Ordinance 94-2919 ORDINANCE NO. 94-2919 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE OF THE CITY, BY CREATING THE CLASSIFICATION OF ENVIRONMENTAL SPECIALIST; PROVIDING FOR A 2% SALARY INCREASE TO SPECIFIED CLASSIFICATIONS IN THE UNCLASSIFIED SERVICE; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, there is a need to create a classification for an Unclassified employee to coordinate activities relative to environmental research and programs for the City of Miami Beach; and WHEREAS, the American Federation of State, County, and Municipal Employees (AFSCME) Labor Agreement approved by the Mayor and Commission on April 8, 1993, included an initial two percent (2%) salary range increase effective April 1, 1993, and a second two percent (2%) salary range increase to be effective May 1, 1994; and WHEREAS, effective April 5, 1993, the Mayor and Commission granted specified classifications in the Unclassified Service the same initial two percent (2%) salary range increase granted to the AFSCME classification; and WHEREAS, the Mayor and Commission again desire to grant specified classifications in the Unclassified Service the same increase as the AFSCME classifications by granting the same second two percent (2%) salary range increase to be effective May 1, 1994, consistent with the second increase to be granted to the AFSCME classifications. PROPOSED SALARY INCREASE In order to remain consistent with the July 28, 1993, action, proposed by the Administration and approved by the Commission, when specified Unclassifieds were granted the same 2% increase as AFSCME, FOP, IAFF, and"Other"classified employees,it is proposed that the specified Unclassified classifications be granted a second 2% increase effective May 1, 1994 paralleling the increase for AFSCME and "Others". This will result in a total of 4% increase for the specified Unclassified classifications as compared to a total of 4% increase for AFSCME during the three (3) year contract through April 1995, and for "Other" classified employees (if the second 2% increase is granted by the Commission today) and 6.5% for both FOP and IAFF during the two and one half (2 1/2) year contract through September, 1994. The significant component of a 15% bifurcation step-down for new employees was implemented first for Unclassified as it was later done for all four bargaining units,AFSCME,FOP, IAFF, and the previous MBEBA as well as the "Other" classified employees not covered by a bargaining unit. The classifications specified to receive the proposed increase include approximately 120 employees in primarily clerical,technical,paraprofessional,and professional categories. The following classifications will not be receiving the 2%increase at this time,as this issue was addressed earlier this year for these classifications:Legal Secretary, Paralegal, Paralegal/Office Manager, Senior Paralegal, and Senior Legal Secretary. Specific managerial and executive classifications have been excluded,as they were last time,and will not receive an increase at this time as the Administration has developed a "Pay-For-Performance" merit and appraisal system for these excluded managerial/executive classifications and the incumbents' salary increases are addressed separately. The above-mentioned managerial/executive classifications which will not be receiving the salary increase at this time are listed in the attached Ordinance, however the bi-weekly compensations have not been changed, and, therefore, are not underlined. Implementation of the 2% salary increase for approximately 120 covered employees for the remaining five (5) months of the current fiscal year is projected to cost $39,000. Funding of this amount is provided for in the current budget. CONCLUSION: Adoption of this Ordinance provides for (A) establishment of the Environment Specialist classification and (B) a wage increase to the specified Unclassified classifications similar to that of the AFSCME, FOP, and IAFF bargaining units and to that of the "Other" classified employees not covered by a bargaining unit. It is recommended that this Ordinance be adopted.
