2017-30098 ResolutionRESOLUTION NO. 2017 -30098 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE AT ITS OCTOBER 13, 2017 MEETING AND DIRECTING THE CITY MANAGER, OR HIS DESIGNEE, TO CREATE KINDNESS TOKENS FOR THE EMPLOYEE CITY OF KINDNESS INITIATIVE AND AUTHORIZING THE APPROPRIATION AND EXPENDITURE OF $5,000 FROM THE FY 2017 -18 CITY BUDGET FOR THIS PURPOSE. WHEREAS, at the October 19, 2016 City Commission meeting, the Commission referred a discussion item to the Neighborhood /Community Affairs Committee (NCAC) to review the possibility of signing a pledge to make Miami Beach a City of Kindness; and WHEREAS, on March 1, 2017, the City Commission passed a resolution to officially declare the City of Miami Beach a City of Kindness; and WHEREAS, the City of Kindness is the growing center of the "kind" movement. It is a coalition of organizations working to inspire kindness in our world. The goal is to affect meaningful change among schools, professionals, young people, elected officials, and companies; and WHEREAS, after subsequent review and analysis by the NCAC, it was recommended that the City's Communications Department work with Commissioner Steinberg to create a marketing campaign and perform community outreach. The Marketing and Communications Department has created a comprehensive marketing and communications plan targeted at both children and adults and encourages acts of kindness by everyone; and WHEREAS, at the July 28, 2017 NCAC meeting, the NCAC recommended the referral of a City of Kindness marketing budget, in the amount of $5,000, to the Finance and Citywide Projects Committee. The budget of $5,000 would go toward the purchase of kindness tokens. After researching three different options, the NCAC recommended the purchase of customized and traceable tokens. The City of Miami Beach Information Technology Department would then work with the Communications team to create a tracking tool to place on the City's website where a person would log their act of kindness with this token and then pass the token on to someone else to do something kind as well; and WHEREAS, at the October 13, 2017, Finance and Citywide Projects Committee meeting, the Finance Committee recommended in favor of a $5,000 budget to purchase the kindness tokens. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Citywide Projects Committee at its October 13, 2017 meeting and hereby direct the City Manager, or his Designee, to create kindness tokens for the employee City of Kindness initiative and authorize the appropriation and expenditure of $5,000 from the FY 2017 -18 City budget for this purpose. Page 520 of 1320 CONCLUSION The Administration recommends accepting the recommendation of the Finance and Citywide Projects Committee at its October 13, 2017 meeting and hereby direct the City Manager, or his Designee, to create kindness tokens for the employee City of Kindness initiative and authorize the appropriation and expenditure of $5,000 from the FY 2017-18 City budget for this purpose.
