AN ORDINANCE AMENDING SECTION 39-4 OF
THE CODE OF THE CITY OF MIAMI BEACH TO REQUIRE
OWNERS OF HOUSES AND BUILDINGS WITHIN THE CITY
TO HAVE THE NUMERICAL ADDRESS ON THE FRONT OF
STRUCTURES CLEARLY VISIBLE FROM THE STREET,
EITHER IN LIGHT REFLECTIVE MATERIAL OR CON-
SPICUOUSLY ILLUMINATED BY ELECTRIC LIGHTS, AND
FURTHER REQUIRING THAT ALL OWNERS OF HOUSES AND
BUILDINGS HAVING ACCESS TO AN ALLEY PLACE THE
NUMERICAL ADDRESS OF THE STRUCTURE ON THE SIDE
OF SUCH HOUSE OR BUILDING FACING SUCH ALLEY;
PROVIDING FOR SEVERABILITY, REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA:
SECTION 1: DECLARATION OF PURPOSE.
The City Commission finds that many houses and buildings in the
City of Miami Beach lack properly illuminated street numbers on the
front of the the structure (facing the street). In addition, many
houses or buildings in the City which access to alleys do not have
street numbers on the alleyways abutting the property, and this
hinders the location of and access to structures by police, fire
and rescue personnel in emergency situations.
This Ordinance is adopted by the City Commission of the City of
Miami Beach to protect the health, safety and welfare of its citi-
zens. The Commission finds that the poor visibility of addresses
in the front of houses or buildings facing the street, and the lack
of addresses on the backs or sides of houses or buildings facing
alleys abutting the property hinders effective response by police
or fire personnel in emergency situations.
SECTION 2: TEXT OF AMENDMENT TO §39-4. Section 39-4 is hereby
amended as follows:

ings within the City shall promi-
nently display the correct numerical
address on the front of their struc-
ture facing the street and shall use
either light reflective material or
shall conspicuously illuminate the
numbers by electrical lighting, so
that the numbers are clearly visible
from the street during both daylight
or nighttime hours.
b. All owners of houses and build-
ings within the City having access
to an alley shall cause the correct
street number of the structure to be
placed on any side of the structure
which faces the alley.
2. The numbers required by §39-4.1(a) and (b),
shall be installed as required by this Ordi-
nance in the manner prescribed within ten days
after completion of any new house or building.
3. This Ordinance shall not be construed to
require the City to furnish the material out of
which the numbers shall be made.
SECTION 3: PENALTY.
Non-compliance with any provision of this Ordinance shall result in
a penalty as described in Section 1-8 of the Code of the City of
Miami Beach.
Section 4: SEVERABILITY.
If any section, sub -section, sentence, clause, phrase, or portion
of this Ordinance is, for any reason, held invalid or unconstitu-
tional by any court of competent jurisdiction, such portion shall
be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portions of
this Ordinance.

Section 5: REPEAL OF CONFLICTING ORDINANCES.
All ordinances or parts of ordinances in conflict herewith be and
the same are hereby repealed.
Section 6: EFFECTIVE DATE.
This Ordinance shall take effect ten (10) days after adoption, on
March 13 , 1982.
