A RESOLUTION OF THE MAYOR AND CITY COMMISISON OF THE CITY OF MIAMI
BEACH, FLORIDA, URGING MIAMI -DADE COUNTY TO, AT A MINIMUM, MAINTAIN THE
CURRENT SERVICE PLAN, WHICH BECAME EFFECTIVE AS OF AUGUST 27, 2017, FOR
ROUTE 115.
WHEREAS, the Miami -Dade County Department of Transportation and Public
Works (DTPW) evaluates and conducts transit service changes twice a year; and
WHEREAS, on August 27, 2017, as a result of County bus service adjustments,
Route 117 was eliminated and Route 115 was modified to operate along Alton Road;
and
WHEREAS, Route 115 currently operates from 6:30am to 9pm on weekdays and
from lam to 9pm on weekends with 50 minute frequency of service; and
WHEREAS, the County stated that the changes were based on an analysis of
ridership data and on the County's consultant recommendations specified in Transit
Service Evaluation Study Phase 2, completed in 2013; and
WHEREAS, the consultant's recommendations focused on service improvements
to increase the efficiency, reliability, and consistency of bus service, while
simultaneously seeking to identify savings through restructuring lower productivity
routes, eliminating duplication of service, restructuring routes, and adjusting service to
match ridership demand; and
WHEREAS, on November 21, 2017, the Board of County Commissioners (BCC)
approved further reductions to Route 115 to be implemented on or before February 4,
2018; and
WHEREAS, the additional bus service adjustments would limit Route 115 service
hours to peak hours only; and
WHEREAS, the recently modified Route 115 has been in operation for only three
(3) months since the August 2017 changes became effective and staff believes that this
amount of time is not sufficient to have accurately evaluated the performance of the
modified route or to have made any further adjustments in service such as the reduction
of hours of operation approved by the Board of County Commissioners on November
21, 2017; and
WHEREAS, based on a review of recent ridership data by Miami Beach
Transportation Department staff, the average daily ridership of Route 115 has increased
after the August 2017 service adjustments were implemented and while the average
daily ridership of Route 115 was approximately 210 passengers per weekday prior to
the August 2017 changes (January to July 2017), the current average daily weekday
ridership since the changes became effective is 567 passengers; and
WHEREAS, Route 115 is the only route operating along the Alton Road
corridor connecting South Beach and North Beach along a portion of the Alton Road
corridor that is not currently served by the City's Trolley service or any other County bus
service; and
WHEREAS, the City has received multiple complaints from current Route 115
passengers who would be adversely affected by the County's recently approved
reduction in service hours; and
WHEREAS, County Bus Route 115 is an essential component of the City's public
transit network as it provides a mobility option along a portion of the Alton Road corridor
not served by the City's trolley service.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Miami -Dade County to, at a minimum, maintain the current service
plan, which became effective as of August 27, 2017, for Route 115.

The Administration recommends adoption of this Resolution.
BACKGROUND
The Miami -Dade County Department of Transportation and Public Works (DTPW) evaluates and
conducts transit service changes twice a year. On August 27, 2017, as a result of County bus service
adjustments, Route 117 was eliminated and Route 115 was modified to operate along Alton Road
(see Attachment A for LTC # 388 - 2017). Route 115 currently operates from 6:30am to 9pm on
weekdays and from 7am to 9pm on weekends with 50 minute frequency of service (see Attachment B
for route alignment). The County stated that the changes were based on an analysis of ridership data
and on the County's consultant recommendations specified in Transit Service Evaluation Study
Phase 2, completed in 2013. The consultant's recommendations focused on service improvements to
increase the efficiency, reliability, and consistency of bus service, while simultaneously seeking to
identify savings through restructuring lower productivity routes, eliminating duplication of service,
restructuring routes, and adjusting service to match ridership demand.
On November 21, 2017, the Board of County Commissioners (BCC) approved further reductions to
Route 115 to be implemented on or before February 4, 2018 (Attachment C). The additional bus
service adjustments would limit Route 115 service hours to peak hours only.
ANALYSIS
The recently modified Route 115 has been in operation for only three (3) months since the August
2017 changes became effective. Staff believes that this amount of time is not sufficient to have
accurately evaluated the performance of the modified route or to have made any
further adjustments in service such as the reduction of hours of operation approved by the Board of
County Commissioners on Novemeber 21, 2017. In fact, based on a review of recent ridership data
by Miami Beach Transportation Departmetn staff, the average daily ridership of Route 115 has
increased after the August 2017 service adjustments were implemented. While the average daily
ridership of Route 115 was approximately 210 passengers per weekday prior to the August 2017
changes (January to July 2017), the current average daily weekday ridership since the changes
became effective is 567 passengers.
Route 115 is the only route operating along the Alton Road corridor connecting South Beach and

