A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RATIFYING THE
ADMINISTRATION'S, THROUGH ITS PROPERTY MANAGEMENT
DIVISION'S, CONTRACT AWARD TO LAUMAR ROOFING SOUTH, INC.,
IN THE AMOUNT OF $225,730, FOR THE ROOF REPLACEMENT AND AIR
CONDITIONING RENOVATIONS OF THE 555_17TH STREET BUILDING.
WHEREAS, on November 28,2001, the Mayor and City Commission adopted Resolution
No. 2001-24677 which authorized the Property Management Director to serve as the Certified
General Contractor on the 555-17th Street building renovation project; and
WHEREAS, a roof survey has been performed on the building by Tremco, Inc. and concurs
with Property Management's findings that the roof and roof insulation on the facility has water
saturation and is in need of immediate replacement; and
WHEREAS, the existing air conditioning equipment on the building, that is between fifteen
to thirty years old, is beyond reasonable repair and in need of replacement; and
WHEREAS, exercising the authority given to him by the City Commission, pursuant to
Resolution No. 2001-24677, the Property Management Director sought bids for the replacement of
the roof and air conditioning equipment at the 55 5-1 7th Street building; and
WHEREAS, five roof replacement bids and two air-conditioning bids were received and
evaluated and it was determined by the Property Management Director that the bid submitted by
Laumar Roofing South, Inc, was the lowest responsible responsive bid for the project; and
WHEREAS, on February 28, 2002, the Administration, through its Property Management
Director, awarded a contract and notice to proceed to Laumar Roofing South, Inc. in the amount of
$225,730, for the roof replacement and air conditioning renovations at the 555-17th Street Building.
NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission ratifY the Administration's, through its Property Management Division, contract award
to Laumar Roofing South, Inc., in the amount of $225,730, for the roof replacement and air
conditioning renovation at the 555-17th Street Building.

Item Summary/Recommendation:
In accordance with Resolution No. 2001-24677 adopted by the City Commission on November 28''',2001
the Administration, through its Property Management Director, is providing General Contracting services
including bidding and the award of contracts for work on the 555-17'h Street Building. Under the provisions
of the Resolution, awarded contracts must be brought back before Commission for Ratification. The roof
and the HV AC renovation for the 555-17'" Street Building were competitively bid under the conditions of the
Resolution Laumar Roofing South, Inc. was the lowest responsive bidder. The Administration is requesting
ratification of the contract award, The Administration recommends that the Mayor and City Commission
ratify the contract with Laumar Roofing South, Inc, in the amount of $225,730.

A RESOLUTION RATIFYING THE ADMINISTRATION'S, THROUGH ITS
PROPERTY MANAGEMENT DIVISION'S, CONTRACT AWARD TO
LAUMAR ROOFING SOUTH INC., IN THE AMOUNT OF $225,730, FOR
THE ROOF REPLACEMENT AND AIR CONDITIONING RENOVATION OF
THE 555-17TH STREET BUILDING.

Ratify the resolution.
ANALYSIS
The Mayor and City Commission, at the November 28, 2001 Commission meeting,
adopted Resolution No. 2001-24677, which authorize the Property Management Director to
serve as the Certified General Contractor for the renovations of the South Shore
Community Center, The Byron Carlyle Theater, and the 555-17th Street project.
The Property Management Director exercised the authority given to him by the City
Manager and City Commission, and requested bids from five (5) Contractors, which
resulted in the receipt of five (5) Roof Quotations and two (2) HVAC Quotations. After
evaluating the Bids, the Property Management Director awarded the contract to Laumar
Roofing South, Inc. in the amount of $222,330 for the roof replacement and HVAC
renovation of the 555 17th Street Building.
After the award of the contract, Property Management received additional information from
the Information Technology Department regarding special requirements for the file server
and communication equipment room, which will serve the entire 555 17th Street Building.
One of the requirements is that the room needs to operate at a temperature of 65 degrees,
24 hours a day.
Because the entire HVAC system in the building is going to be connected to an Energy
Management system to provide for energy conservation, the additional requirements
demand a dedicated air conditioning unit to be installed to comply with the Information
Technology room requirement.
Due to the immediate need for the additional air conditioning requirement and to avoid any
issues or conflicts with the new roof and HVAC system warranty, Property Management
asked the mechanical contractor awarded this project to give a cost estimate for this new
equipment and the installation requirements. Property Management received an estimate
of $3,400 for the additional work and found the estimate to be within industry standards for
the purchase and installation of an air conditioning system of this size. Property
Management issued a change order to the existing contract to have the contractor proceed
with the purchase and installation of the additional equipment. The additional $3,400 was
added to the original contract of $222,330, making the contract total $225,730.
The Administration recommends that the Mayor and Members of the City Commission of
the City of Miami Beach ratify Property Management's Contract Award to Laumar Roofing
South, Inc. for the Roof Replacement and HVAC Renovation of the 555 17th Street
