HomeMy WebLinkAbout2001-24332 Reso J RESOLUTION NO. 2001-24332 A RESOLUTION AMENDING RESOLUTION NO. 2000-24141, PROVIDING THAT ALL EXISTING CITY CONTRACTS WITH RENEWALS OR EXTENSIONS WHICH BY THEIR TERMS OR PURSUANT TO CHANGE ORDERS EXCEED $25,000, AND AlL EXTENSIONS OR RENEWALS OF SUCH CONTRACTS, SHALL BE PRESENTED AS AN INFORMATIONAL REPORT TO THE MAYOR AND CITY COMMISSION, AT LEAST 180 DAYS PRIOR TO THE CONTRACfEXTENSION OR RENEWAL DATE. WHEREAS, the City of Miami Beach enters into contracts for services and supplies on a continuing basis and by City Policy those contracts which exceed $25,000 by their terms, or pursuant to change orders, are presented to the Mayor and City Commission for consideration and approval; and WHEREAS, a number of contracts contain renewal options extendable by the City prior to their respective date of expiration; and WHEREAS, in order to provide the Mayor and City Commission with sufficient time to adequately review the performance of such contractors, continuing need for the service or supply, and other factors relating to the extension or renewal thereof, it serves the public interest for the Mayor and City Commission to receive notice of proposed renewals or extensions thereof in time to review the above factors and communicate with their constituents. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that all existing City contracts with renewals, or pursuant to change orders exceeding $25,000, arxl all extensions or renewals of such contracts, shall be presented as an informational report to the Mayor and City Commission, at least 180 days prior to the contract extension or renewal date. FROM: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The City Commission at its October 18, 2000 meeting, adopted Resolution No. 2000-24141, which provided that all existing city contracts for renewal or extensions which by their terms or pursuant to change orders exceed $10,000, and all extensions or renewals of such contracts, shall be presented as an informational report to the Mayor and City Commission, at least 180 days prior to the contract extension or renewal date. The Mayor and City Commission at its January 31, 2001 meeting, approved Ordinance No. 2001- 3290, which amended the City Manager's authority to award contracts from $10,000 to $25,000, by amending Chapter 2 of the City Code of the City of Miami Beach entitled "administration", by amending Article VI thereof entitled "procurement", by amending Division 3 entitled "contract procedures", and Division 4 entitled "purchases", by amending Sections 2-366, 2-367, 2-369, 2- 370, 2-395, and 2-396. Inasmuch as a conflict exists between the City Manager's authority to award contracts up to $25,000, and the informational contracts reporting requirement at $10,000, the Administration recommends that the Mayor and City Commission adopt the attached resolution, which increases the reporting requirement from $10,000 to $25,000. 1 I JMG:MDB:GL ~ ~ Agenda Item Co ?!\J Date q. -l8 -0 J ~
