The purpose of this LTC is to advise the Mayor and Commission that effective Monday,
April 22, 2002 the armed guard services that have been checking for identification badges
at the main entrance of City Hall off of Convention Center Drive will cease to operate. As
you may recall, these services were implemented in mid-September as part of our
enhanced security measures. Our security cameras will monitor and videotape all activity
at all entrances to City Hall and outside the two main elevators in the lobby area.
An armed guard will continue to patrol City Hall everyday beginning at 3:30 p.m. until the
last person leaves the building and ensure that all doors and entrances are locked and
secured. In addition, Ron Caplan, Safety Officer from the City's Risk Management
Division, has been designated as the person for employees to contact in the event that
they witness anything or anyone out of the ordinary in City Hall. Ron will be available
Monday through Friday from 8:30 a.m. to 5:00 p.m. and can be reached at extension 6397,
cellular phone number 305-409-1071 or beeper number 305-277-2260. Ron will work
closely with the Police and Fire Departments to report any incidents or request any
assistance in dealing with any problems that may arise in City Hall.
We are still asking that all employees wear their City ID badges in a visible place so as to
identify them to fellow employees and visitors to City Hall as employees of the City of
Miami Beach.
While the security concern post September 11 has diminished, it is still in all of our interest
to maintain an increased awareness of the persons and activities that are associated with
our various City facilities. Rest assured that the City will continue to do everything we can
to ensure that the public safety of all our employees, citizens and visitors is maintained as
a top priority.
