NO. LTC # 501-2017 1LETTER TO COMMISSION
TO: Mayor Philip Levine and Members the City ommission
FROM: Jimmy L. Morales, City Manager
DATE: October 18, 2017
SUBJECT: SOUTH BEACH LOOP TROLLEY LAUNCH AND VARIOUS TROLLEY ROUTE
MODIFICATIONS
The purpose of this Letter to Commission (LTC) is to report on the upcoming launch of
the South Beach Loop trolley service and various modifications of current trolley routes
that will become effective on November 1, 2017 and are intended to improve the
efficiency, connectivity, and convenience of the City's Trolley service.
New South Beach Loop
The Administration is pleased to announce that the South Beach Loop will soft -launch
on November 1, 2017 with full service implementation by November 19, 2017. The
Administration is coordinating a ribbon cutting ceremony for November 1, 2017 and a
calendar invite for this event will be forwarded to your respective offices.
The new service will include two (2) minor route modifications:
1. .Publix in Sunset Harbour: While refining the locations for placement of trolley
stops in Sunset Harbour, the Transportation Department has determined that
the optimal location for a trolley stop to serve Publix would be the existing
South Beach Local stop along southbound West Avenue. This modification
minimizes impacts to traffic operation and ensures pedestrian safety as it would
not require passengers to cross 20th Street to access Publix. This proposed
route modification applies to both directions (blue and green route) and is
depicted in Attachment A.
2. Publix at Fifth and Alton: To improve the quality of transit service for
passengers who live in the South of Fifth and Flamingo Park/Lummus
neighborhoods and shop at Publix, the southbound route is being modified to
serve the Publix entrance located on 6th Street between Alton Road and Lenox
Avenue, thereby eliminating the need for passengers to cross Alton Road at 6th
Street as per the initial route alignment. This proposed route modification
applies only to the southbound direction (green route) and is depicted in
Attachment A.
Once the South Beach Loop trolley service is fully implemented on November 19, 2017,
the County -operated South Beach Local and City -operated Alton -West Loop trolley
service will terminate. A fleet of ten (10) new low -floor trolley vehicles will operate along
the new South Beach Loop trolley route.

New Collins Express
On October 17, 2017, the Miami -Dade County Board of County Commissioners
approved an Amendment to the Interlocal Agreement for the new Collins Express
service. This new service will improve the convenience of traveling between 88th Street
and South Pointe Drive with as little as one transfer. Attachment B depicts the route
alignment for the Collins Express.
Modified North Beach Loop
To improve connectivity between the existing North Beach Loop and the imminent
Collins Express service, the portion of the existing North Beach Loop route along Indian
Creek Drive between 71st Street and Indian Creek Drive/Abbott Avenue will be
eliminated and replaced by service along eastbound 71st Street and southbound Abbott
Avenue. The proposed route modification will improve transfers between the North
Beach Loop and other transit routes serving the Abbott Avenue/69th Street bus stop.
Attachment C depicts the existing and proposed route alignment.
Modified Middle Beach Loop
To provide service to the Publix on Dade Boulevard, the Middle Beach Loop route will
be extended west along Dade Boulevard to Alton Road. Attachment D depicts the
existing and proposed route alignment.
New Citywide Trolley Stop Sign Design
Concurrent with the new trolley service and route modifications that will commence on
November 1, 2017, the City is installing new signs at all trolley stops throughout the
City. The new sign design is more customer -friendly and consists of a sign topper and
a pedestrian -level panel with a citywide map depicting all trolley routes and transfer
points as well as pertinent general information on the City's trolley service. Attachment
