THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING
(INCLUDING MATCHING FUNDS AND ANY RELATED CITY
EXPENSES), AND TO EXECUTE ANY AND ALL DOCUMENTS
OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING
GRANTS AND AGREEMENTS: 1) US DEPARTMENT OF
TRANSPORTATION, TRANSPORTATION INCOME
GENERATING ECONOMIC RECOVERY PROGRAM (TIGER), IN
THE APPROXIMATE AMOUNT OF $4 MILLION; 2)
BLOOMBERG PHILANTHROPIES, 2017 MAYORS CHALLENGE,
IN THE APPROXIMATE AMOUNT OF $1 MILLION; 3) MIAMI -
DADE COUNTY'S NEAT STREETS PROGRAM IN THE
APPROXIMATE AMOUNT OF $25,000; 4) FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION, COASTAL

AND, 7) APPROVAL TO EXECUTE THE ANNUAL AFFIDAVIT
WITH MIAMI -DADE COUNTY FOR THE FY 2017/18 MUNICIPAL
PARKING FINES REIMBURSEMENT PROGRAM.
WHEREAS, the City Administration requests approval to submit a grant
application to US Department of Transportation, Transportation Income Generating
Economic Recovery Program (TIGER), in the approximate amount of $4 Million for the
City's Intelligent Transportation System and Smart Parking System, the details of which
are as follows:
• The Administration has submitted an application for the implementation of the
Intelligent Transportation Systems (ITS) and the Smart Parking System (SPS).
• The program will help the City to manage traffic congestion on a day -to -day basis
and will create a system that enhances transportation through the safe and
efficient movement of people, goods and information while increasing fuel
efficiency, lessening pollution, and promoting the growth of jobs.
• The ITS project includes the implementation of traffic monitoring cameras, travel
time detectors, and digital message signs to advise drivers of traffic conditions,
way - finding, and parking availability.
• The SPS project includes parking capacity monitoring at garages, parking lots
and corridors, and digital message signs at garages and parking lots to advise
drivers of parking capacity and the exact location of their vehicle.
• The SPS project has received approval from Miami -Dade County and Florida
Department of Transportation.
• The Administration has applied for funding in the amount of $4 million.
The City will use matching funds in the amount of $10 million from the
Transportation Concurrency and Mitigation Fund.
• This project supports the key intended outcome to ensure comprehensive
addressing all modes throughout the City; and
WHEREAS, the City Administration requests approval to submit a grant
application to Bloomberg Philanthropies, 2017 Mayors Challenge, in the approximate
amount of $1 Million for a Data Operations System to predict weather and climate
impacts, the details of which are as follows:
• The 2017 Mayors Challenge, sponsored by Bloomberg Philanthropies, has been
designed to help hundreds of cities develop ideas that solve the most urgent
problems facing cities today.
• Bloomberg Philanthropies' five areas of focus are public health, arts and culture,
the environment, education, and government innovation.
• Flooding is impacting Miami Beach residents, tourists and businesses, and as
such, the City is proposing a project that will create a centralized data operations
system that would allow data driven decision- making.
• The project will reduce uncertainty and damage from weather and climate in our
community by assisting with predictive analyses, and it will provide data science
and analytics on hydrological and meteorological datasets to run correlations and
develop predictive tools to exponentially improve our capacity for making better
decisions for planning, implementation, and monitoring.
• The goal is to run correlations of these main datasets with all other layers of City
data in order to not only understand, but to anticipate impacts on our society,
economy, public health, tourism, culture, insurance rates, and property.
• The Administration has applied for funding in the approximate amount of $1
million and the grant does not require matching funds.
• This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant
application to Miami -Dade County's Neat Streets Program in the approximate amount of
$25,000 for the City's Reforestation Project, the details of which are as follows:
• Miami -Dade County's Neat Streets Program is dedicated to the maintenance and
beautification of transportation gateways, corridors, and connections.
• Funds are provided to municipalities for reforestation efforts taking place in
Miami -Dade County.
• The goal of the program is to plant one million trees by 2020 and to achieve a 30
percent tree canopy for Miami -Dade County, the Neat Streets matching
grant program is now in its third year.
• The program is funded by Miami -Dade County, and engages municipalities, non-
profits, and community organizations in planting native or Florida- friendly trees
on the County's corridors and gateways.
• The City Administration intends to request funding in the amount of $25,000 for
trees for the North Beach area (Normandy North).
• This grant requires matching funds in the amount of $25,000 and funding is
available in the Greenspace Management Reforestation account.
• This project supports the key intended outcome to revitalize key neighborhoods,
starting with North Beach and Ocean Drive; and
WHEREAS, the City Administration requests approval to submit a grant
application to the Florida Department of Environmental Protection, Coastal Partnership
Initiative Grant Program, in the approximate amount of $30,000 for Brittany Bay Park
Shoreline Stabilization, the details of which are as follows:
• The Florida Department of Environmental Protection provides federal funding
through the Coastal Partnership Initiative (CPI), Florida Coastal Management
Program, to coastal counties and municipalities within their boundaries to
promote the protection and effective management of Florida's coastal resources.
• The City has applied for funding for the Brittany Bay Park Shoreline Stabilization
and Protection project, which would promote the following three CPI priority
areas: Resilient Communities, Access to Coastal Resources, and Working
Waterfronts.
