A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO CARRFOUR CORPORATION TO
UTILIZE FUNDS PROVIDED DIRECTLY BY THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
TO PROVIDE SUPPORTIVE HOUSING TO FORMERLY
HOMELESS INDIVIDUALS AT HARDING VILLAGE, 8540
HARDING AVENUE, MIAMI BEACH.
WHEREAS, on July 1, 1998 the Mayor and City Commission adopted the City of
Miami Beach Consolidated Plan for Fiscal Years 1998-2002; and
WHEREAS, Carrfour Corporation is proposing to submit an application to the U.S.
Department of Housing and Urban Development (U.S. HUD) for funding to provide
supportive housing to formerly homeless persons residing at Harding Village located at
'8540 Harding Avenue; and
WHEREAS, U.S. HUD requires that applicants for Federal funding submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the proposed activity is located; and
WHEREAS, Carrfour Corporation requested that the City issue the required
Certification of Consistency with the Consolidated Plan; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request
for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to "
be consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to
Carrfour Corporation to utilize funds provided directly by the U.S. Department of Housing
and Urban Development to provide supportive housing to formerly homeless individuals
at Harding Village, 8540 Harding Avenue, Miami Beach.

Item Summary/Recommendation:
On April 22, 2002, Carrfour Corporation requested a Certificate of Consistency with the City's Consolidated
Plan to be submitted as part of an application for funds from U.S. HUD. Carrfour is in the process of
obtaining funds to acquire and rehabilitate three buildings located at 8540 Harding Ave. The buildings are
to be combined into one facility to provide 92 units of supportive housing and case management for
formerly homeless individuals. The Harding Village will serve individuals emerging from Miami-Dade
County's Continuum of Care who, after two years in the homeless program, are ready to become part of
the community once again. In accordance with the adopted City of Miami Beach Consolidated Plan, for
Fiscal Years 1998-2002, each request for a Certification of Consistency with the Consolidated Plan
requires City Commission review and approval.

ANALYSIS
On April 22, 2002, Carrfour Corporation (Carrfour) requested a Certification of Consistency
with the City's Consolidated Plan as part of an application for funds from the U.S.
Department of Housing and Urban Development (U.S. HUD). Carrfour is submitting a
grant application to U.S. HUD for $1 ,500,000 in grant funding from the Supportive Housing
Program (SHP). The grant will be used to pay for service coordinators to provide case
management to the residents of Harding Village at 8540 Harding Avenue, Miami Beach.
These services are to be integrated with a variety of community resources, including
vocational training and employment, to be effective in empowering residents to lead stable
and productive lives in the community.

This application from Carrfour is included as part of an application to be submitted to U.S.
HUD by the Miami-Dade Homeless Trust (Homeless Trust) in response to the annual
Notice of Funding Availability (Super NOFA). The Homeless Trust submits a countywide
application to U.S. HUD on behalf of local housing providers requesting funding under the
Super NOFA.
U.S. HUD requires that applicants for funding obtain and submit a Certification of
Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity
is to be located for each application. In accordance with the adopted City of Miami Beach
Consolidated Plan, for Fiscal Years 1998-2002, each request for a Certification of
Consistency with the Consolidated Plan requires City Commission review and approval.

Carrfour Corporation is a not-for-profit corporation that has been working to develop
supportive housing for formerly homeless people since 1993. In 1998, Rivermont House,
developed by Carrfour Corporation, was opened in Miami. This facility now houses 76
formerly homeless, single adult men and women. Carrfour has also developed other
residences and programs to assist formerly homeless people become self-sufficient.
Carrfour is in the process of obtaining funds from the State of Florida to acquire and
rehabilitate three buildings located at 8540 Harding Avenue, Miami Beach. The buildings
are to be combined into one facility and provide 92 affordable units of supportive housing
and case management services for formerly homeless individuals. Forty-six units will be
provided to disabled individuals.
The Harding Village will serve individuals emerging from Miami-Dade County's Continuum
of Care who, after two years in the homeless program, are ready to become part of the
community once again. This project sarves as part of the final "bridge" between the
Continuum of Care and assimilation back into the community.
The Administration has reviewed the documentation submitted by Carrfour describing the
proposed activities and has concluded that the supportive housing is consistent with the
City's Consolidated Plan. The Consolidated Plan identifies long term objectives in Chapter
4, "Five Year Strategy". Under the Homelessness Strategy (Continuum of Care), page 54,
the Plan states: "...to effectively address the needs of the homeless, a combination of
services (often provided by different agencies) must be brought together in a coordinated
manner to help move a family from homelessness to self-sufficiency." The Plan further
states: "When the underlying problem is economic, a more comprehensive governmental
response that includes social services, job training, and affordable housing is needed in
order to move low-income households from homelessness and governmental dependency
to self-sufficiency."
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, approving and authorizing the City
Manager to issue a Certification of Consistency with the City's Consolidated Plan to
Carrfour Corporation to utilize funds provided directly by the U.S. Department of Housing
and Urban Development to provide supportive housing to formerly homeless individuals
