IRRIGATION SYSTEM, TWO ST. AUGUSTINE SOD
INSTALLATIONS PER YEAR TO REPLACE WORN TURF
GRASS, AND THE ASSOCIATED DOG AREA AMENITIES, FOR
FISCAL YEAR 2018-19, FOR THE PROPOSED DESIGNATED
DOG AREA IN NORTH BEACH PROPOSED FOR THE
INTERSECTION OF RUE VENDOME, BIARRITZ DR., AND
BREST ESPLANADE.
WHEREAS, at its February 17, 2017 meeting, the Neighborhoods/Community Affairs
Committee brought back an item for discussion related to finding an additional designated dog
area in North Beach; and
WHEREAS, the current public dog areas or dog parks in North Beach are located at:
North Shore Open Space Park; and
WHEREAS, both the City's Communications Department and the City's Public Works
Department conducted neighborhood outreach and a survey to collect public input about
opening an additional dog area in North Beach; and
WHEREAS, surveying results came back in support of operating an additional public
dog area in North Beach; and
WHEREAS, when the results were presented, the Committee clarified that green space
would not be designated as a full dog park, but as an area to be utilized by all, with the same
operating hours as a park; and
WHEREAS, Public Works noted that there was a shortage of right-of-way space for the
infrastructure needed in the City, but offered no objection to the use of the existing 5,000 square
foot greenspace located at the intersection of Rue Vendome, Biarritz Dr., and Brest Esplanade
as a dog area in the interim until an immediate infrastructure need arises for the parcel; and
WHEREAS, the Committee discussed the idea of having a fence built into this space, as
well as having a doggie bag dispenser installed; and
WHEREAS, the Committee, during its February 17, 2017 meeting, made a motion to
seek an estimate for the costs associated with implementing a green space, with amenities for
dogs programmed into the upcoming years' budget and/or to bring it back to the full
Commission in September to request additional funds as needed.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the Mayor and City
Commission, accepting the recommendation of the Neighborhoods/Community Affairs
Committee to find funding options, estimated at between $15,000 to $50,000, to fence in a dog
use area, to provide a doggie bag dispenser, an automatic irrigation system, two St. Augustine
sod installations per year to replace worn turf grass, and the associated dog area amenities, for
fiscal year 2018-19, for the proposed designated dog area in North Beach proposed for the
intersection of Rue Vendome, Biarritz Dr., and Brest Esplanade.

The Administration recommends approving the Resolution.
ANALYSIS
At its February 17, 2017 meeting, the Neighborhoods/Community Affairs Committee brought back an
item for discussion related to finding an additional designated dog area in North Beach and to
discuss the results of the community outreach by the Communications and Public Works
Departments to determine the desire for such an area in the neighborhood. The community outreach
information attached, showed that a significant number of respondents were in favor of creating a dog
area in the neighborhood. The area that was chosen as a potential site for the new dog area is a
5,000 square foot piece of existing greenspace at the intersection of Rue Vendome, Biarritz Dr., and
Brest Esplanade. However, the Committee clarified that the greenspace area, which currently
consists of grass and Oak Trees, was not to be designated as a dog park, rather an area to be
utilized by all, with the same operating hours as a park.
Public Works noted that there was a shortage of right-of-way space for the infrastructure needed in
the City, but offered no objection to the use of the space as a dog area in the interim until an
immediate infrastructure need arises for the parcel.
The Committee discussed the idea of having a fence built into this space, as well as having a doggie
bag dispenser installed. A motion was made to have the estimated costs programmed into the
upcoming years' budget and/or to bring it back to the full Commission to request additional funds as
needed. Based on our assessment of the current site conditions, the cost can range from $15,000
for a simple fence and a doggie bag dispenser, to $50,000 which would include an automatic
irrigation system, two St. Augustine sod installations per year to replace worn turf grass, and the
associated dog park amenities. The Department suggests that the improvements if approved begin
with a modest installation covered by the operating budget.

As of 2/10/2017= 52 people have been surveyed with more anticipated to
respond.
The overall sentiment from those surveyed was very positive and many felt the
green space was a perfect use for a dog area. With North Shore Open Space
Park being the closest available dog park, many residents do not visit due to
distance. This potential area would provide access for those nearby to use after
school/work.

