AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AMENDING ORDINANCE NO. 1605, THE
UNCLASSIFIED EMPLOYEE SALARY ORDINANCE OF
THE CITY, BY CREATING THE CLASSIFICATIONS
OF ASSISTANT DIRECTOR-BUILDING AND OF
ASSISTANT DIRECTOR-CODE COMPLIANCE AND
AMENDING THE CLASSIFICATION TITLE OF
BUILDING DIVISION DIRECTOR TO BUILDING
DIRECTOR; REPEALING ALL ORDINANCES IN
CONFLICT; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the changes set forth provide for classifications which meet the
operational need of the Building Department of the City of Miami Beach.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That the following lines in Section lA and Section 1B of Ordinance
No. 1605 are hereby amended as follows:

SECTION 5: This ordinance shall become effective 10 days after adoption
on June 25 , 1994.

SUBJECT: AN ORDINANCE AMENDING ORDINANCE NO. 1605, BEING THE UNCLASSIFIED
EMPLOYEE SALARY ORDINANCE,CREATING THE CLASSIFICATIONS OF ASSISTANT
DIRECTOR- BUILDING AND OF ASSISTANT DIRECTOR - CODE COMPLIANCE AND
AMENDING THE TITLE OF BUILDING DIVISION DIRECTOR TO BUILDING
DIRECTOR
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and the City Commission adopt on second reading,the attached
ordinance which amends Ordinance No. 1605, being the Unclassified Employee Salary Ordinance, providing for
the creation of the classifications of Assistant Director - Building and of Assistant Director - Code Compliance
and amending the title of Building Division Director to Building Director.
BACKGROUND:
The first reading of this Ordinance took place on June 1, 1994.
The Building Department and the supervising Senior Assistant City Manager requested these changes to support
the overall reorganization and restructuring of the Building Department.
This department was designated as the Building Services Department in October, 1992, with two divisions, the
Building Division and the Code Compliance Division. The Building Division was administered by the Building
Division Director and the Code Compliance Division was administered by the Code Compliance Superintendent.
In October,1993,the incumbent Code Compliance Superintendent retired. Since that time,the Building Division
Director has been managing both the Building Division and the Code Compliance Division.
ANALYSIS:
As part of the overall restructuring,it is proposed that the Building Department is administered by the Building
Director. The Department would remain divided into two major divisions,the Building Division to be supervised
by the Assistant Director - Building and the Code Compliance Division to be supervised by the Assistant
Director - Code Compliance.
CONCLUSION:
Adoption of this ordinance facilitates implementation of the Building Department's reorganization.
