2017-30043 Resolution RESOLUTION NO. 2017-30043 A RESOLUTION OF THE MAYOR AND COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENCOURAGING OTHER MUNICIPALITIES TO SUPPORT BEHAVIORAL HEALTH/MENTAL HEALTH SERVICES IN PUBLIC SCHOOLS THROUGHOUT THE COUNTRY AND TO PROVIDE ON-SITE SCHOOL SERVICES INCLUDING, BUT NOT LIMITED TO, SOCIAL EMOTIONAL SCREENINGS, BEHAVIORAL HEALTH ASSESSMENTS, CRISIS INTERVENTIONS, AND MENTAL HEALTH COUNSELING TO FACILITATE THE EARLY IDENTIFICATION AND TREATMENT OF BEHAVIORAL ISSUES. WHEREAS, one in three children suffers developmental or behavioral disabilities that limit their health and school performance; and, according to Dr. Peter A. Gorski, former Chief Community Health, Child Development and Innovation Officer for The Children's Trust, "[a]nxiety, depression, inattention and other behavioral issues have replaced infectious diseases and physical disabilities as the chief culprits that interfere with children's health, well-being and learning;" and WHEREAS, in 2013, Miami Beach established an innovative nurse initiative with other municipalities to fund full-time nurses at public schools in the Miami Beach feeder pattern that did not have on-site health care access. Beginning in 2015, the municipal partnership, referred to as the Nurse Enhancement Initiative, was expanded to include behavioral health services; and WHEREAS, in further response to youth behavioral issues, the City of Miami Beach, in partnership with neighboring municipalities and entities, including the Miami Beach Chamber Education Foundation and The Children's Trust, launched a school-based program for the 2015-16 School Year that offered enhanced behavioral health screening, support, and community referral services to children in three public schools in the Miami Beach feeder pattern; and WHEREAS, the Nurse Enhancement Initiative engages students as active partners in mental health education and advocacy, which is paramount to reducing the stigma connected to mental health and improving the likelihood that those in distress seek help and receive the support that is needed; and WHEREAS, in 2016, the City of Miami Beach expanded its health services program to all public schools in Miami Beach, and added comprehensive on-site behavioral health services such as social-emotional screenings, behavioral assessments, crisis interventions, and counseling to youth attending Miami Beach Senior High School, Nautilus Middle School, Feinberg Fisher K-8 Center, South Pointe Elementary, North Beach Elementary, Treasure Island Elementary, and Ruth K. Broad K-8 Center; and WHEREAS, the City of Miami Beach has aggressively pursued additional funding to enhance the school-based health clinics and has been a leader in the State of Florida with regard to providing early access to mental health services in our public schools in order to identify and address high-risk behaviors that can lead to future substance abuse, impaired driving, and mental health issues; and WHEREAS, by virtue of the Miami Beach behavioral health services program's inspiring impact, the State Attorney's Safer and Healthier Community Fund, through The Miami Foundation, has awarded a school-based initiative of $50,000 to the Miami Beach Chamber Education Foundation to expand such services; and WHEREAS, through mental health services programs on school campuses, such as social emotional screening, behavior health assessments, crisis interventions, and mental health counseling, many behavioral issues can be addressed and resolved, thereby supporting our youth's ability to learn and develop without such obstacles; and WHEREAS, youth across our country would benefit from the provision of such mental health services on a local level by their towns, cities, and municipalities. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby encourage other municipalities to support behavioral health/mental health services in public schools throughout the country and to provide on-site school services including, but not limited to, social emotional screenings, behavioral health assessments, crisis interventions, and mental health counseling to facilitate the early identification and treatment of behavioral issues. By virtue of the program's inspiring impact, the State Attorney's Safer and Healthier Community Fund, through The Miami Foundation, has awarded the school-based initiative $50,000 to expand its services. In an effort to create more opportunities for middle and high school students to receive the help they need to succeed, funds will be used to hire a full-time licensed clinical social worker(LCSW)–continuing to make the city the only municipality providing full- time mental health support in public schools throughout Miami-Dade County. "This grant will allow us to further improve the quality of our services and build a healthy, positive environment in our schools for years to come," expressed Commissioner Micky Steinberg. "By continuing to address mental health issues early on, specifically in relation to substance abuse, these long-term goals will become fast-approaching solutions." We are committed to providing excellent public service and safely to all who live, work and play in our vibrant,tropical,historic community. Too often, the biggest obstacle relating to substance abuse involves unattended mental health issues. With grant assistance, the school-based initiative will target behavioral health from this necessary perspective and introduce additional expert help. Nurses, social workers and city staff will work collaboratively to identify high-risk behaviors that lead to substance abuse and impaired driving by providing early assessments and promoting awareness among students, parents and teachers.
