A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATE OF CONSISTENCY WITH THE CITY"S
CONSOLIDATED PLAN TO VOLUNTEERS OF AMERICA
NATIONAL SERVICES TO FILE WITH AN APPLICATION TO
THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR FUNDS FROM THE SECTION 202
PROGRAM TO DEVELOP A 42-UNIT HOUSING FACILITY
FOR INCOME ELIGIBLE ELDERLY TO BE LOCATED AT
1231-1251 SEVENTEENTH STREET.
WHEREAS, on July 1, 1998, the Mayor and City Commission adopted the City of
Miami Beach Consolidated Plan for Fiscal Years 1998-2002; and
WHEREAS, Volunteers of America National Services is proposing to submit an
application to the U.S. Department of Housing and Urban Development (U.S. HUD) for
funding from the Section 202 program to develop a 42-unit housing facility for income
eligible elderly to be located at 1231-1251 Seventeenth Street; and
WHEREAS, U.S. HUD requires that applicants for Federal funding submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the proposed activity is be located; and
WHEREAS, Volunteers of America National Services requested that the City issue
the required Certification of Consistency with the Consolidated Plan; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request
for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to
be consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to
Volunteers of America National Services to be submitted as part of their application to the
U.S. Department of Housing and Urban Development for funds from the Section 202
program to develop a 42-unit housing facility for income-eligible elderly to be located at
1231-1251 17th Street.

Item Summary/Recommendation:
On August 20,2001 the Housing Authority issued a Request for Qualifications for a Section 202 Project
Sponsor to solicit funds from U.S. HUD Section 202 program to develop a facility for elderly housing on
property owned by the Housing Authority at 1231-1251 17th Street. As a result of responses to the RFQ,
the Housing Authority selected Volunteers of America National Services to develop and operate a housing
facility for income eligible elderly. A requirement of U.S. HUD is that a Certificate of Consistency with the
Consolidated Plan, issued by the City, must be submitted as part of the application. The City's
Consolidated Plan requires the City Commission to review and approve a Certificate of Consistency with
the Comprehensive Plan.

ANALYSIS
On April 3, 2002, Volunteers of America National Services requested a Certification of
Consistency with the City's Consolidated Plan as part of an application for funds from the
U.S. Department of Housing and Urban Development (U.S. HUD). Volunteers of America
National Services is submitting a grant application to U.S. HUD for funding from the Section
202 Supportive Housing for the Elderly program. The grant is to be used to develop a 42-
unit housing facility for income eligible elderly to be located at 1231-1251 17th Street.
This application from Volunteers of America National Services is made directly to U.S. HUD
for funds to construct a 42-unit development on property owned by the Housing Authority
of the City of Miami Beach (HACOMB). If funded, Volunteers of America National Services
will enter into a long-term lease with the Housing Authority for the land.
U.S. HUD requires that applicants for funding obtain and submit a Certification of
Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity
is to be located for each application. In accordance with the adopted City of Miami Beach
Consolidated Plan, for Fiscal Years 1998-2002, each request for a Certification of
Consistency with the Consolidated Plan requires City Commission review and approval.

On August 20, 2001, HACOMB issued a Request for Qualifications for a Section 202
Project Sponsor. After an Evaluation and Selection Committee reviewed the qualifications
of the proposers, the Board of Commissioners of the Housing Authority selected Volunteers
of America National Services to formulate the Section 202 application to U.S. HUD.
Volunteers of America National Services is preparing an application to be submitted to U.S.
HUD prior to the deadline of June 5, 2002.
Volunteers of America National Services, a private nonprofit 501 (c)(3) tax exempt
organization, was established for the purpose of providing services to individuals and
families in need of assistance. Volunteers of America National Services has more than
13,000 federally assisted apartments for low-income families, elderly, and persons with
disabilities, and celebrated its 100th anniversary six years ago.
In accordance with the Section 202 program, residency must be limited to persons
qualifying within age and income guidelines. These qualifications require the proposed
resident to be at least 62 years of age, have an income at or below 50% of the area median
income, and be capable of living independently. A range of social, recreational, and
educational activities will be offered to residents at the proposed facility.
The administration has reviewed the documents submitted by Volunteers of Ametlca
National Services describing the proposed activities and has concluded that they are
consistent with the City's Consolidated Plan. The Consolidated Plan identifies long term
objectives in Chapter 4, "Five Year Strategy". Under "Housing Strategy", the Housing
Needs table on page 53, identifies Housing for the Elderly as a High Priority.
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, approving and authorizing the City
Manager to issue a Certificate of Consistency with the City's Consolidated Plan to
Volunteers of America National Services to be submitted as part of their application to the
U.S. Department of Housing and Urban Development for funds from the Section 202
program to develop a 42-unit housing facility for income eligible elderly to be located at
