SERVICES FOR A NEW PA" KING GARAGE FACILITIES AND RELATED
INFRASTRUCTURE AT SURFACE PARKING LOTS P13 AND P16
The purpose of this LTC is to update the Mayor and City Commission on the status of
Request for Proposals (RFP) No. 2017 -004 -KB for a new parking garage facilities and
related infrastructure at surface parking Tots P13 and P16.
On October 19, 2016, the City Commission approved the issuance of Request for
Proposals (RFP) No. 2017 -004 -KB for a new parking garage facilities and related
infrastructure at surface parking Tots P13 and P16. On October 24, 20116, the RFP was
issued. A pre -proposal conference to provide information to interested parties was held
on November 1, 2016. RFP responses were due and received on December 9, 2016,
from the following seven (7) firms:
• Finfrock Construction, Inc.
• Kaufman Lynn Construction
• KVC Constructors
• Munilla Construction Management
• Plaza Construction Group Florida, LLC
• Stiles Construction
• The Haskell Company
In accordance with Section 287.055, Florida Statutes, the RFP provides for a two-step,
phased evaluation process. The Phase I selection process relates to the qualifications,
experience and availability of the proposers and key members of the design -build team,
including the lead designer and lead constructor. Only those Proposers short-listed
during Phase I are authorized to proceed to Phase II of the RFP selection process, in
which price and detailed technical proposals based on the approved Design Criteria
Package (the "DCP") will be considered.
On December 14, 2016, the City Manager appointed the Evaluation Committee via LTC
# 546-2016 to consider the Phase I proposals. The Committee convened on January 30,
2017, to consider proposals received. The Committee was comprised of Rocio Alba,
Administrative Services Manager, Parking Department, City of Miami Beach; Saul Gross,
Member of the Washington Blue Ribbon Panel; Diego Lopez, Capital Projects
Coordinator, Capital Improvement Program Division, City of Miami Beach; Adrian
Morales, Director, Property Management Department, City of Miami Beach; Deborah
Tackett, Chief of Historic Preservation, Planning Department, City of Miami Beach.

Prior to the Evaluation Committee meeting, on January 17, 2017, the Procurement
Department was notified by Munilla Construction Management that their team had
decided to withdraw their proposal. Additionally, on January 23, 2017, Stiles
Construction notified the Procurement Department that they are withdrawing the entire
proposal and presentation for consideration.
On January 30, 2017, the Evaluation Committee met to consider the remaining
proposals. The Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law. The
Committee was also provided general information on the scope of services, references,
and a copy of each proposal. The Committee was instructed to score and rank each
proposal pursuant to the evaluation criteria established in the RFP. The evaluation
process resulted in the ranking of proposers for Phase I, in the following order:

2nd Plaza Construction Group Florida, LLC
3rd Kaufman Lynn Construction
4th Finfrock Construction, Inc.
5th The Haskell Company
However, at its February 8, 2017 meeting, the City Commission discussed a variety of
concerns with regard to Parking Garage P13, including: if additional parking inventory
was necessary; appropriateness of exceeding height limits for a parking garage within
the historic district; and if a waiver were to be granted, would it be feasible to
accommodate workforce housing in lieu of parking spaces at the top level(s) of the
garage. Following the discussion, the City Commission determined that the project was
no longer feasible. Notwithstanding the aforementioned, the City Commission also
discussed the potential incorporation of workforce housing at existing municipal parking
garages. At that time, it was determined to continue the RFP for the P16 parking garage
portion.
However, since that time, it has been determined that the scope of work is to include a
workforce housing component. The project will now encompass the construction of one
parking garage (P16) at Collins and 13th Street and include a housing component that
will require a Public Private Partnership (P3) procurement process.
Therefore, at this time, and prior to any further consideration, the Office of Capital
Improvement Projects has determined it is in the best interest of the City to withdraw and
cancel this solicitation since the project scope has been significantly modified. In order to
terminate the cone of silence, the RFP has been withdrawn and cancelled. The Office of
Capital Improvement Projects and the Procurement Department will revise the scope of
services and issue a subsequent RFP.
