2002-3356 ORD ORDINANCE NO. 2002-3356 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE; INCREASING ON THE FIRST PAY PERIOD STARTING MAY 1, 2002, THE MINIMUM OF THE RANGES BY 4% AND THE MAXIMUM OF THE RANGES BY 4.755%; PROVIDING FOR A REPEALER, SEVERABILITY, EFFECTIVE DATE, AND CODIFICATION. WHEREAS, there is a need to change the salary range of certain classifications in order to ensure that the City has an employee classification and compensation system which is fair and externally competitive. ADMINISTRATION RECOMMENDATION Adopt the Ordinance. ANALYSIS This amendment will increase the minimum of the salary ranges by 4% and the maximum by 4.755% for the Unclassified employees as of May 1, 2002. The City successfully negotiated contracts with the following bargaining units: American Federation of State, County, and Municipal Employees (AFSCME), Fraternal Order of Police (FOP), Government Supervisors of Florida (GSAF), and International Association of Firefighters (IAFF). This amendment is an effort to treat the Unclassified employees similarly to the employees represented by the bargaining units. In general, employees in this group will receive a 4.75% wage increase effective May 1, 2002. This represents a 4% Cost-of- Living Allowance (COLA) plus 0.75% adjustment to correct last year's COLA which was granted at 3.25% prior to the completion of contract negotiations. The contracts ultimately included a 4% COLA, and, therefore a 0.75% additional adjustment will be awarded. This increase will also provide additional incentives and competitiveness to attract and retain new and existing employees in these classifications. As in the prior year, this COLA adjustment is intended to apply to the City Manager and City Attorney in addition to other Unclassified employees. The anticipated cost of the COLA for this year is $421,593 and has already been included in the current budget.
