Gonzalez ,_ ~~ City Manager 0 ".,- /) ISSUANCE OF A REQUEST FOR QUALIFICATIONS (RFQ) FOR PROFESSIONAL ENGINEERING SERVICES FOR CITYWIDE SANITARY SEWER SYSTEM IMPROVEMENT PROJECTS Date: April 18, 2002 Subject: On December 19, 2001, the City of Miami Beach awarded Bid No. 36-00/01 to Azurix North America Underground Infrastructure, Inc. for the Rehabilitation of Sanitary Sewers. Subsequently, the City's design consultant for the project, Kimley-Horn and Associates, who was also tasked with the Construction Administration of the Project, was removed from the project. Azurix North America Underground Infrastructure, Inc. has agreed to extend the bid prices in order to accommodate the City's timeline required to obtain a consultant to provide construction management services for the project. However, it is imperative that we proceed in an accelerated manner with a Request for Qualifications (RFQ) process in order to maintain the unit prices obtained from Azurix, avoid the costs involved in re-bidding the project, and meet specific deadlines imposed by the first Phase of the EPA's Consent Decree. . The current process, which is not required by the City Code, has been for the Administration to prepare a commission memorandum and a resolution that requests the City Commission's authorization to issue a Request for Proposals or an RFQ as appropriate. Inasmuch as the next City Commission meeting is not until May 8, 2002, and time is of the essence, the administration will proceed to issue the RFQ. The proposals that are submitted will be available to the Commission and the agreement with the best proposer will require Commission approval. The Scope of Services included in the RFQ includes the following professional engineering services required for the Rehabilitation of Sanitary Sewers: construction inspection, project management, project coordination and construction observation/contract administration, project scheduling and timeline preparation. . The evaluation criteria for the selection of Architectural and Engineering firms is governed by Section 287.055, Florida Statutes, known as the Consultants' Competitive Negotiation Act (CCNA). The criteria that will be used by the Evaluation Committee and the Administration in making its recommendation is as follows: 1. Ability of professional personnel; 2. Past performance; 3. Ability to meet time and budget requirements; 4. Location; 5. Recent, current, and projected workloads of the firms; and 6. The volume of work previously awarded to each firm by the agency, with the object of effecting an equitable distribution of contracts among qualified firms, provided such distribution does not violate the principle of selection of the most highly qualified firms. BesidesJhis rehabilitation of sanitary sewers project, the City's Capital Improvements Program includes several projects related to the upgrade and rehabilitation of the sanitary sewer system, including, but not limited to the following: · Upsizing Under-Capacity Wastewater System Pipes · Rehabilitation of Sub-Aqueous Forcemains · Structural Analysis of Existing Forcemain System · Upgrade of Existing Forcemain System · Investigation and Alternatives Analysis towards the development of a wastewater collection system Contingency Plan The Scope of Services included in the RFQ includes the following professional engineering services required for the above types of projects: engineering analysis, investigation, program definition/planning, design, preparation of construction documents, permitting, preparation of opinions of probable cost, bidding/contract award, construction inspection, project management, project coordination and construction observation/contract administration, project scheduling and timeline preparation.
