AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING MIAMI BEACH CITY CODE CHAPTER
2, SECTION 2-6, ENTITLED "ENUMERATION OF ORGANIZATIONAL
UNITS"; SAID AMENDMENT PROVIDING FOR THE CREATION OF: THE
LANDSCAPE MAINTENANCE DIVISION WITHIN THE DEPARTMENT OF
RECREATION, CULTURE, AND PARKS; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, there currently exists various organizational units and
departments in the City, and there is a need to make modifications to the
existing Administrative structure; and
WHEREAS, the following changes reflect the current state of such
units .
NOW THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION that
the City of Miami Beach, Florida:
SECTION 1 : That Section 2-6 of Miami Beach City Code Chapter 2,
entitled "Administration" is hereby amended to read as follows :
Sec. 2-6. Enumeration of organizational units.
The administrative or organizational units of the City
which are hereby created shall be as follows :

SECTION 2 . REPEALER
All ordinances or parts of Ordinances in conflict herewith be
and are hereby repealed.
SECTION 3 . SEVERABILITY
If any section, subsection, clause or provision of this
Ordinance is held to be invalid, the remainder shall not be
affected by such invalidity.
SECTION 4 . EFFECTIVE DATE
This Ordinance shall take effect on October 1, 1994 after its
adoption on 5th day of October , 1994 .

FAMILIES AFFAIRS; THE LANDSCAPE MAINTENANCE
DIVISION WITHIN THE DEPARTMENT OF RECREATION,
CULTURE, AND PARKS; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE

RECOMMENDATION
The Administration recommends that the City Commission adopt on
second and final reading, the attached Ordinance amending Miami
Beach City Code Chapter 2 Section 2-6, entitled "Enumeration of
organizational units" providing for the creation of an Office of
Children and Families Affairs; and a Landscape Maintenance Division
within the Department of Recreation, Culture, and Parks .
First reading of the ordinance was held on September 8, 1994 .
Adoption of this ordinance is crucial to the implementation of the
Fiscal Year (FY) 1994-95 Budget .
BACKGROUND
Several organization wide changes have been recommended in the
FY 1994-95 Proposed Budget, a summary of which follows :
• Creation of a new title for the Office of Children and
Families Affairs to more adequately reflect the
responsibilities of the newly established program.

• Formation of the Landscape Maintenance Division by
reorganizing the Parks Maintenance Division within the
Department of Recreation, Culture, and Parks to create a
single responsibility center for all landscape
maintenance at parks, right-of-ways, parking lots and
public buildings . -
PROCEDURE
Miami Beach City Code, Chapter 2 Section 2-6 provides for the
enumeration of organizational units, administrative officers,
agencies and their units .
In order to reflect proposed structural changes to the
organization, Chapter 2 Section 2-6 of the Code should be amended.

Since starting its formal operations in May of 1994 , the
Office of Children and Families' Affairs has successfully
undertaken a series of initiatives including:
- Compiling and distributing the Children's Calendar of Events
for the Summer and Fall of 1994 .
- Establishing a Day Care Committee to address day care issues
on the Beach.
- Submission to and ultimate acceptance by the Ounce of
Prevention Fund of a concept paper dealing with expansion of
intensive services to families and day care facilities in
North and South Beach.
- Submission of the Ounce of Prevention grant to fund a
collaborative effort between the City of Miami Beach through
the Office of Children and Families' Affairs, R.A.I.N. ,
Stanley Myers Community Health Center, Fienberg/Fisher
Elementary School, the Institute on Children & Families at
Risk, School of Social Work, Florida International University,
Miami Beach Housing Authority, Miami Beach Development
Corporation, and the North Beach Development Corporation.
- Collaborating with the South Beach Alternative School in
submitting a grant for after school recreational activities.
- Initiating the Miami Beach Asthma Education project working in
conjunction with several other agencies including the Agency
for Health Care Administration, Miami Children's Hospital,
Dade County Health Department, Dade County Public Schools,
Fienberg Fisher Elementary School, Health & Rehabilitative
Services - DCPHU, and Stanly Myers Clinic.
- Mentoring students from the Youth Summer Program.
- Representing the City of Miami Beach in a White House
conference that addressed issues relating to comprehensive
services for children and families.
- Visiting the Child Welfare League of America and subsequently
becoming recognized as a Supporting Advocate Member of this
organization.
- Providing ongoing guidance and support to the R.A.I.N. mothers
in their pursuit to establish a day care at Fienberg Fisher
Elementary.
- Compiling information to develop a Resource Guide for the City
of Miami Beach.
- Conducting an ongoing study of Juvenile Justice Crime on the
Beach.
- Collaborating with the Lincoln Road Partnership on the
Halloween event and the Farmer ' s Market.
A masterplan for children and family programs will be completed by
October 31, 1994 .
