(CDM) TO PROVIDE ENGINEERING SERVICES FOR A WATER AND SEWER MASTER PLAN; SAID AMENDMENT, IN THE AMOUNT OF $329,000, PROVIDING FOR THE DESIGN AND CONSTRUCTION DOCUMENTS FOR TWO NEW WATER TANKS AND A NEW RE-PUMP STATION AT THE 25TH STREET PUBLIC WORKS YARD; AND FURTHER APPROVING AND APPROPRIATING FUNDS, IN THE AMOUNT OF $329,000, AVAILABLE IN THE $59 MILLION WATER AND SEWER BONDS FUND NO. 426; APPROVING AND APPROPRIATING FUNDS TO AMEND THE EXISTING CONTRACT WITH CDM FOR SUPPLEMENTAL ENGINEERING SERVICES, AS NEEDED, IN AN AMOUNT UP TO $29,960, ALSO AVAILABLE IN THE $59 MILLION WATER AND SEWER BONDS FUND NO. 426. WHEREAS, on December 1, 1993, the Mayor and City Commission approved Resolution No. 93-20981, authorizing the Mayor and City Clerk to execute an Agreement between the City and Camp Dresser & McKee, Inc. (CDM) to provide engineering services for the development of a water system master plan; and WHEREAS, in 1995, following the preparation of the water and sewer master plan and a water rate study, a $59 million Water and Sewer Revenue Bond issue was authorized by the City Commission, the bonds would be used to implement a program to upgrade the City's water and sewer systems; and WHEREAS, the City's water and sewer master plan identified the need to replace the two steel potable water tanks and a re-pumping facility at the 25th Street Public Works Facility; and WHEREAS, the current remaining water tank and re-pumping facility consist of equipment and structures that well exceeded their design life cycle; one of the two potable water tanks that occupied the site has been demolished due to concems of its structural integrity; and WHEREAS, the existing re-pumping facility currently operates with only one pump in service, due to an electrical fire that destroyed the other pumping and electrical equipment; and WHEREAS, these facilities are needed to provide reliable potable water service to the customers of the City's water distribution system; and WHEREAS, because of CDM's familiarity and expertise with the City's water distribution system, the City has, in past years, amended its Agreement to provide additional professional engineering services to the City relative to these issues; and WHEREAS, the Administration now requests that the Mayor and City Commission approve Amendment No. 11 to the Agreement, for engineering design, and permitting services, and for supplemental services, and increase the compensation therein to CDM for these services by $329,000, and by $29,960, respectively. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the Mayor and City Clerk to execute Amendment No. 11 to the Agreement with Camp, Dresser, and McKee, Inc. Issue: Should additional engineering services for the replacement of the damaged re-pump station and a structurally unsound steel water tank with a new re-pump station and two reinforced concrete water tanks be approved. Item Summary/Recommendation: The existing steel water tank and re-pump station, at the 25th Street Public Works Yard is proposed to be replaced by two 3 million gallon pre-stressed concrete tanks and a new re-pump facility. The existing facilities are obsolete and badly in need of replacement. Engineering services necessary to complete the project were anticipated to be obtained incrementally. This resolution adds the engineering services necessary to move the project forward. The services are not currently within the engineers contract. Approval is recommended. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On July 8, 1992, the City Commission approved Resolution No. 92-20540 authorizing the Mayor and the City Clerk to execute an agreement between the City and Camp, Dresser and McKee, Inc., (CDM) to provide engineering services to upgrade sewer and water pumping stations. The contract documents included provisions for the addition of incremental phases to the contract by amendment. Because of CDM's familiarity and expertise with the City's water and sanitary sewer system, the City has, in subsequent years, amended this original contract with CDM to provide additional professional engineering services to the City. On December 1, 1993, the City Commission passed Resolution No. 93-20981 authorizing the Mayor and City Clerk to execute an agreement between the City of Miami Beach and CDM to provide engineering services for the development of a water system master plan. I Commission Memorandum May 8, 2002 Page 2 In 1995, following the preparation of the water and sewer master plan and a water rate study, a $59 million water and sewer revenue bond issue was authorized by the City Commission. The bonds would be used to implement a program to upgrade the City's water and sewer systems. Because of the magnitude of the program and the long lead time for the planning and design of the improvements, the Agreement with COM provided for the on-going evaluation and control of the terms and conditions of the required work through the approval of amendments authorizing work already included in the scope of the Agreement. The water and sewer master plan identified the need to replace the two potable water tanks and re- pumping Facilities at the 25th Street Public Works Facility. The current facilities consist of equipment and structures that well exceeded their design life cycle. One of the two steel potable water tanks that occupied the site has been demolished due to concerns of its structural integrity. The floor of the remaining steel water tank has begun to buckle and the bracing for the rooftrusses are corroding. The existing re-pumping station currently operates with only three of the needed four pumps due to an electrical fire that destroyed the other pumping and electrical equipment. The new water tanks and re-pump facility are needed to provide adequate fire protection in the southern part of the City by providing sufficient pressure in the City's water mains which would be accessed through fire hydrants by the City's Fire Department. The new water tanks will also assure reliable potable water service to customers in the southern part of the City. The proposed facilities will replace the remaining steel tank and pump station