduced.
On July 18, 2001, the Mayor and City Commission authorized the allocation of $1,100,000,
from the General Fund Undesignated Fund Balance, for the construction of a horizontal
wells system of irrigation for the renovation of the Bayshore Golf Course. The funding is to
be reimbursed from grants and other funding sources, if they become available.
On October 17, 2001, the Mayor and City Commission awarded a contract to TDI
International, Inc. (TDI), pursuant to Invitation to Bid No. 59-00/01 for the Renovation of the
Bayshore Golf Course as recommended by the Administration.
Subsequent to the bid award, further water quality testing was undertaken by AGM. It was
discovered that the initial expected amount of fresh water to be obtained from the horizontal
wells would not be available. This further testing showed that the level of fresh water, which
was expected to be as deep as thirty feet, would only be approximately ten feet deep. This
level of fresh water will not provide sufficient volume to irrigate the golf course effectively
with fresh water without substantial use of the City's utility system to compensate.
The use of the City's fresh water utility system and the increase in costs of additional
horizontal wells to extract as much fresh water as possible from the acquifer, will not provide
the expected payback on the investment for the alternative water source and irrigation
system.
In view of this new information, the Administration has explored other possibilities in
conjunction with AH, AGM and the project's agronomist, Terry Buchen. New testing and
financial projections have been obtained for the use of brackish water (water with levels of
salt content) from the lakes within the golf course for irrigation. The use of brackish water
would allow the elimination of the horizontal wells, but would necessitate a change in the

type of grass and changes in some of the current landscaping palette.
Staff members from the Parks and Recreation Department and the Capital Improvement
Projects Office, assisted by Arthur Hills and the City's golf course management firm, PCM,
have visited several golf courses in Florida using a different variety of grass, which is
tolerant to brackish water, as well as growers of this type of grass. This grass has the
general name of paspalum and comes in several varieties.
Paspalum has been used successfully in many golf courses throughout the world, especially
on locations that lack fresh water, or to save costs in irrigation and water treatment. All
members of the team have concluded that the use of paspalum on the Bayshore Golf
Course would be a very good solution to the irrigation issues and would allow the use of
brackish water, thus saving irrigation and treatment costs. The golf course managers and
superintendents with whom the City visited, as well as City staff, deem the playability
qualities of the grass and the long-term maintenance needs as excellent. The paspalum
exceeds the performance characteristics of the originally anticipated Bermuda and Tiff Eagle
grasses.
The use of brackish water and the paspalum grass, has dictated that some of the.
landscaping palette previously included in the project be changed to plant varieties which
are tolerant to brackish water. AH and their landscaping team have presented a proposal
for additional services, in amount to be submitted with supplemental material, to make the
necessary changes to the construction documents and specifications to incorporate the new
grass type, the brackish water irrigation components and the modified landscaping.
Due to expected budget constraints, the Invitation to Bid requested the bidders to price only
fifty percent of the landscaping represented on the construction documents. In addition, the
Invitation to Bid also requested unit prices for all the types of plantings shown on the
drawings. The intention was to add landscaping to the initial fifty percent, using the unit
prices, depending on the final bid amount and the available budget. In view of the fact that
TOi's bid was well within the budget, the Administration requests approval to complete one
hundred percent of the proposed landscaping using the available unit prices already present
in the construction agreement. Cost of the additional landscaping to be submitted with
supplemental material.
The areas on the perimeter of the golf course around Alton Road, Chase Ave., Meridian
Ave., and Dade Boulevard will remain as is and will be irrigated by fresh water. The type of
planting required for these areas necessitates this.
TDI has been requested to provide a Change Order proposal for all the changes required
by this different irrigation approach. A credit for the horizontal wells and all their
components, the storage lake liner and portions of the pumping system is part of this
Change Order proposal.

During the research on the types of grass and their application for golf courses, it has been
recommended that the soil in the fairways, tees and greens be treated with the herbicide
Methyl Bromide to insure that all other types of grasses, weeds and other invasive plantings
are eliminated prior to installing the new grass. This is required because other grasses may
return after the paspalum is planted and because the difference in appearance between the
grasses causes the intrusion to be aesthetically unacceptable.
The Methyl Bromide treatment, in amount to be submitted with supplemental material,
consists of the injection of a herbicide in gas form which eliminates existing grasses, weeds
and other plantings, including the root system, thus virtually eliminating the possibility of their
intrusive return after the paspallm is installed. During the gas injection procedure, the areas
treated are covered to prevent escape of the gas, insure its effectiveness and eliminate any
possible danger to anyone accessing the golf course while the treatment is in place. The
provider of the soil treatment as well as the City will have security during the period when
the gas herbicide is in place and covered to insure that no one, other than the provider
accesses the site.
The soil treatment will be done in small areas, possibly two holes at a time, to ensure control
of the procedure and to increase the availability of security. The protective cover will remain
in place for twenty four to seventy two hours. The treatment is being limited to the fairways,
greens and tees in order to prevent damage to existing plantings in the areas surrounding
the golf holes.
The Administration is requesting approval of these modifications to the project scope of
services, in amount to be submitted with supplemental material, to the firm of Arthur Hills &
Associates, and of the Change Order proposal, in amount to be submitted with supplemental
material, to the firm of TDllnternational, Inc.. The Administration is also requesting approval
of the use of the previously appropriated funding, in the amount of $1,100,000 from the
General Fund Undesignated Fund Balance to implement these changes and execute the
Change Order and additional services for the alternative irrigation source and grass change.
The costs for the other required changes will be funded from the credits included in the
proposal and from the project contingency.

