Ordinance 91-2727 ORDINANCE NO. 91-2727 AN ORDINANCE AMENDING SECTION 45-20.2 OF THE MIAMI BEACH CITY CODE TO INCREASE THE SANITARY SEWER SERVICE CHARGE IMPOSED BY THE CITY UPON ALL PREMISES CONNECTED TO OR USING THE CITY' S SANITARY SEWER SYSTEM, FROM ONE DOLLAR AND ONE CENT PER THOUSAND GALLONS TO ONE DOLLAR AND THIRTEEN CENTS PER THOUSAND GALLONS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1: That Section 45-20. 2 (Sanitary Sewer Charges) (second sentence) of the Code of the City of Miami Beach, Florida, be and the same is hereby amended to read as follows: "Such Sanitary Sewer Service Charge shall be in an amount equal to one dollar and one cent one dollar and thirteen cents per thousand gallons of water delivered to the consumer as shown by the water bills rendered 'in accordance with this Chapter. " SECTION 2 : That the sanitary sewer service charge as set forth in Section 1 of this Ordinance is to be applied to all accounts on meter readings on or after January 15, 1991. SECTION 3: SEVERABILITY: If any section, sub-section, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such hold shall not affect the validity of the remaining portions of this Ordinance. SECTION 4: REPEALER: Repeal all other ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 5: EFFECTIVE DATE: This Ordinance shall become effective ten days after adoption on January 19 , 1991. Parkin F City Manager SUBJECT: MIAMI-DADE WATER AND SEWER RATE INCREASE/RATE STUDY RATE RECOMMENDATIONS On July 25, 1990, the City of Miami Beach authorized the project team of Camp Dresser & McKee Inc., and Rachlin & Cohen, Certified Public Accountants, to conduct a Water and Wastewater Rate Study with a first phase assignment to determine revenue requirements of the systems for Fiscal Year 1990-91, and to develop across the board percentage increases to the water and wastewater rates. This has been accomplished and presented to the Finance Committee on December 13, 1990. Over the next five years the City will require further development of the Rate Study to include a Capital Improvement Program and refinement of the rate structure. The proposed rate increases that follow include: Water: Pass through by WASA 18.06% • Renewal & Replacement (recommended in Rate Study) 2.14% Proposed Increase 2020% Sewer: Pass through by WASA 4.51% * Operating Expenses 1.63% * Renewal & Replacement 5.56% Proposed Increase 11.70% The new rates for non-municipal consumers for water will increase from $.97 per thousand gallons to $1.17 per thousand gallons. The sewer rate will increase from $1.01 per thousand gallons to $1.13 per thousand gallons. The effective date for the cost increases will be for billings posted after January 15, 1991. Administration Recommendation: The Administration recommends adoption of the attached two (2) ordinances for rate increases to non-municipal users of the Water and Wastewater systems in the City of Miami Beach.