with two 3 million-gallon pre-stressed concrete tanks and a re-pumping facility. Concrete tanks were chosen because of the intensive maintenance needs of steel tanks due to the constant threat of corrosion. Also, steel generates higher temperatures than concrete inside the water tanks. The higher temperatures promote greater bacteria growth, which in turn requires more monitoring and treatment of the water to prevent the bacteria growth from reaching unsafe levels. The re-pump facility will contain emergency generator capacity to provide stand-by electrical power to the facilities in case of a power outage. The entire facility will be connected to the City's new telemetry system to provide supervisory control and remote data acquisition of the status of the facility from the City's central control room. Without these proposed improvements the City will not be able to maintain adequate water resources to the southern portion of the City. In addition to the needs identified above, the Fire Station 2 Project is dependent upon the completion of the water tanks project and for this reason was added to the JASCO construction manager-at-risk contract. While some of this critical nature was mitigated through the temporary access agreement secured through the Miami Beach High School Property, the two projects remain intertwined due to the close proximity of the sites. To address this issue in a timely fashion it is recommended that the Agreement with COM be amended to add the design of the two water tanks and the re-pump station to its agreement. CDM included the two water tanks and the re-pump station in their Master Commission Memorandum May 8, 2002 Page 3 Plan and are very familiar with this project and with the City's water and sewer system. This project represents Amendment No. 11 to CDM's Agreement with the City to provide engineering services. A review of previous amendments indicates that this type of work has been routinely performed by CDM and added as an amendment in the past. It should also be noted that CDM designed the two tanks at the southwest corner of 75th Street and Dickens Avenue, near Biscayne Elementary. These two tanks are smaller than those designed there. The City's desire to continue amending the original Agreement reflects CDM's unique knowledge of the City's water and sewer system. This knowledge was acquired by analyzing the City's water and sewer system and creating a water and sewer master plan. This approach has the added advantage of having one engineering firm assume the responsibility for insuring that the final design of water and sewer facilities are consistent with the master plan. A permanent funding source for this proposed work has yet to be identified. Until a permanent source offunding can be identified, funds for the design phase will come from the current Water and Wastewater Pump Stations Upgrade Project. The City Commission appropriated $23,479,190 from the Water and Sewer Bond Fund 436 for the pump stations up grade project. On February 3,1999 the City Commission awarded Felix Equities, Inc., a contract in the amount of $17,692,568 for the pump stations upgrade project, of which the City has been invoiced approximately 34% of the contract amount, leaving approximately $11,677,095 to complete the project. Completion date is estimated for January 2004. Of the original $23,479,190 appropriated for the pump stations upgrade project, $5,786,622 remained after the contract was awarded and may be a potential source of funding to replace the funds borrowed from the pump stations upgrade project. Once a permanent funding source has been identified, funds will be transferred back to the Water and Wastewater Pump Stations Upgrade Project. CONCLUSION: It is recommended that the City Commission approve the resolution authorizing the Mayor and City Clerk to execute Amendment No. 11 to the agreement between the City of Miami Beach and Camp Dresser & McKee, Inc. for engineering design and permitting services in the amount of $329,000 and $29,960 for any supplemental engineering services for the construction ofthe re-pumping facility and two 3 million gallon water tanks atthe 25th Street Public Works Yard Facility. The replacement of these tanks and the associated high service pumps has been detailed in a report titled City of Miami Beach 25th Street Water Storage Tank and Pump Station Preliminary Design Report (CDM February, 2002). As described in the report, the current facilities consist of equipment and structures that have well exceeded their design life cycle. One of the two potable water tanks that occupied the site has been demolished due to concerns of its structural integrity. The existing re-pumping station currently operates with only one pump in service due to an electrical fire that . destroyed the other pumping and electrical equipment. The facilities are needed to provide reliable potable water service to the customers of the City system. The proposed facilities will replace the remaining tank with two 3 million gallon (MG) prestressed concrete reservoirs at the 25m Street site. The existing tank and pump station structures will be demolished and replaced with the new tanks and re-pumping facilities. The re-pumping facilities will contain emergency generator capacity to provide stand-by electrical power to the facilities in case of power outage. The entire facility will be connected to the City's new SCADA system to provide supervisory control and remote data acquisition of the status of the facility from the City's new central control room. This scope of work describes the engineering services required to design and permit the new facilities shown on Figure 3-1 and as described in greater detail in the following tasks. TASK 1 FINAL DESIGN 1.1 Prepare detailed drawings for the two 3 MG storage tanks and pumping station. The project will be limited to the demolition at the existing tank, preparation of the area of the proposed improvements, two 3 million gallons prestressed water storage tanks, repump stations and potable water ancillary support (ie. generator electrical, instrumentation). This scope of work does not include the design of the parking lot immediately adjacent to the water tanks or other Public Works Complex site improvements. These drawings will provide detailed information on the demolitic:m of existing structures, location of the proposed structures, equipment, buried facilities, and details necessary to construct the project. The demolition work will be defined by a general site plan showing structures to be removed, a general specification outlining the demolition scope of work by structure, and a schedule of demolition with corresponding special procedUres. These specifications will also include construction contract administrative procedures in Division 1. 