necessitates changes in the grass and landscaping to types, which will be more salt tolerant. The new
grass strain will be paspalum, which has been shown to be superior in many aspects to the typical fresh
water irrigated grasses. The soil will require treatment with the herbicide Methyl Bromide to insure
elimination of existing grasses prior to the installation of the paspalum.

ANALYSIS:
The overall Bayshore Golf Course Renovation Project scope includes the total
reconstruction of the golf course, new landscaping, new irrigation and the landscaping of the
Alton RoadlChase Avenue perimeters, as well as a new clubhouse and maintenance
facilities which will be constructed under a separate bid.
On October 8, 1997, the City Commission approved a professional service Agreement with
the firm of Arthur Hills/Steve Forrest and Associates (AH) for the design services,
construction and bidding documents, construction observation, project administration,
scheduling and cost estimating necessary for the renovation of the Sayshore Golf Course.

On November 29, 2000, the Mayor and City Commission approved using the firm of Arcadis
Geraghty & Miller (AGM) as a subconsultant for AH. AGM provided the services of a
hydrologist for water sources analyses as well as the design of a water treatment system for
the course irrigation. Preliminary cost analysis showed that there were substantial long-term
savings to the City when using alternative sources for irrigation. AGM analyzed twelve water

in South Florida to research and inspect Paspalum, a grass that has been
recommended for use at Bayshore Golf Course. I want to share with you the
comments Jim had about how the courses that have used Paspalum appeared to
him.
1. Gulfstream Golf Course (Private Country Club), Gulfstream. FL
Varieties observed: Sea Isle I Paspalum
Saiam Paspalum
Sea Isle 2000 Paspalum.
Water use; . Well
Sea Isle I Paspalum - Sea Isle I was planted on the 1Sti1 fairway 20 'AOOks age. The
fairway was in excellent condition, and had no Bermuda grass contamination. The
grass was consistent, the ball sat up on the grass better than any Bermuda he had
ever observed in 20 years . experience. The rough also looked great and very
playable from a golfers point of view.
Satam Pasoalum- Gulfstream had grassed one green (about 1500 sq. ft.) with
Salam Paspalum. It looked grea~ Mark Henderson I the golf course superintendent
'NaS very happy with the way the 2 ~ year old green was growing.
Sea Isle 2000- The superintendent stated that he would not use this turf variety since
it was giving him troubles compared to the Salam. This grass is no longer available
for sale.

Vvtlen Jim asked about fumigation before planting Paspalum, the superintendent said
it was highly recommended.
The golf course superintendent likes the grass and is planning on converting more
fairways.
2. Palm Beach Country Club ( Private Country Club), Palm Beach, FL
Varieties observed: Sea Isle I Paspalum
Water use: Well
Sea Isle I Paspalum - 'NaS planted on the 10th fairway in late August. It was
struggling and had been overseeded. The reason it struggled was due to the double
use of the 101h fairway as a driving range. The ball picker has been on the grass daily
adding undue stress to the turf during the grow-in.
In front of the dubhouse there was more Paspalm v..t1ich vvas doing great. The height
of the cut was ~ inch.
The comment from the assistant golf course superintendent was that it seemed too
early to determine how the grass will do, since it was planted so late, and still had a
tough time establishing due to the \Near and tear from the range picker.
3. Jupiter Hills Country Club - (Private Country Club) Tequesta, FL
Varieties observed; Salam Paspalum
Water use: Well
Salam Paspalum - Used on the all of the 18 tees of the golf course. It was mowed
at 180 or under 3/16", It looked very good.
4. The Old Collier Golf Course (Private Country Club) Naples, FL
Varieties observed: Salam Paspalum
Water use: Sea water for maintaining. Fresh water for flushing soils.
Salam Paspalum - This was planted on tees, fairways, and roughs. The Salam had
Bermuda contamination lJA1ich the Club knew about going into the project Jim could
see the Bermuda throughout the course. All of the playing surfaces looked exceilent
other than the contamination. The ball sat up very well.
Sea Isle 2000 - The greens were in excellent shape and rolled extremely 'Nell. The
superintendents hope was that the turf will still tighten up as it matures. The overall
appearance of the course was very playable and very beautiful.

