AN ORDINANCE OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING
ORDINANCE NO. 1605, THE UNCLASSIFIED EMPLOYEES
SALARY ORDINANCE, CHANGING THE CLASSIFICATION
TITLE OF TELECOMMUNICATIONS SUPERVISOR TO
TELECOMMUNICATIONS MANAGER; ESTABLISHING THE
CLASSIFICATIONS OF APPLICATION SYSTEMS
MANAGER, NETWORK ADMINISTRATOR, SYSTEMS
SUPPORT MANAGER, AND WELLNESS COORDINATOR;
ABOLISHING THE CLASSIFICATIONS OF COMPUTER
OPERATIONS MANAGER AND PROJECT MANAGER;
REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the changes set forth are necessary to provide for classifications
which meet the operational requirements of the Computers and Communications Division
of the City of Miami Beach; and
WHEREAS, there is a need to create a position for an Unclassified employee who
will coordinate a Wellness Program for City of Miami Beach Police Department
employees.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:

SUBJECT: PROPOSED AMENDMENTS TO UNCLASSIFIED SALARY ORDINANCE
NO. 1605
ADMINISTRATIVE RECOMMENDATION:
The Administration recommends that the City Commission adopt this Ordinance on second
reading amending the classification title of Telecommunications Supervisor to
Telecommunications Manager; establishing the classification of Application Systems
Manager, Network Administrator, Systems Support Manager, and Wellness Coordinator;
and abolishing the classifications of Computer Operations Manager and Project Manager.
BACKGROUND:
The first reading of this Ordinance took place on March 2, 1994.
The Computers and Communications Division Director requested amending one
classification title, creating three new classification titles, and abolishing two current
classification titles as part of a Computers and Communications Division internal
reorganization. This reorganization will result in three major functional areas within the
Division: Telecommunications, Application Systems, and Systems Support.
The Chief of Police requested the establishment of the classification of Wellness
Coordinator to continue and expand the fitness and wellness program currently maintained
by an independent contractor in the Police Department.
ANALYSIS:
Changing the title of Telecommunications Supervisor to Telecommunications Manager,
establishing the classifications of Application Systems Manager and Systems Support
Manager,and abolishing the classification of Project Manager would provide for appropriate
titles and salary ranges for three positions with managerial responsibility over separate
functional areas within the Computers and Communications Division. Establishing the
classification of Network Administrator would provide for an appropriate title and salary •
range for the position within the Systems Support area that will perform and assist in the
design, development, and implementation of new telecommunications and microcomputer
systems and systems modifications. Abolishing the classification of Computer Operations
Manager (and the concurrent reclassification of the incumbent) is part of the internal
reorganization of the Division.

ANALYSIS: - continued
Establishing the classification of Wellness Coordinator would provide for an appropriate
title and salary range for the position that will monitor and establish programs pertaining
to the fitness and health of Police Department and other City employees. The incumbent
will also conduct physical and mental health related training and coordinate services with
Mt. Sinai Medical Center such as the Employee Assistance Program. The cost of hiring a •
Wellness Coordinator at the entry level step of the B Plan pay range would be $27,763
annually($22,973 salary plus $4,790 benefits). The independent contractor is currently paid
$25,000 annually.
CONCLUSION:
It is recommended that this amendment to Ordinance No. 1605 be adopted.
