AN ORDINANCE AMENDING SECTIONS 45-4(a), 45-4(c), AND
45-4(d) OF THE CODE OF THE CITY OF MIAMI BEACH,
FLORIDA, BY INCREASING THE SCHEDULE OF RATES FOR
WATER SUPPLY SERVICE TO NON-MUNICIPAL CONSUMERS
OF WATER FROM $0.97 TO $1.17 PER THOUSAND GALLONS
AND INCREASING THE MINIMUM MONTHLY SERVICE
CHARGE;PROVIDING FOR SEVERABILITY;PROVIDING FOR
AN EFFECTIVE DATE; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That Section 45-4(a) of the Code of the City of Miami Beach, Florida, be and
the same is hereby amended to read as follows:
"(a) The meter rate to non-municipal consumers for water supply service in
the territory shall be $.97 $1.17 per thousand gallons".
SECTION 2: That Section 45-4(c) of the Code of the City of Miami Beach, Florida, be and
the same is hereby amended to read as follows:
"(c) The water rate of $.97 $1.17 per 1,000 gallons for non-municipal
consumers of water as set forth in Section 1 of this Ordinance is to be applied
to all water billings based on meter readings taken on or after
January 15, 1991.
SECTION 3: That Section 45-4(d) of the Code of the City of Miami Beach be and the
same is hereby amended to read as follows:
"(d) Every water supply service shall have a monthly minimum service charge
on each service installed, varying with and based upon the size of the service
pipe required and installed in accordance with the rules of the public works
department. This minimum charge shall be in accordance with the following
schedule and shall entitle the consumer, without excess charge, to have
supplied through the meter the number of gallons of water set forth in the
table.

There shall not be a rental charge on meters".
SECTION 4: That all ordinance or parts of ordinances in conflict herewith be and the same
are hereby repealed.

SECTION 5: SEVERABILITY: If any section, sub-section, sentence, clause, phrase or
portion of this Ordinance is, for any reason, held invalid or unconstitutional
by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such hold shall not affect the
validity of the remaining portions of this Ordinance.
SECTION 6: This Ordinance shall become effective 10 days after adoption on
January 19 , 1991.

SUBJECT: MIAMI-DADE WATER AND SEWER RATE INCREASE/RATE
STUDY RATE RECOMMENDATIONS
On July 25, 1990, the City of Miami Beach authorized the project team of Camp Dresser &
McKee Inc., and Rachlin & Cohen, Certified Public Accountants, to conduct a Water and
Wastewater Rate Study with a first phase assignment to determine revenue requirements of
the systems for Fiscal Year 1990-91, and to develop across the board percentage increases to
the water and wastewater rates. This has been accomplished and presented to the Finance
Committee on December 13, 1990.
Over the next five years the City will require further development of the Rate Study to
include a Capital Improvement Program and refinement of the rate structure. The proposed
rate increases that follow include:
Water: Pass through by WASA 18.06%
s Renewal & Replacement
(recommended in Rate Study) 2.14%
Proposed Increase 2020%
Sewer: : Pass through by WASA 4.51%
s Operating Expenses 1.63%
* Renewal & Replacement 5.56%
Proposed Increase 11.70%
The new rates for non-municipal consumers for water will increase from $.97 per thousand
gallons to $1.17 per thousand gallons. The sewer rate will increase from $1.01 per thousand
gallons to $1.13 per thousand gallons. The effective date for the cost increases will be for
billings posted after January 15, 1991.
Administration Recommendation:
The Administration recommends adoption of the attached two (2) ordinances for rate
increases to non-municipal users of the Water and Wastewater systems in the City of Miami
Beach.
