Morales, City Manager 1 DATE: October 16, 2017 SUBJECT: MIDDLE BEACH INTERMODAL CENTER In order to meet the mobility needs of Miami Beach, the City has pursued the development of a Middle Beach Intermodal Center to serve as an intercept garage and park-and-ride facility. The site endorsed by the City Commission is located on a parcel of land owned by the Florida Department of Transportation (FDOT) on the east end of the Julia Tuttle Causeway, between the Arthur Godfrey Road/41 St Street exit and the Alton Road North exit, immediately east of the Miami Beach entrance gateway feature. This site is currently designated by FDOT for emergency debris storage/management and roadway construction staging. The City has also utilized this parcel as a construction staging area for neighborhood improvement projects in the vicinity. In April 2017, in consultation with FDOT and other partners, the City's Transportation Department completed the Middle Beach Intermodal Center Site Feasibility Analysis and initiated a Methodology Letter of Understanding (MLOU) to advance the Middls Beach Intermodal Center concept. The MLOU was intended to lead to a future Interchange Modification Report (IMR) required by the Federal Highway Administration (FHWA) given that the Julia Tuttle Causeway is designated as a limited access Interstate facility. In a letter to the City dated July 11, 2017 (attached), FDOT stated that the subject site is not available to be used for the proposed Middle Beach Intermodal Center. FDOT confirmed that the site is needed both for post-storm debris staging/processing and for staging of construction materials for three (3) upcoming roadway construction projects along Alton Road from North Michigan Avenue to 63�d Street anticipated for completion in 2023. Additionally, FDOT is conducting a planning level study for long term improvements to the I-195/Julia Tuttle Causeway that may require the use of this parcel. Based on this correspondence from FDOT, City staff will not pursue use of this site for the Middle Beach Intermodal Center until after the completion of the Alton Road reconstruction projects in 2023. In the interim, the City will continue to pursue other potential locations for an intercept garage/park- and-ride facility in the Mid-Beach area. This site serves a critical need for the Department in terms of use for post-storm e�ent debris processing, and aJso for staging of construction activities. The Department has three {3) very important construction projects for Alton Road on Miami Beach which will begin construction in 2020. This site will be used as a staging area for those projects. For these reasons the site is not available to be used for the proposed intermodal center.
