AN ORDINANCE AMENDING ORDINANCE -NO. 1605,
BEING THE UNCLASSIFIED EMPLOYEES SALARY
ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR A 2% SALARY INCREASE
TO SPECIFIED CLASSIFICATIONS IN THE
UNCLASSIFIED SERVICE; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.

AN ORDINANCE AMENDING ORDINANCE NO. 1605 BEING THE
UNCLASSIFIED SALARY ORDINANCE, PROVIDING FOR A 2% SALARY
INCREASE TO SPECIFIED CLASSIFICATIONS IN THE UNCLASSIFIED
SERVICE
ADMINISTRATIVE RECOMMENDATION:
The Administration recommends that the City Commission adopt on
second reading the attached Ordinance which amends the Unclassified
Salary Ordinance, No. 1605, to provide for a two percent (2%)
salary increase to specified classifications in the Unclassified
Service.
BACKGROUND:
The first reading of this Ordinance took place on July 14, 1993.
On this same day, an Ordinance establishing the classifications of
Mayor/Commissioner Aide and Office Manager was adopted on second
reading. These two new classifications are included in the
attached Ordinance. According to the City Attorney's office, a
third reading of this Ordinance will not be necessary as the
addition of these two classifications does not represent a
substantial change to the Ordinance.
The Unclassified Service includes approximately 180 employees in
various job classifications that may be clerical, administrative,
professional, managerial, or executive level as described in the
City Code. These employees are not represented by any of the
City's bargaining units.
On April 5, 1993, a two percent (2%) salary increase became
effective for three of the City's four bargaining units, the
American Federation of State, County, and Municipal Employees
(AFSCME); the Fraternal Order of Police (FOP); and the
International Association of Firefighters (IAFF). A 15%
bifurcation step-down was implemented October 1, 1992 for the
Unclassified salaries. Historically, the employees in this group
received the same adjustments as the Miami Beach Employee
Benevolent Association. Unfortunately, the Administration has not
reached a settlement with this collective bargaining unit and it is
not fair to keep the employees in the Unclassified Service waiting.

A. PREVIOUS WAGE INCREASES
Since 1988, wage increases were similar to those provided to
AFSCME and Miami Beach Employee Benevolent Association (MBEBA)
and were based on a "formula" which tied wage increases to
changes in assessed property values and the amount of
available fund balance. The "formula" resulted in the
following wage increases being granted:

B. PROPOSED WAGE INCREASE
It is proposed that a 2.0% salary increase be provided to
specified Unclassified employees retroactive to April 1, 1993.
Effective payroll date is the first full payroll (which is
April 5, 1993) closest to the effective date of the increase.
The classifications specified to receive the proposed increase
include approximately 110 employees in primarily clerical,
technical, paraprofessional, and professional categories.
Specific managerial and executive classifications have not
been included to receive the increase at this time. The
Administration is developing a "pay -for -performance" merit and
appraisal system for these specified managerial/executive
classifications and incumbents' salary increases will be
addressed separately at a later date.
The above-mentioned managerial/executive classifications which
will not be receiving the salary increase at this time are
listed in the attached Ordinance, however the bi-weekly
compensations have not been changed, and, therefore, are not
underlined.
C. PROPOSED CURRENT ANNUAL COST
The cost of the proposed two percent (2%) increase to the
current year's budget is estimated at $44,900 which funds are
available. The cost anticipated for FY 93/94 is 89,800. This
cost was taken into consideration and was partially offset by
savings from early retirement and reduced entry level salaries
for replacement employees.
CONCLUSION:
Adoption of this Ordinance provides a wage increase to specified
classifications in the Unclassified Service. It is recommended
that this Ordinance be adopted.