North Beach. Additionally, Route 115 operates along a portion of the Alton Road corridor that is not
currently served by the City's Trolley service or any other County bus service. The City has received

CONCLUSION
County Bus Route 115 is an essential component of the City's public transit network as it provides a
mobility option along a portion of the Alton Road corridor not served by the City's trolley service. In
fact, Route 115 has experienced an increase in daily ridership since the County's service changes
became effective in August 2017. Moreover, an insufficient amount of time has elapsed since the
August 2017 changes became effective to justify any additional changes to Route 115, particularly a
reduction of the current operating hours, as approved by the Board of County Commissioners at
its November21, 2017 meeting.
For the above reasons, the Administration recommends that the City Commission urge the County to,
at a minimum, maintain the existing service plan of Route 115 which became effective as of August
27, 2017, and, if possible, to increase the frequency of service along this route to attract additional
ridership.

The purpose of this Letter to Commssion (LTC) is to report on upcoming bus transit service changes
to be implemented by Miami-Dade County Department of Transportation and Public Works (DTPW)
on August 27, 2017 and on November 19, 2017.
DTPVY evaluates and conducts transit service changes twice a year. The upcoming changes
included an analysis of ridership data over several years and were based on consultant
recommendations specified in the County's Transit Service Evaluation Study Phase 2, completed in
2013. The consultant's recommendations focused on service modifications intended to increase the
efficiency, reliability, and consistency of bus service, while simultaneously seeking to identify savings
through the restructuring or elimination of low-performing routes, eliminating duplication of service,
restructuring routes, and adjusting service to match ridership demand.
August 27,2017
Route C (103) experienced a 22% decrease in ridership in May 2017 as compared to May
2016. CungOUy, Route 0 operates along the MacArthur Causeway, connecting Government
Center and Omni Bus Terminal in the City of Miami with Mount Sinai Medical Center in
Miami Beach. Due to the upcoming service changes, Route C will operate within the City of
Miami Beach between Mount Sinai Medical Center and South Point Drive only and will no
Ionger connect to the City of Miami. DTPW staif expects that affected riders will use existing
bus transit service along the MacArthur Causeway (Le., Routes 119 (S), 120 (Beach Max),
and 113 (M)). OTPVV staff believes that current available capacity along these three routes
will be sufficient to accommodate passengers affected by the upcoming changes to Route C
(Attachment A). The anticipated service frequency will be 30 minutes during day time
(currently 20 minutes) and 45 minutes during night time (currently 30 minutes). Service hours
are also being shortened from 6AM to 10PK8 7 days a week as compared to the current
schedule of 5AM to 1AM Monday through Saturday and 5:40AM to 11PM on Sundays.
Route 115/117 is being modified. Routes 115 and 117 currently operate as a bi-directional
routes. Route 115 experienced a 33% decrease in ridership in May 2017 as compared to
May2016. Currently, Route 115 operates along a clockwise loop along Alton Road, Sheridan
Avenue/Pine Tree Drive, and La Gorce Drive, connecting to routes that operate in
Washington Avenue/Lincoln Road area, Mount Sinai Medical Center, and North Beach. Due
to the upcoming service ChanO88, Route 115 will operate along a bi-directional route along
Alton Road in lieu of the current route along Sheridan Avenue, Pine Tree Drive, and La
Go[me Drive (Attachment B). The anticipated service frequency will be 50 minutes on
weekdays (currently 45 minutes) and 50 minutes on weekends (currently 60 minutes).

decrease in ridership in May 2017 as compared to May 2016 and will be eliminated.
CVrr8nUy, Route 117 operates along a counterclockwise loop along Alton Road, Sheridan
Avenue and Pine Tree Drive. As a result of route vastrVntuhng, a total of 41 stops along
Sheridan Avenue, Pine Tree Drive, and La Gorce Drive will be eliminated, however, it is
important to note that of the 41 stops to be eliminated, 33 have no hoardings and the
remaining eight (8) have average of one (1) passenger per day.
Please refer to the Attachment C for additional County bus transit service changes propose to take
effect on August 27, 2017.

