RESOLUTION NO. 2400
A RESOLUTION PROVIDING FOR PUBLICITY
SERVICE FOR THE FISCAL YEAR 1931-1932,
PROVIDING FOR A DIRECTOR OF SUCH SER-
VICE AND PROVIDING COMPENSATION FOR
SUCH DIRECTOR
WHEREAS, Steve Hannagan has submitted to the
City Council the attached proposal, wherein he of-
fers certain publicity service the year round for
a fee of 5,000.00 , payable either monthly through-
out the year or in installments between November and
April, as has been the custom in former years ,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, AS FOL-
LOWS:
SECTION 1: That said attached Proposal be accepted
andthat the said Steve Hannagan be em-
ployed to conduct said year round publicity campaign
for the fiscal year 1931-1932, as outlined therein
andat a gross compensation of $ 5,000.00, same to
be paid in ten semi-monthly allotments , the first
allotment to be paid .November 1st , 1931, and the
last allotment to be paid on or before the last
week of March, 1932, and with the further under-
'standing that i.r. Hannagan is to be on hand in the
City Publicity Office at the time and during the
periods specified in his proposal.
SECTION 2: That said City Council herewith express-
es to Yr. Hannagan their sincere appre-
ciation of the very splendid publicity which has
been given our City this season through the efforts
of himself and his associates.

Gentlemen,
Expanding my activities in publicity immediately follow—
ing the close of my present contract with the City of
Miami Beach, I am opening in New York City a permanent
office which enables me, with my organization, to offer
an even more complete publicity service for the City of
Miami Beach in the future.
Whereas in the past my services have been contracted for
a period of approximately twenty weeks, it now is possible
to offer you, at no increase in price, the year around
benefit of publicity counsel.
It is my suggestion that the publicity bureau operate
intensively between November 1st and April 1st, as it has
in the past several years.
The office would open late in October or early November.
I would come here with Joe Copps and lay out the early
season work. As rapidly as possibilities of manufacturing
news provided, the staff would be increased with photo—
graphers and reporters, as it has been in the past, until
a complete organization would be in service during the peak
of the season.
After laying out the early season plans in November, I
would return to my office in New York contacting our news
disseminating outlets and return to Miami Beach for two
weeks before the first of the year. I would then return
to New York to bolster up our activities in the North. The
first of February I would come to Miami Beach to remain here
through the season of intense activity.
This will give us constantly an immediate contact with our
New York and other Northern outlets for news and pictures.

It will enhance our publicity service to the community to
an appreciable degree.
Throughout the year my New York office will be in constant
touch to give Miami Beach any publicity service required.
I point out that the New York staff will be made up largely
of men and women who have been working with me on Miami
Beach publicity for many years, and are therefore acquainted
and sympathetic with all of our problems.
I offer this service for a fee of $5,000, payable either
monthly throughout the year, or in installments between
November and April, as it has been in the past.
It is with some degree of personal satisfaction that I point
to the publicity results obtained internationally by my
department. Eight years ago when I undertook the publicity
task, the City of Miami Beach was considered a part of Miami.
Today, Miami Beach is the best known winter resort in America.
I am especially proud of the work we have accomplished this
year when, even with weather that was anything but helpful,
we were able to secure a larger volume of exceedingly more
helpful news of Miami Beach in publica ions tha ever before.