• Located at the southernmost entrance of North Beach by the 63rd Street Bridge,
Brittany Bay Park extends north along the water and west of Indian Creek Drive,
running parallel to a waterway where Biscayne Bay meets Lincoln Road, and
along Dade Boulevard.
• The City plans to integrate a hybrid shoreline stabilization system to the seawall,
including `living shorelines' which will provide shoreline protection to one of the
key connection sites within the City; and, in addition, integrating green
infrastructure will provide protection to surrounding riparian and intertidal
environment, create habitat for aquatic and terrestrial species, and improve the
water quality via filtration of upland run -off.
• The project will also include an ADA- accessible kayak launch, which will provide
access to several canals throughout the Atlantic Intracoastal waterways.
• The City also anticipates having educational signage at the project site.
• The City has requested $30,000, and the grant will be matched with $30,000 in
funds in the Indian Creek Park Seawall project.
• This project supports the key intended outcomes to ensure reliable storm water
management and resiliency against flooding by implementing select short and
long -term solutions including addressing sea - level rise; and
WHEREAS, the City Administration requests approval to submit a grant application to
Target's Corporate Responsibility Program in the approximate amount of $10,000 for
the Police Department's Annual Toy Drive, the details of which are as follows:
• The Target Corporate Responsibility Program provides funding for community
and youth projects in areas such as education, public safety, and youth
initiatives.
• The Administration has submitted an application for funding of the Police
Department's Annual Toy Drive event which benefits children from all
backgrounds, and promotes a positive community partnership between the
children and parents who attend and our law enforcement officers.
• The event enables attendees to interact with the officers on a personal level and,
therefore, helps the children to understand that officers are there for the good of
the community, and, most importantly, are themselves parents, brothers, sisters,
etc.
• The event also often initiates a longer term relationship between the children,
their parents /caregivers, and the officers, as they will often have subsequent
interactions outside schools, in the streets within the City, and at other major
events.
• The Administration has applied for funding in the approximate amount of $10,000
and, if awarded, the City will use the funds to purchase toys for the attendees.
• This project does not require matching funds and supports the key intended
outcome to maximize the Miami Beach brand as a world class destination and
does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Junior Golf Council in the approximate amount of $5,000 for golf clubs and
equipment for Normandy Shores Golf Course Youth Clinic, the details of which are as
follows:
• The Normandy Shores Golf Course Youth Clinic was founded in 2008, and was
started in conjunction with the re- opening of the Normandy Shores Golf Course.
• The mission of the program is to impact the lives of young people by providing
learning facilities and educational programs that promote character development
and life- enhancing values through the game of golf.
• Transportation challenges and lack of affordability are several of the reasons why
some children do not play golf.
• The Normandy Shores Golf Course Youth Clinic is a way to bring golf to youth
who otherwise would not be exposed to the game and its positive values.
• The goal of the program is to establish a quality and self- sustaining golf learning
program that will provide youth with an avenue to learn the fundamentals of golf
along with the values of the game of golf including rules, etiquette, history,
tradition, and respect.
• The program is committed to provide ongoing access to each graduate.
• The City has applied for funding to support the Normandy Shores Golf Course
Youth Clinic in the approximate amount of $5,000 for golf equipment.
• The grant does not require matching funds, and the project supports the key
intended outcome to maximize the Miami Beach brand as a world class
destination and does not require matching funds; and
WHEREAS, the City Administration requests approval to execute the Annual
Affidavit with Miami -Dade County for the FY 2017/18 Municipal Parking Fines
Reimbursement Program to improve accessibility and equal opportunity to qualified
persons who have disabilities, the details of which are as follows:
• Each year the City participates in Miami -Dade County's Parking Fines
Reimbursement Program.
• The Program is based on Section 316.008, Florida Statutes, and Section 30 -447
of the Code of Miami -Dade County, which authorizes the charging of fines for
misuse of specially marked parking spaces for people with disabilities.
• The City has entered into an Interlocal Agreement with Miami -Dade County for
the distribution of these funds.
• The Agreement requires that the City annually submit an affidavit sworn by the
Chief Administrative Officer that expenditures will meet the program criteria.
• The affidavit stipulates that municipal parking fines funds shall be used to
improve accessibility and equal opportunity to qualified persons who have
disabilities in the municipality and to conduct public awareness programs in the
municipality concerning persons who have disabilities.
• The City and the County executed an Interlocal Agreement in 2016 for the
Parking Fines Program.
• The 2016 Interlocal Agreement stays on file until the County modifies the terms
of the Agreement, and as such, the City is only required to execute and submit a
sworn affidavit.
• Miami -Dade County only provides an estimate of the amount of funding that the
City may receive, and the final funding amount is contingent on the number of
other cities that submit affidavits for parking fine funds.
• The Administration requests approval to execute the Affidavit for Fiscal Year
2017/18 Parking Fines Funds to accept these funds.
• This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination and does not require matching funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby approve and authorize the City Manager, or his designee, to apply for, accept,
and appropriate funding (including matching funds and any related City expenses), and
to execute any and all documents or agreements in connection with the following grants
and funding agreements: 1) US Department of Transportation, Transportation Income
Generating Economic Recovery Program (TIGER), in the approximate amount of $4
million; 2) Bloomberg Philanthropies, 2017 Mayors Challenge, in the approximate
amount of $1 million; 3) Miami -Dade County's Neat Streets Program in the approximate
