A RESOLUTION OF THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH
REDEVELOPMENT AGENCY (RDA)
AUTHORIZING THE APPROPRIATION OF
$2,242,742 FROM SOUTH POINTE RDA TAX
INCREMENT FUNDS FOR STREETSCAPE,
WATER AND SEWER, AND STORMWATER
IMPROVEMENTS LYING WITHIN THE
SOUTH POINTE REDEVELOPMENT AREA
AND BEING UNDERTAKEN THROUGH THE
FLAMINGO/LUMMUS RIGHT OF WAY
IMPROVEMENT PROJECT.
WHEREAS, the City has issued General Obligation (G.O.) Bonds,
Stormwater Bonds, and Water and Sewer Bonds to provide funding for needed
capital improvement projects to be constructed in various areas of the City; and
WHEREAS, on December 21, 2000, EDAW, Inc. submitted proposals in
response to RFQ No. 07-00/01 for Urban Design, Landscape Architecture, and
Engineering Services for Planning, Design, and Construction Administration
Services for Streetscape and Utility Improvements in four neighborhoods,
including the Flamingo/Lummus Neighborhood; and
WHEREAS, on March 28, 2001, the Mayor and City Commission adopted
Resolution No. 2001-24277, authorizing the Administration to enter into
negotiations with EDAW, Inc., to refine the scope of work and negotiate the fees
to be paid for the work; and
WHEREAS, on July 18, 2001, the Mayor and City Commission adopted
Resolution No. 2001-24506, authorizing the execution of an Agreement between
the City and EDAW, Inc., for Professional Services for the Flamingo/Lummus
Right of Way Improvement Project; and
WHEREAS, the geographic boundary of the Flamingo/Lummus
Neighborhood contains portions of the City Center and South Pointe
Redevelopment Areas; and
WHEREAS, EDAW initially estimated the cost of recommended capital
improvements falling within the South Pointe Redevelopment Area to be
$1,504,297 and on January 30th 2002, the Chairman and Members of the RDA
adopted Resolution No. 407-2002, appropriating South Pointe Redevelopment
Area funds in that amount for the Project; and
WHEREAS, EDAWs initial estimate for the South Pointe Redevelopment Area
improvements covered only the G.O. Bond related improvements and did not include
stormwater and water improvements or the cost of certain above-ground improvements
related to stormwater and water improvements including curb and gutter and repaving;
and
WHEREAS, the South Pointe Advisory Board requested that the project include
. additional above-ground improvements such as wider sidewalks and tree grates; and
WHEREAS, the cost estimate for these additional improvements that are located
within the South Pointe Redevelopment Area and therefore eligible for RDA funding is
$2,242,742, as detailed in Exhibit "B"; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE BOARD OF THE MIAMI BEACH REDEVELOPMENT AGENCY,
that the Chairman and Members of the RDA authorize the appropriation of $2,242,742
from South Pointe Redevelopment Area Tax Increment Funds for streetscape, water and
sewer, and stormwater improvements lying within the South Pointe Redevelopment Area
and being undertaken through the Flamingol Lummus Right of Way Improvement
Project.

ANAL VSIS
On July 18, 2001, the Mayor and City Commission adopted Resolution 2001-24506
authorizing the execution of an Agreement between the City of Miami Beach and EDAW,
Inc., for Professional Services for the Flamingo/Lummus right of way improvement project.
EDAWs responsibilities for this project include Urban Design, Landscape Architecture and
Engineering Services for the Planning, Design, and Preparation of Construction
Documents, and for Assistance with Bidding and Construction Administration.
On December 6, 2001, EDAW proposed design cost estimates for improvements within the
Flamingo/Lummus Neighborhood. These cost estimates were organized into three
geographic bid packages, named A, Band C. Portions of each of these three bid
packages include design cost estimates for improvements on rights-of-way (ROW) within
either the City Center or South Pointe Redevelopment Area.
On January 30th, the Chairman and Members of the Redevelopment Agency adopted
Resolution 407-2002 appropriating $1,504,297 from South Pointe RDA funds for
improvements to areas of the Flamingo neighborhood lying within the South Pointe RDA
District including Sixth Street from Alton Road to Ocean Drive, and the blocks of Meridian
Avenue, Jefferson Avenue, Drexel Avenue, Michigan Avenue, Lenox Avenue and Euclid
Avenue between Sixth and Fifth Streets. This amount covered only the G.O. Bond related
improvements and did not include stormwater and water improvements or the cost of
certain above ground improvements including curb and gutter and repaving that may be
eligible to be paid for with water and stormwater funding.
Planned water line improvements for the subject area include the replacement of 2,340
feet of line at a total cost of $ 308,044. Planned stormwater improvements include the
following: installation of 22 catch basins, 3 deep wells, 15 manholes, and 3 overflow
structures and removal of 37 existing drainage structures throughout the subject area;
installation of new conveyance pipe in varying diameters in the amount of 40 feet on Euclid
Avenue, 120 feet on Meridian Avenue, 40 feet on Jefferson Avenue, 40 feet on Michigan
Avenue, and 2816 feet on Sixth Street; and all associated work including excavation,
milling and resurfacing, and curb and gutter replacement. The total estimated cost ofthese
stormwater improvements is $1,456,955.
During the community input process for the project, the South Pointe Advisory Board
requested some streetscape enhancements beyond those originally proposed including
wider sidewalks on 6th Street and the use of tree grates. The cost of these additional
improvements is estimated at $477,743.
These estimates include the standard planning level 18% contingency for projects within
the Citywide ROW Improvement Program. The total additional funding being requested
for South Pointe RDA area Flamingo neighborhood improvements is $2,242,742.
Neighborhood wide Flamingo improvements are more specifically described in the
attached Exhibit "A." Also attached is Exhibit "B", which provides additional financial
analysis on South Pointe RDA projects, and Exhibit "C" which illustrates the boundaries of
the South Pointe Redevelopment Area.
