AN ORDINANCE AMENDING ORDINANCE NO. 1605 BEING
THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE OF
THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING
THE CLASSIFICATION OF LINCOLN ROAD DIRECTOR;
REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That the following line be added to Section lA of Ordinance No. 1605:

Copy of the text concerning amendment to Ordinance No. 1605 is attached hereto as
Exhibit "A", which attachment is incorporated herein by reference.
SECTION 3: That all ordinances or parts of ordinances in conflict herewith be and
the same are hereby repealed.
SECTION 4: If any section, subsection, clause, or provision of this ordinance is
held invalid, the remainder shall not be affected by such invalidity.
SECTION 5: This ordinance shall become effective dU days after adoption on
February 27

SUBJECT: PROPOSED AMENDMENTS TO UNCLASSIFIED SALARY ORDINANCE NO. 1605
ADMINISTRATION RECOMMENDATION:
The Administration recommends adopting this Ordinance amending the Unclassified
Salary Ordinance No. 1605 to establish the classification of Lincoln Road
Director.
BACKGROUND:
The first reading of this Ordinance took place on February 3, 1993.
The Coordinating Council of the Lincoln Road Task Force has recommended that a
Director be retained to coordinate the Lincoln Road Revitalization Project.
ANALYSIS:
The Lincoln Road Task Force, a body composed of Lincoln Road property owners,
merchants, the Miami Beach Development Corporation, and the City Manager, has
appointed a Coordinating Council from its ranks. National advertisements were
placed for a director for the Lincoln Road Revitalization Project. A Request for
Proposal was issued for a consultant team and twenty-two responses were received.
The Coordinating Council voted to recommend three consulting firms; 1st Choice -
Benjamin Thompson and Associates, Inc., 2nd Choice - Edward D. Stone, Jr. &
Associates and 3rd Choice - Ehrenkrantz and Eckstut Partners, Inc. The
recommended firms will be forwarded to the City Administration and City
Commission for final selection. With the placement of a director and selection
of a consultant firm, a vehicle to direct and manage the day-to-day efforts for
the planning and implementation of a comprehensive program for the further
revitalization of Lincoln Road will be established.
Establishing the classification of Lincoln Road Director would provide for an
appropriate title, job specification, and pay range for this director position.
Funding will initially be from the City's general fund to be reimbursed from
future special assessment to Lincoln Road property owners. It is anticipated
that within three years an independent organization representing Lincoln Road
interests will be established and that this new organization will be responsible
for personnel and staffing, including the appointment of an executive director.
At such time as the new organization is established, is will no icnger be
necessary for the City to employ the Lincoln Road Director. The employment
letter is attached to this Commission Memorandum for your information.
CONCLUSION:
In order to establish the salary range for the position of Lincoln Road Director,
Ordinance No. 1605 must be amended to establish this classification. Therefore,
it is recommended that this amendment to Ordinance No. 1605 be adopted upon this
second reading.
