2017-30103 ResolutionRESOLUTION 2017 -30103 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE TO SUPPORT A SUSTAINABILITY DEMONSTRATION PROJECT AT THE NORTH BEACH YARD, AND TO EARMARK $75,000 IN CAPITAL FUNDS FOR SUSTAINABLE CAPITAL PROJECTS AT THE NORTH BEACH YARD, WHICH FUNDS MAY BE AWARDED IN THE FUTURE AS A CITY GRANT; PROVIDED, HOWEVER, THAT ANY SUCH GRANT AWARD SHALL BE SUBJECT TO THE APPROVAL BY THE CITY COMMISSION OF A CORRESPONDING AMENDMENT TO THE FISCAL YEAR 2017 -18 CAPITAL BUDGET. WHEREAS, cities and urban areas are in a unique position to combat climate change because, according to research cited by the One United Nations ( "UN ") Climate Change Learning Partnership, cities and urban areas are responsible for producing 70% of climate- changing greenhouse gas ( "GHG ") emissions worldwide'; and WHEREAS, by taking positive steps to reduce GHG emissions and otherwise mitigate the effects of climate change, cities can improve their quality of life, enhance their economic prosperity, and protect their livability; and WHEREAS, the City of Miami Beach ( "City ") is committed to reducing greenhouse gases and enhancing the overall environmental sustainability and resilience of the community; and WHEREAS, the City has taken steps to reduce our community's carbon emissions and support the use of renewable energy, including the completion of the City's first greenhouse gas inventory, the creation of the Property Assessed Clean Energy ( "PACE ") Program for the City's residents and businesses, and by simplifying the building permitting process for renewable energy sources; and WHEREAS, to build upon these efforts, the City recently began evaluating proposed solar energy demonstration projects; and WHEREAS, on October 31, 2017, the City Commission referred a discussion to the Finance and Citywide Projects Committee, regarding potential sustainability demonstration projects that could be implemented at the proposed North Beach Yard, including a solar power showcase; and WHEREAS, North Beach Yard LLC, the proponent of the North Beach Yard, seeks to activate a parking lot in North Beach with an entrepreneurial hub and culinary incubator that will, at a minimum, employ the following sustainable practices: rainwater collection practices (e.g., the use of pervious pavers, gravel, and French drains to filter out pollutants); a rainwater harvesting system for irrigation and fountains; the use of windmills to circulate water for agricultural purposes; 1 United Nations Institute for Training and Research, Climate Change and Cities, 4, 6, available at http: / /www. uncclearn.org/ sites / default /files /resource_guide_for_ advanced _learning_cities_and_climate_c hange.pdf (citing UN- Habitat, Cities and Climate Change: Global Report on Human Settlements (2011)). hydroponic farming; shade canopies built from solar photovoltaic ( "PV ") panels for use on -site and for net metering; and electric vehicle ( "EV ") charging stations; and WHEREAS, on November 8, 2017, the Finance and Citywide Projects Committee adopted a motion recommending that the City Commission earmark $75,000 in capital funds for sustainable capital projects at the North Beach Yard, as described in this Resolution, which funds may be awarded in the future as a City grant; provided, however, that any such grant award shall be subject to the approval by the City Commission of an amendment to the Fiscal Year 2017 -18 capital budget. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby accept the recommendation of the Finance and Citywide Projects Committee to support a sustainability demonstration project at the North Beach Yard, and to earmark $75,000 in capital funds for sustainable capital projects at the North Beach Yard, which funds may be awarded in the future as a City grant; provided, however, that any such grant award shall be subject to the approval by the City Commission of a corresponding amendment to the Fiscal Year 2017 -18 capital budget. BACKGROUND On June 7, 2017, the Mayor and City Commission referred a discussion to the Sustainability and Resiliency Committee (SRC) to consider a solar power showcase project within the City of Miami Beach. This item was sponsored jointly by Commissioner John Aleman and Commissioner Joy Malakoff. At the June 14, 2017 SRC meeting, staff was directed to compile a list of potential solar energy demonstration project ideas for discussion at the September SRC meeting. Due to Hurricane Irma, the SRC did not meet in September and was deferred to October. On October 30, 2017, the SRC referred a discussion to the Finance and Citywide Projects Committee (FCWPC) to consider funding options for the sustainability demonstration projects at the North Beach Yard. At the November 8, 2017 FCWPC meeting, the Committee recommended allocating $75,000 of capital funds to implement a sustainability demonstration project at the North Beach Yard. ANALYSIS The City of Miami Beach is looking for an opportunity to execute a renewable energy project with the goals of demystifying the process and teaching Miami Beach residents how they can implement renewable energy solutions in their daily lives. To this end, staff was tasked with compiling a list of potential solar energy demonstration projects for the consideration of the SRC members. Ideas included in this list ranged from portable solar powered generators that could power small special events to solar panel installations on the roofs and windows of public buildings. Page 579 of 1320 During the discussion of potential solar projects at the October 30, 2017 SRC meeting, representatives from the North Beach Yard presented a suite of sustainability demonstration projects proposed for the North Beach Yard, including a solar power micro -grid showcase. The SRC determined that the sustainability initiatives proposed would satisfy the goals of the solar energy demonstration project and referred the discussion to the FCWPC to identify funds to implement a sustainability demonstration project at the North Beach Yard. At the November 8, 2017 FCWPC, the North Beach Yard presented a budget for a suite of sustainability demonstration projects, including a composter, water recycling and irrigation, on- site recycling receptacles, glass bottle cutter and crusher, solar panels, hydroponic farms (installation cost only), augmented reality app, educational content production, organic garden and educational programming. The Committee recommended allocating $75,000 of available capital funds to implement a sustainability demonstration project from the options provided, which may be awarded as a grant for the project. CONCLUSION The Administration recommends authorizing and approving the City to allocate $75,000 of capital funds, which may be awarded as a grant, to implement a sustainability demonstration project at the North Beach Yard.
