ORDINANCE NO. 95-2975 AN ORDINANCE AMENDING ORDINANCE NO. 1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING FOR A 6% SALARY INCREASE EFFECTIVE OCTOBER 3, 1994; MODIFYING TIER B OF THE COMPENSATION PLAN TO INCLUDE THREE (3)ADDITIONAL STEPS TO BE ADDED TO THE END OF THE RANGE FOR THOSE CLASSIFICATIONS IN THE UNCLASSIFIED SERVICE; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. S 9--`IS TO: Mayor Seymour Gelber and DATE: February 1, 1995 Members of the City Commission FROM: Roger M.Carlton City Manager SUBJECT: PROPOSED AMENDMENTS TO UNCLASSIFIED SALARY ORDINANCE NO. 1605 AND CLASSIFIED SALARY ORDINANCE NO. 789 GRANTING THE EMPLOYEES OF THE UNCLASSIFIED SERVICE AND THE EMPLOYEES OF THE CLASSIFIED SERVICE IN THE CATEGORY OF OTHERS (THOSE NOT REPRESENTED BY A BARGAINING UNION) A SALARY INCREASE CONSISTENT WITH THOSE RECENTLY NEGOTIATED AND AGREED TO WITH THE OTHER UNIONS ADMINISTRATION RECOMMENDATION: The Administration recommends that the Mayor and City Commission adopt, on second reading, granting certain employees in the Unclassified Service and the employees in the Classified Service categorized as "Others" (those employees who are not represented by a bargaining union) the following: 1. A six percent (6%) salary increase effective retroactive to October 3, 1994, and 2. Increase the maximum of Tier B salary ranges to that of Tier A salary ranges. BACKGROUND: The "Unclassified" positions specified to receive the above proposed increase include approximately 135 employees in primarily clerical, technical, paraprofessional, and professional categories. Specific managerial and executive classifications have been excluded, as they were the last time, as these employees are reviewed in accordance with performance and the incumbents' salary increases are addressed separately. "Other" classifications in the Classified Service includes approximately 162 employees in various job classifications that are determined to be managerial/confidential. Although employees in these classifications are covered by Civil Service Rules, they are not represented by any of the City's bargaining units. This request for the above increase is in line with the increase currently being given to other employees by way of recent contract negotiations. AGENDA ITEM (- 3- DATE 2- ( -9 C PROPOSED AMENDMENTS TO UNCLASSIFIED SALARY ORDINANCE NO. 1605 AND CLASSIFIED SALARY ORDINANCE NO. 789 PAGE TWO ANALYSIS: The City is currently in the final stages of a Classification and Pay Study. This study is reviewing City classifications for Americans With Disabilities Act (A.D.A.) requirements, re-writing job descriptions, reviewing internal equity, and reviewing external comparisons with public and private sector jobs. The study will allow the City to determine the current value of each classification and give the City a uniform process of awarding pay increases. This study is scheduled for completion this year, allowing the City enough time to implement the process before the next opportunity to award salary increases. Implementation of the 6% salary increase for this fiscal year for the approximate 135 Unclassified employees is projected to cost $333,535. Implementation of the 6% salary increase for this fiscal year for the approximate 162 Classified employees in the "Others" category is projected to cost $172,348. A portion of the increase was anticipated and provided in the current budget. It is expected that salary savings due to attrition and other expenditure savings in non-personnel line items will provide the additional funds necessary to fund the above estimated costs. CONCLUSION: This recommended salary increase will be consistent with the City's past practice and it is therefore recommended that the amendments to Ordinance No. 1605 and Ordinance 789 be adopted on second reading.
