A RESOLUTION OJ' THE KAYOR AND CITY COMMISSION OJ' THE CITY
OJ' KIAMI BEACH, J'LORIDA APPROVING THE SALE OJ' SURPLUS
CITY PROPERTY LOCATED AT 1185 NORTH SHORE DRIVE, NORMANDY
ISLE, KIAMI BEACH, J'LORIDA AND AUTHORIZING THE CITY
HAHAGER AND CITY ATTORNEY'S OFFICE TO NEGOTIATE A
CONTRACT FOR SALE WITH RAYMOND AND PATRICIA NAHMAD.
1fBEREAS, at the City commission Meeting of September 1, 1992,
the Mayor and City commission approved a Resolution authorizing the
sale of the remaining lot (parcel #1) of the former Normandy Isle
Stash Lot, said lot located at 1185 North Shore Drive, Normandy
Isle, Miami Beach, Florida; and
1f1IBRBAS, the subj ect vacant property was appraised by the firm
of Cole and Kerestes, Inc., as having a fair market value of One
Hundred Ninety Thousand Dollars ($190,000.00); and
1fBEREAS, RFPNo. 27-92/93, entitled Purchase and Redevelopment
of City Owned Vacant Property Located at 1185 North Shore Drive,
Normandy Isle, Miami Beach, Florida, was issued on December 4,
1992; and
1fBEREAS, Raymond & Patricia Nahmad were the sole respondents
to said RFP, making an offer of Two Hundred Thousand One Hundred
Dollars ($200,100.00) to purchase the subject property, and posting
a proposal security of Ten Thousand Five Dollars ($10,500).
NOW THEREJ'ORE, BE IT DULY RESOLVED BY THE KAYOR AND CITY
COMMISSION OJ' THE CITY OJ' MIAMI BEACH, FLORIDA, that:
~ The sale of the Surplus City Property located at 1185
North Shore Drive, Normandy Isle, Miami Beach, Florida to
Raymond and Patricia Nahmad is hereby approved; and
2. The City Manager and City Attorney's Office are
authorized to negotiate a Contract for Sale with Raymond
and Patricia Nahmad for the review and approval of the
City Commission.

SUBJECT: RFP NO, 27-92/93; PURCHASE AND REDEVELOPMENT OF CITY OWNED
VACANT PROPERlY LOCATED AT 1185 NORTH SHORE DRIVE, NORMANDY
ISLE, MIAMI BEACH, FLORIDA
ADMINISTRATION RECOMMENDATION: It is recommended that the City Commission approve a
Resolution authorizing the sale of City owned vacant property located at 1185 North Shore Drive,
Normandy Isle, Miami Beach, Florida to Raymond & Patricia Nahmad for the purpose of redevelopment
into a single family home.
BACKGROUND: At the Commission Meeting of September 2, 1992, the Commission voted to approve
the disposition of the remaining lot (Parcel #1) of the former Normandy Isle Stash Lot. (Commission
Memorandum No'. 508-92, Agenda Item R-3-E) Accordingly, the Purchasing Divisipn solicited for
appraisal services for dete.rmining the fair market value of the vacant lot at 1185 North Shore Drive. Cole
& Kerestes, Inc., made an inspection, investigation, and analysis of the vacant lot. In their opinion, the
market value of the property is One Hundred Ninety Thousand Dollars ($190,000.00). .
, RFP No. 27-92/93 was issued on December 4, 1992 with a bid opening date of December 29, 1992. Sixty-
three notices and nine (9) bid specifications were issued; Amendment No. 1 was issued on December 22,
1992 extending the bid opening date, pending clarifications and additional specifications due to questions
asked at a pre-bid conference on December 22, 1992. It was brought out at the pre-bid conference that
there is 'an encroachment on the property for sale by the owner next to the subject lot. A survey was
performed by Public Works and a revised sketch survey of the subject property was completed and dated
January 22, 1993. Amendment No.2 was issued on February 9, 1993 establishing a new bid opening date
of March 16, 1993.
Only one response was received at the bid opening. Raymond & Patricia Nahmad have made an offer
of Two Hundred Thousand One Hundred Dollars ($200,100.00) and have posted a proposal security of
Ten Thousand Five Dollars ($10,005.00). .
ANALYSIS: In accordanc~ with the RFP. the Proposer intends to build a two story single family home
consisting of four bedrooms/four baths, a Florida room, living room, kitchen and dining room, pool,
garage, and dock. The remaining area will be {ully landscaped. Proposer will be required to furnish an
additional five percent (5%) of the proposed purchase price and execute a contract io purchase the
property within thirty (30) days of notice of award. The balance. of the total purchase price shall be
payable in cash or bank certified or cashiers check at the time of closing, including the appraisal expense

CONCLUSION: Since the City Commission clarified that the vacant property is surplus and should be sold
as such,' and a proposal has been received for above the market value, the City Commission should
endorse a Resolution approving the sale of surplus City property located at 1185 North Shore Drive,
Normandy Isle, (parcel # 1) to Raymond & Patricia Nahmad. 17