1.3 Coordinate Contract forms and General Conditions for construction procedures to allow the City to negotiate with the existing on-site contractor UASCO). TASK 2 PROTECT /OUALITY MANAGEMENT This task is comprised of the following three elements, Project Update Meetings, Status Report, Technical Review Committees (TRq. The CDM project manager will prepare for and attend status reporting meetings throughout the life of the project. It is estimated that periodic meetings will be held every month. In addition to the status meetings, a Formal Technical Review Committee (TRC), comprised of senior specialists, will be formed near the beginning of the project. These individuals will have no direct involvement in the project other than their role as technical reviewers. Two formill TRC meetings will be scheduled over the project duration at which the project team will be required to defend their efforts. The City's representatives will be invited to attend to participate at the TRC meetings. Permits or approvals may be required from the following: . FlC'rida Department of Health (FOR) It is assumed that any permitting for improvements of modifications to the existing stormwater facilities caused by the addition of the tank and pump buildings have been addressed previously by the site designer. (STA Architectural Group). In addition to the various construction permits, it is our understanding that the site improvements have received approval because the proposed improvements replace existing structures, therefore any decisions regarding aesthetics on architectural treatments to the site improvements can be made at staff level COM has proposed additional scope for obtaining approval through the City formal review process if this should become necessary. TASK 4 CONSTRUCI'ION CONTRACT REVIEW AND NEGOTIAIONS CDM will review and assist in the negotiations for the construction of the site improvements designed under this scope of services. COM proposes to conduct and facilitate three meetings between the City of Miami Beach and the on-site contractor GASCO). The purpose of these meetings will be to secure a reasonable not to exceed contract price for the improvements and to evaluate any input of changes proposed by the on-site contractor that might impact the construction costs at each stage (i.e. 60 percent - Preliminary, 90 percent- Permit Submittal, 100 percent - Construction) of the design. COM will require one week to evaluate the cost proposal from the on-site contractor. After the review of the cost proposal, COM will facilitate a meeting to discuss the proposal and make a recommendation regarding any proposed changes. A memo documenting each meeting will be prepared which will include the final recommended construction price as discussed in the meeting documenting the evaluation of any proposed changes made during each meeting. TASKS GEOTECHNICAL COM, through the use of a specialized geotechnical consultant will acquire information regarding the surface conditions at the 25th Street site. The subconsultant will acquire 7 standard penetration borings to a depth of 50 feet and prepare a report with foundation recommendations for the tank and pump station structures. TASK 6 SPEOAL SERVICES - FORMAL SITE REVIEW PROCFSS/LANDSCAPING DESIGN COM understands that inquires had been made to the City of Miami Beach Planning Department regarding this project. It is our understanding that decisions on this project can be made at the staff level and do not require that City's formal review process and 7 C:1I<M0676 EXBT Adoc 4/1712002 landscaping will not be required as part of this design. Should this condition changes CDM proposes to participate in meeting with various City review boards (e.g. planning, zoning, historical, etc.) on an hourly not to exceed upper limit basis. Additionally if landscaping is required as part of this project CDM will include the landscaping design for an additional $13,440. The design will be limited to creating a visual barrier between the new tanks on the west side of the site and the schooL SERVICES DURING BIDDING AND CONSTRUCTION In this phase of the project, CDM will provide bidding assistance and consulting services during construction of the facilities for the proposed construction period. These services are subject to scope and fee negotiation at a later date. DATA OR ASSITANCE TO BE PROVIDED BY TIlE CITY 1. Site legal description and property boundary survey of the site. Topographic survey and location of existing above ground structures in the area of the Public Works Complex. 2. Locations of all existing underground, on-site utilities including as-built drawings and results of any soft-digs in the area of the proposed improvements. 3. Existing related project drawings, including record drawings of existing facilities not already available to CDM. 4. Perform a Phase I environmental audit of the site, including asbestos and lead paint survey of areas to be demolished. 5. Assistance in discussions with regulatory agencies and City boards. 6. Submittal of documents to the various City departments and boards including the Building Department for review prior to bidding. PROJECT SCHEDULE Five copies of preliminary civil/site work drawings C-2, C-3, C-6 and 3 MG storage tank drawings will be submitted to the City within 45 calendar days after receipt of written notice to proceed. Five copies of 60 percent completion plans and specifications will be delivered within 90 calendar days after receipt of written notice to proceed.
