2017-30110 ResolutionRESOLUTION NO. 2017 -30110 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA AND TIDAL BASIN GOVERNMENT CONSULTING, LLC, FOR CONTINUED EMERGENCY MANAGEMENT AND ADMINISTRATIVE SUPPORT SERVICES RELATED TO THE CITY'S HURRICANE IRMA RECOVERY EFFORTS THROUGH MARCH 1, 2018, IN AN AMOUNT NOT TO EXCEED $500,000. WHEREAS, on July 17, 2013, The Mayor and City Commission adopted Resolution Number 2013- 28249, approving the award of Request For Qualifications ( "RFQ ") No. 065 - 2013TC for Emergency Management and Administrative Support Services to Tidal Basin Government Consulting, LLC. ( "Tidal Basin "), for Tidal Basin to serve as the City's primary emergency management and administrative support firm for a period of three (3) years; and WHEREAS, the Administration has repeatedly engaged Tidal Basin in support of the execution of the City's emergency management mission during the initial three (3) year term of their contract; and WHEREAS, on October 11, 2016, the Mayor and City Clerk executed the first of two (2) available contract renewals, for a period of two (2) years; and WHEREAS, on September 5, 2017, the Department of Emergency Management informed Tidal Basin to prepare to respond as needed to the pending impacts of Hurricane Irma, and subsequently directed Tidal Basin staff to provide on -site support services on September 11, 2017; and WHEREAS, on September 20, 2017, the City issued Task Order #MB2017 -01, in an amount not to exceed $500,000, to authorize Tidal Basin to supply all available and requested support services to the City and its departments, which services have been provided, and the not - to- exceed amount pursuant to Task Order #MB2017 -01 has been achieved; and WHEREAS, the City has proposed a second task order (Task Order #MB2017 -02), for Tidal Basin to continue to provide support services that the City requires in connection with its Hurricane Irma recovery efforts; and WHEREAS, the Administration recommends that the Mayor and City Clerk execute the proposed Task Order #MB2017 -02, substantially in the form attached to the City Commission memorandum accompanying this Resolution, to authorize the continuation of services through March 1, 2018, in the not -to- exceed amount of $500,000, in support of the City's emergency management program. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute Task Order No. 2 to the Professional Services Agreement between the City of Miami Beach, Florida and Tidal Basin Government Consulting, LLC, for continued Emergency Management and Administrative Support Services related to the City's Hurricane Irma recovery efforts through March 1, 2018, in an amount not to exceed $500,000. RECOMMENDATION Adopt the resolution ANALYSIS Tidal Basin Government Consulting, LLC., has a contract with the City for emergency management and administrative support services. Their contract began in July 2013 and was extended in October 2016 through march 2018. A task order to supplement the original contract agreement was issued on September 20, 2017 for recovery support services from the Consultant following Hurricane Irma. Compensation for services under the first task order (MB2017 -01) has met the time -basis limitatidn'of funds. In order for the Consultant to complete the requested directions from the City, Task .Order #MB2017 -02 covers continued professional services through March 1, 2018 with funding for this extension not to exceed $500,000.
