A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, CREATING AN AD HOC RESILIENCY
COMMUNICATIONS COMMITTEE, TO SERVE AS A PROGRAM FOR PUBLIC
INFORMATION (PPI) COMMITTEE, IN ACCORDANCE WITH NATIONAL FLOOD
INSURANCE PROGRAM REQUIREMENTS FOR CREDIT UNDER THE
COMMUNITY RATING SYSTEM, TO IMPLEMENT, MONITOR, AND EVALUATE
THE PPI, AND PRESCRIBING THE PURPOSE, DUTIES, APPOINTMENTS, AND
TERMS OF THE COMMITTEE'S MEMBERS WHICH SHALL COMMENCE ON
JANUARY 1, 2018 AND EXPIRE ON DECEMBER 31, 2018.
WHEREAS, the goals of the National Flood Insurance Program (NFIP) are to provide flood
insurance to property owners, to encourage flood loss reduction activities by communities, and to
save taxpayers' money; and
WHEREAS, the City of Miami Beach participates in the NFIP and the Community Rating
System (CRS). The CRS is a voluntary program that provides both incentives and tools to further
these goals; and
WHEREAS, participation in the CRS saves residents money by reducing flood insurance
premiums; and
WHEREAS, the City's Program for Public Information (PPI) will help provide activity points to
improve the City's CRS score, which in turn helps to reduce flood insurance premiums, and
complements communications efforts for our Miami Beach Rising Above Resiliency Strategy; and
WHEREAS, an ad hoc Resiliency Communications Committee was created per Resolution
2016- 29585 to serve as a PPI Committee and said Committee sunsetted on October 1, 2017;
therefore, a new PPI Committee should be created in order for the City to participate in the CRS;
and
WHEREAS, a Program for Public Information (PPI) was developed by the prior ad hoc PPI
Committee according to a seven -step planning and public involvement process defined by the
Community Rating System Program and the PPI was adopted by the City Commission per
Resolution 2017- 29771; and
WHEREAS, membership criteria for a PPI Committee is specified by the Community Rating
System and must include: real estate agent(s), insurance agent(s), banking industry
representative(s), the City's Floodplain Manager, and a Communications Department
representative, and at least half of the Committee's members must be from outside the local
government; and
WHEREAS, an evaluation report is prepared annually by a PPI Committee and submitted to
the City Commission; and
WHEREAS, the new Program for Public Information (PPI) Committee created by this
Resolution will be again be referred to as the Resiliency Communications Committee in order to be
in alignment with the Miami Beach Rising Above Resiliency Strategy; and
WHEREAS, the members of the new ad hoc, advisory PPI Committee, known as the
Resiliency Communications Committee, shall be as follows: the City's Communications Director, the
City's Floodplain Manager; Scott Diffenderfer, a real estate agent, Carlos Gutierrez, a real estate
agent, Alan Randolph, a local bank representative, and John Lee, a local insurance agent; and
WHEREAS, the terms of membership on the new ad hoc Resiliency Communications
Committee shall commence on January 1, 2018, and expire on December 31, 2018, subject to
earlier or later sunset by the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that an ad hoc, advisory Resiliency Communications
Committee is hereby created as set forth herein with members whose terms shall commence on
January 1, 2018, and expire on December 31, 2018, subject to earlier or later sunset by the City
Commission.

RECOMMENDATION
The City of Miami Beach administration recommends the continuation of an ad hoc Resiliency
Communications Committee. The work of this Committee is an activity of the National Flood
Insurance Program (NFIP) Community Rating System (CRS). Our participation in the CRS program
saves residents and businesses money on their flood insurance premiums.
The Committee will monitor the Resiliency Communications Plan, adopted by City Commission on
March 1, 2107, through Resolution 2017- 29771. The former Committee was approved for one year
through Resolution 2016- 29585. This group has now evolved from creating a plan, to monitoring the
Commission approved plan.
By implementing the Resiliency Communications Plan, we increase personal resilience by providing
information, guidance, and resources to stay safe and reduce risk from heavy rainfall, King Tides,
hurricanes, and sea level rise. It also leverages important City messages such as hurricane safety,
keeping storm drains clean to benefit water quality, and steps residents and business can take to
build resiliently.
ANALYSIS
The 2016 -2017 Resiliency Communications Committee was instrumental in developing the
Resiliency Communications Plan. The Committee provided communications, flood management,
real estate, banking, and insurance expertise and input. The activities defined and implemented
through this plan have been communicated both widely, through our communication channels such
as MB Magazine, for events, such as Resilience Open Houses, and more targeted through
stakeholders, such as the Miami Association of Realtors. A Flood Awareness Guide, comprised of
targeted fact sheets, was developed and the information has been shared in many ways. The role of
the Committee will now transition to evaluating a review of the projects, progress towards desired

outcomes, recommendations regarding projects not yet completed, and changes in the target
audiences.
A recommended list of Committee members, based on experience and qualifications, is included for
your consideration and approval. The Committee must include a real estate agent, an insurance
agent, a banking industry representative, the City's Floodplain Management Office representative,
and the Public Information Office representative, with at least half of its members from outside Local
government. Amy Knowles, Deputy Resiliency Officer in the City Manager's Office, will serve as
liaison to the Committee.

The Building Department, responsible for the leading the full Community Rating System (CRS)
program, hosted a full five -year Community certification audit took place in August 2017, with results
expected in early 2018.
CONCLUSION
The Administration recommends the creation of the ad hoc Resiliency Communications Committee to
support the Miami Beach Rising Above Resiliency Strategy. Creating the Committee will enhance the
City's participation, and ultimate score, in the National Flood Insurance Program Community Rating
System. The Committee will monitor the implementation of the Resiliency Communications Plan,
and provide feedback for annual evaluation reports.
