Resolution 194611111.111111.111111111.7 RESOLUTION NO. 1946 A RESOLUTION OPPOSINfs THE MER1IN OF CITY AND COUNTY ASSESSMENTS AND COLLECTIONS. WHEREAS, Honorable =overnor Doyle E. Carlton has called to our attention, by letter addressed to our Mayor , the fact that the su g"'e stion of the Flor- id. i.saocia tion of County Tax Collectors was being considered, to the effect that "Municipal taxes might be assessed by City Tax Assessors and the Muni- cipal tax roll turned over to the County Tax Collect- or for collection" , and WHEREAS, it is rumored that a bill is being pre- pared for introduction into -the State Legislature dur- ing the present session, providing in some manner for the merging of the assessment and collection of taxes in Municipalities with that of Counties, under the supervision of County Assessors and Collectors, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUN- CIL OF THE CITY OF MIAMI BEACH, FLORIDA, that we here- by express to Honorable lovernor Doyle E. Carlton, Hon- orable Representatives S. Pierre Robineau, Dan Chappell , and E. Bruce Youngs and to Honorable Senator John W. Watson our unalterable opposition to any plan wherein the assessment and collection of our City taxes would be taken over by any other than our regularly consti- tuted City Officers , at this time for the following reasons: FIRST . Statistics of record show that our City Tax Collector has consistently over a period of years collected a very substantially larger proportion of our total taxes, prior to delinquency and sale date , than has the County Tax Collector in our County collected of County Tax Roll within the same area, and SECOND. That said City Tax Collector has consist- ently sold to individuals every Tax Sale Certificate ever offered by our City , so that to date we have absolutely no outstanding taxes on our City Books; in other words, we have had 100% collection of our City Taxes to date as compared with the custom of - County Collector selling a large amount of County Tax Sale Certificates to the State , thus having to await their redemption before funds from same become avail- able, and THIRD. That on March 31st , 1929 , our City Tax Collector had already collected over 72 of our City taxes as compared with a considerably lower percentage collected to same date by the County Collector , and FOURTH. That we would, therefore, be at a con- siderable disadvantage if we were de- pendent upon our County Collector to collect our taxes and would have to provide for deficiencies in collec- tion by increasing our tax rate , and FIFTH. That owing to the necessity of our con- tinuing to collect our own special as- sessments and liens for various municipal improvements we would be compelled to keep our present collection organization and machinery intact , hence there would be practically no saving to us by the elimination of the collection of regular City taxes , in fact it would undoubtedly cost us a considerable amount more than at present after we had paid a County Collector a commis- sion for making our Collection. ! e , therefore , hereby urge our Honorable Repre- sentatives and Senator to use their influence in our behalf against the passage of any such action by the State Legislature; and, we further hereby urge our Honorable =overnor to veto any such bill in case same is passed.