VVhen asked about fumigation, Tim Heirs, the golf course superintendent, replied,
absolutely!
He also said that there is a slow grow-in with salt water, that to accelerate the
process fresh water must be used. Tim said that they knew going in that the
Bermuda grass was going to be a problem.
5. Crown Colony (Semi-Private Country Club) Ft Myers, FL
Varieties observed: Sea Isle I Paspa!um
Sea Dwarf
Sea Isle I Paspalum - was planted on fairways, tees and roughs. The grass looked
very good, however it was young. It striped well and was very consistent. The ball sat
up very nicely.
Sea Dwarf - was planted on the greens. The greens ltWre a bit thin to putt, the ball
wavered a bit due to the age of the grass. The greens planted first, 1.2,3 looked
better the 17 and 18.

6. Emerald Island Turf (Sod Fann) Arcadia, FL
Varieties observed: Sea Isle I Paspalum
Sea Dwarf
Sea Isle I Paspalum- The grass VKJS very thick and ready for the sprigs to be cut It
took a little frost discoloration. However, after a few warm days it appeared it 'IvOuld
'green back up. It VtJas growing very aggressively in an area which vvss dirt.
Sea Dwarf - This looked the same as Sea Isle I in color, due to the frost in Arcadia.
The grass had a dwarf growth appearance.
John Hamilton, O'M1er, was a superintendent for the Nicklaus group from 1974 -
1989, from 1989 to 1995 he was an agronomist for the group. When asked about
fumigation, he strongly recommended it.
7. Alden Pines Country Club - (Public Course) Bokeelia, FL
Varieties observed: Sea Dwarf.
Water use: Salt water for maintenance, fresh \'Vater to flush.
Sea Dwarf - The grass was 15 year old and well established. The greens looked to
be in great health. The grass was very tight and had an Astroturf feel to it. Overall it
appeared to stripe 'Well and was very dense and had good shade tolerance.

Varieties observed: Salam Paspalum on greens
Salam Paspalum- The greens \,Nl9re one or t\Ivo years old and looked very nice. They
had been verticut and topdressed and appeared healthy.
In summary, based on our observations at these various facilities, we feel that the
use of Paspalum should be given serious consideration and that the potential
benefits out weigh the risks inherent in what is essentially a new turf for golf course
use. It is also clear based on the comments of the various agronomists and
superintendents that they highly recommend fumigation with methyl bromide to avoid
\'Wed and Bermuda contamination. We look forward to disa.Jssing this matter further

Dear Jorge:
We recommend the planting of one or a combination of the Seashore Pasplaum varieties,
which is a grass species that will grow and thrive in salty conditions at the Bayshore Golf
Course. Our recommendation is based on the long term cost estimates for alternative water
sources and our research of the Paspalum species. If the City chooses to use one of the
Paspalum varieties the following adjustments to the scope of work would be required.
Grassin&:
The contractor will price Salam, Sea Isle One, and Sea Dwarf: for the grassing of greens, tees,
fairways, and roughs.
Irri&ation:
Ken Didonato, the irrigation designer, will review and revise the irrigation layout for the
streetscapes along Dade Blvd. Meridian, Alton, and Chase. These areas will be irrigated with
fresh water supplied from an eight-inch city water line running into the City Parks and
Maintenance yard. A ten-horse power pump will be required to supply the pressure for the
streetscapes.
The golf course will be irrigated with brackish water from the interior lakes. The water
quality report showed total dissolved solids of approximately eleven thousand, which is an
acceptable level for the Seashore Paspalum varieties. A supplemental fresh water source will
be required for grow-in and periodic flushes of the root zone. The fresh water source will
be supplied through a ten-inch line extending from a main along Chase and from a six-inch
line extended from a main at the entrance to the maintenance area. The addition of the two
fresh water lines to the pump house will necessitate revisions to the pump configuration by
Flowtronix.
Additionally, Ken Didonato will review and revise the perimeter head layouts to prevent
brackish spray into the streetscapes.

Landscaping:
B&A will redesign the landscaping within the golf course using a halophyte plant palette.
The portions of the current landscape plan that will remain unchanged are the wetlands
planting, tree removal and relocation, and the streetscapes.

The above outlined scope changes will require additional services from B&A and Ken
Didonato totaling $30,000. We request written authorization from the City prior to our
authorizing of additional work.