Route 123 (South Beach Local) will be terminated and replaced by the proposed South
Beach TroHey servlco approved by the City Commission.
Expedited Implementation of the Proposed Miami Beach Bus Express Rapid Transit (BERT) Service
As an interim transit con improvement, DTPW intends to accelerate the Miami Beach Bus
Express Rapid Transit (BERT) service for implementation by December 2017, The Miami Beach
BERT network in an interim improvement in the County's Strategic Miami Area Rapid Transit
(SMART) Plan and will provide d|rgot, enhgnced, and express bus service corinectlng Downtown
Miami with the Miami Beach Convention Center via the MacArthur Causeway, 5th
Street, and
Washington Avenue, and the Julia Tuttle Causeway.
The City's Transportation Department will work closely with DTPW to monitor potontlal effects of the
upcoming bus transit service changes and collaborate on the expedited implementation of the
planned BERT service by the end of this year.

(2) bus routes, and the elimination of two (2) bus routes to be implemented on or before February 4,
2018, as approved in the Fiscal Year 17 -18 Adopted Budget on September 28, 2017, Board approval of
these proposed service modifications is required per Miami -Dade County Code, Chapter 2, Article XIX,
Section 2 -150, following a public hearing.
SCOPE
The proposed service adjustments will have a countywide impact.
FISCAL IMPACT
The fiscal impact of implementing the proposed service changes for the routes represents an estimated
annual cost savings of $4.408 million,
TRACK RECORD /MONITOR
The project manager is Carlos Cruz - Casas, P.E., Assistant Director, Department of Transportation and
Public Works (DTPW),
BACKGROUND
DTPW recommends the elimination of two (2) routes for which duplicate service exists, and two (2) routes
that will be modified, resulting in a total savings of $4.408 million. The following service adjustments are
proposed (see attached Exhibit A):
• Reduce route duplication by discontinuing bus service: The routes to be discontinued are route
70 and 249, The elimination of these bus routes will impact an average of 2,263 riders on a regular
weekday. DTPW anticipates that these riders will use overlapping DTPW transit services, or a
local municipal trolley, Since Route 249 is duplicated by the City of Miami Trolley and Route 70
will be consolidated with Route 35, these riders will not be affected by elimination of these bus
route services.
• Modify bus service frequencies: The bus routes to be adjusted are route 31 and 115.
The proposed changes include an analysis of current ridership data, and were also recommendations
specified in the Transit Service Evaluation Study Phase 2, completed in 2013. The consultant's
recommendations focused on service improvements to increase the efficiency, reliability, and consistency
of bus service, while simultaneously seeking to identify savings through restructuring lower productivity

WHEREAS, the Miami -Dade County (County) Department of Transportation and Public
Works (DTPW), charged with planning and operating the County's public transit system, is
constantly evaluating bus and rail services; and
WHEREAS, ridership trends on bus routes have declined on numerous routes for a variety
of reasons such as lower gasoline prices, duplicate service and other options, such as transportation
network entities, along with circulator services provided by municipalities; and
WHEREAS, service adjustments on a number of bus routes, which take into account the
factors listed above were approved in the Fiscal Year 2017 -2018 Adopted Budget on September
28,2017 ;and
WHEREAS, it is the responsibility of DTPW to provide transit services commensurate
with the demand for such service and provide for the most efficient use of financial and capital
resources; and
WHEREAS, pursuant to Miami -Dade County Code Section 2-150, a public hearing was
held by the Board of County Commissioners; and

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying
memorandum, a copy of which is incorporated herein by reference,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MIAMI -DADE COUNTY, FLORIDA, that this Board approves the
implementation of the attached bus service adjustments to be implemented on or before February
4, 2018.
The foregoing resolution was offered by Commissioner
who moved its adoption. The motion was seconded by Commissioner
and upon being put to a vote, the vote was as follows:

The Chairperson thereupon declared the resolution duly passed and adopted this 21st day
of November, 2017. This resolution shall become effective upon the earlier of (1) 10 days after
the date of its adoption unless vetoed by the County Mayor, and if vetoed, shall become effective
only upon an override by this Board, or (2) approval by the County Mayor of this Resolution and
the filing of this approval with the Clerk of the Board.