ANALYSIS
A meeting of the Neighborhood/Community Affairs Committee was held on Friday, February
17, 2017 at 10:00 a.m. in the Commission Chamber, 3rd Floor of City Hall. Commissioners in
attendance: Commissioners Micky Steinberg, Kristen Rosen Gonzalez, John Elizabeth Aleman
and Joy Malakoff. Members from the Administration and the public were also in attendance.
MEETING OPENED AT 10:02 A.M.
Commissioner Steinberg announced the following items as being deferred, item 3, item 8, item
12, item 13, item 14, item 16, item 21, and item 22.
OLD BUSINESS
1. Discussion Regarding A Skate Park/ Parking Structure At The 72 nd Street Parking
Lot (P92)

AFTER-ACTION
Jeff Oris, Economic Development Division Director presented the item. He said that at last

part of the park is where something like that can take place; it is the perfect landscape for that.
Commissioner Malakoff asked how soon these things can be done. She said the artisanal
market is something that can be done sooner.
Commissioner Steinberg asked if the CAC will be funding some of this. Brandi Reddick said
they are going to try to fund it through the Cultural Arts grant program, they have a cultural
endowment and they are willing to explore using part of the endowment as part of a private
partnership. This would be something like the Lincoln Road Improvement District where they
have allocated a percentage of their tax dollars to go for something for art and culture. If Ocean
Drive could come up with something similar, the council would be interested in matching it with
the endowment. Commissioner Malakoff said it sounds like a good plan.
Commissioner Rosen Gonzalez asked about Shakespeare in the park. Brandi Reddick said
Miami New Drama has already talked about that for programming for next year and also bringing
some of their theater performance out to Lummus Park.
Kathie Brooks, Assistant City Manager said as far as the artisanal market is concerned, they
recommended it to go out for RFP on that. She said maybe the committee can make a motion
on that.
MOTION: Commissioner Aleman moved for commission approval on the artisanal market to
go out for RFP. Commissioner Rosen Gonzalez seconded.All in favor.
5. Discussion On An Additional Designated Dog Area In North Beach
Commission Item C4D, November 9, 2016

AFTER-ACTION
Eric Carpenter, Assistant City Manager/Public Works Director presented the item. He said that
the recommendation of the committee from last month was that they do some outreach to the
neighborhood, with the help of the Communications department they were able to do door to
door outreach with flyers and a survey. They also did surveying at a couple of events in the
North Beach area over the last month and there were 52 respondents to the survey as of
February 10th. The data seems to significantly favor at least looking into this further.
Commissioner Steinberg said this came out because people from the neighborhood asked her
for this. She wants to make sure it is not a dog park; we would use the area with the same hours
of operation as the dog parks. It is a public right of way triangle; she thinks it is a great way to
clean up the area with a use. She also said that public works may need it in the future maybe for
pumps or they may not.
Eric Carpenter said they always have a shortage of right of way space for all of the infrastructure
we need in the City. There is no reason they shouldn't utilize the space until there is a greater
need.

Commissioner Aleman suggested sending this to the FCWP committee for a fence and a bag
station. Commissioner Steinberg said they need a bag station.
Eric Carpenter said the question he had was whether the committee wanted to refer this to the
full Commission or if they wanted it to be programmed into the budget cycle. Commissioner
Steinberg said he should just program it into the budget cycle.
Commissioner Aleman asked if they have money for this with the remaining funds from this year.
Eric Carpenter said he doesn't know the exact cost, but it is probably 25,000 dollars or under.
Kathie Brooks, Assistant City Manager said it doesn't necessarily have to go to the FCWP
committee in advance of the budget cycle, it can be a part of the budget cycle, but it should go
back to Commission accepting the recommendation of the committee.
Commissioner Aleman asked if Eric Carpenter has enough money in his current budget to get
this done. He said he doesn't know that he has it in his current budget.
Commissioner Steinberg said maybe he should just get the Commission's approval first.
Eric Carpenter said his thought process was that it either had to be vetted by the full
Commission through the budget cycle or it needed to be given a favorable recommendation to
go back to the Commission for them to try to find something sooner.
MOTION: Commissioner Aleman motioned for this to go back to the full Commission with a
favorable recommendation and request to find funding this year. Commissioner Steinberg
seconded it.All in favor.
6. Discussion Regarding The Site Plan For North Shore Open Space Park
Commission Item C4A, January 11, 2017

AFTER-ACTION
David Martinez, CI P Director presented the item. He said at the last meeting they discussed
30% plans in preparation to go to the Design Review Board in March. When they presented
there were several items that were highlighted by the committee that tey wanted to elaborate on
and hopefully get a positive response and move forward with the development of the park. The
items they touched base on are site lighting, playground location, fence line along Collins
Avenue, the imapct on trees, and the beachwalk. David Martinez handed it over to Gianno Feoli,
the consultant from Calvin and Giordanno Associates to give a presentation.
Gianno Feoli went through the powerpoint presentation regarding the overall site plan rendering
along with the different items that were discussed during the last meeting. The main points were
gone through individually.
While Gianno Feoli was explainign the impact on trees, Commissioner Steinberg asked if the
oak trees are native, Gianno Feoli said yes. Commissioner Rosen Gonzalez said she notices in
