ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR: 1) THE BIFURCATION
OF GROUP I EMPLOYEE CLASSIFICATIONS
REPRESENTED BY THE AMERICAN FEDERATION OF
STATE, COUNTY AND MUNICIPAL EMPLOYEES
(A.F.S.C.M.E.) INTO GROUP I.A FOR EMPLOYEES
HIRED BEFORE APRIL 1, 1993 AND GROUP I.B
FOR EMPLOYEES HIRED ON OR AFTER APRIL 1,
1993; 2) A TWO PERCENT (2%) INCREASE IN THE
SALARY RANGES OF GROUP I.A AND GROUP I.B
CLASSIFICATIONS; 3) A FIFTEEN PERCENT (15%)

SECTION 2: That all ordinances or parts of ordinances in conflict herewith
be and the same are hereby repealed.
SECTION 3:
If any section, subsection, clause, or provision of this
ordinance is held invalid, the remainder shall not be affected by
such invalidity.
SECTION 4: The Bi -Weekly compensation set forth in the Sections above shall
be effective the pay period commencing nearest to April 1, 1993.

AFTER APRIL 1, 1993; 2) A 2% INCREASE IN SALARY RANGES FOR "GROUP I.A"
CLASSIFICATIONS; AND 3) A REDUCTION OF 15% IN SALARY RANGES FOR "GROUP
I.B" CLASSIFICATIONS.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt on
second reading, the attached ordinance which amends Ordinance No.
789, which provides for the following:
1. Bifurcation of the "Group I - American Federation of State
Local and Municipal Employees" salary structure into "Group
I.A" for employees hired before April 1, 1993 and "Group I.B"
for employees hired on or after April 1, 1993.
2. A two percent (2%) salary increase for classifications in
"Group I.A", effective April 1, 1993
3. A reduction of fifteen percent (15%) in "Group I.B" salary
ranges.
The proposed ordinance amending Ordinance No. 789 was passed on
first reading on April 8, 1993.
PREVIOUS WAGE SETTLEMENT:
Wage increases provided to AFSCME Local 1554, under the previous
Labor Agreement were based on a "formula" which tied wage increases
to changes in the City's assessed property values and the amount of
available fund balance. The "formula" resulted in the following
wage increases being granted:

PROPOSED WAGE SETTLEMENT:
The wage settlement in the Labor Agreement includes the significant
component of a two tier salary structure for new employees as
prescribed in the plan for returning the City of Miami Beach to
fiscal health. Implementing the two tier salary structure on a
timely basis, provides sufficient saving to ensure the
affordability of the negotiated wage increase for current
employees. The components of the wage settlement are as follows:
A. TWO TIER SALARY STRUCTURE
The wage settlement in the current Agreement provides for a
two tier salary structure for all new employees hired by the
City on or after April 1, 1993. The second tier (Tier B)
would be reduced by fifteen percent (15%) below that for
current employees.
Assuming an annual six percent (6%) turn -over rate for
employees in this bargaining unit, the two tier salary plan
would result in annual savings of $45,000. The estimated
savings over the term of the Agreement is projected to be
$228,750.
B. WAGE INCREASES
The Labor Agreement provides for a four percent (4.0%) salary
increase with no retroactivity, for existing employees. The
effective dates for these increases are as follows:
2.0% April 1, 1993
2.0% May 1, 1994
The estimated cost for the wage increases is $345,333 over the
term of the Agreement which covers three fiscal years.
CONTRACT COST SUMMARY:
Assuming that all retiring/terminated employees are replaced and
that there is no reduction in the bargaining unit workforce, it is
projected that after funding the wage increases, the City would
realize savings of $264,667 over the term of the contract. This
savings consists of the following:

The City will continue to realize these savings after the term of
the current Agreement has expired.
This is the first time in the history of the City of Miami Beach
that a negotiated wage settlement would not only provide a wage
increase to existing employees but would also provide overall
savings to the City.
CURRENT FISCAL YEAR SAVINGS:
It is projected that after implementing the 2% wage increase
($56,000) and realizing the saving from attrition ($81,250) and
Tier B salary ($22,500), the net savings would be $56,000.
CONCLUSION:
Adoption of this ordinance implements the wage agreement provided
in the Labor Agreement with AFSCME Local 1554. Included in this
ordinance, is the key component of bifurcated salaries which is
part of the overall plan for returning the City of Miami Beach to
fiscal health.
