A RESOLUTION PROVIDING FOR PUBLICITY
SERVICE FOR THE FISCAL YEAR 1932-1933,
PROVIDING FOR A DIRECTOR OF SUCH SER-
VICE AND PROVIDING COMPENSATION FOR
SUCH DIRECTOR.
WHEREAS Steve Hannagan has submitted to the
City Council the attached proposal, wherein he offers
certain publicity service the year round for a fee of
$4,250.00 payable either monthly throughout the year
or in installments between November and April, as has
been the custom in former years,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUN-
CIL OF TH2 CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS:
SECTION 1: That said attached proposal be accepted
and that the said Steve Hannagan be em-
ployed to conduct said year round publicity campaign
for the fiscal year 1932-1933, as outlined therein
and at a gross compensation of4 250.00, same to be
paid in ten semi-monthly allotments, the first allot-
ment to be paid November 1st, 1932 and the last
allotment to be paid on or before the last week of
March, 1933, and with the further understanding that
Mr. Hannagan is to be on hand in the City Publicity
Office at the time and during the periods specified
in his proposal.
SECTION 2: That said City Council hereby commends
Mr. Hannagan for the excellent publicity
which he and his associates have put over during •
this season.

To The Mayor and Members of The City Council,
City of Miami Beach Florida.
Gentlemen,
With preparations to close the 1931-32 seasonal activity of the
publicity department of the City of Miami Beach, I have arranged
an exhibition of clippings and other evidence of the results of the
department.
In quantity of material published throughout the nation this season
is exceeded only by the season of 1927-1928 when Tex Rickard died
here and a championship fight was held here. The quality never has
been so excellent as this year.
I am now completing my first year under an arrangement which gave
you service throughout the year, through my northern connections,
instead of only twenty weeks, the previous arrangement.
It is my suggestion that the publicity bureau operate intensively
between November 1 and April 1, as it has in the past several years.
The office at Miami Beach would open late in October or early
November. I would come here and lay out the early season work. As
rapidly as possibilities of creating news provides, the staff would
be increased with photographers and reporters, as it has been in the
past, until a complete organization would be in service during the
peak of the season.
After laying out the early season plans in November, I would return
to my office in New York contacting our news disseminating outlets
and return to Miami Beach for two weeks before the first of the year.
I would then return to New York to bolster up our activities in the
North. The first of February I would return here to remain through
the season of intense activity. This will give us constantly, an
immediate contact with our New York and other Northern outlets for
news and pictures.
With the same understanding that I have had in the past, that I may
counsel other clients, whose aims are in common with your civic
efforts, not in competition nor disrupting the same service I have
performed for your body and municipality in the past, I offer this

same service for the coming season, and in keeping with the tune of
the times suggest a readjustment of fee to 44, 250.00, payable either
monthly throughout the year, or in installments between November and
April, as it has been in the past.
I am especially proud of the work the department has accomplished
this year, when in the face of conditions, Miami Beach retained its
Position in the public prints as the leading winter resort of the
world. The personnel of the department gave unstintingly of its time,
within and out of hours, operating on a reduced budget and such a
splendid showing would not have been possible had it not been for
their untiring efforts.
It is my suggestion that you will continue this bureau in its full
force, and it is my hope that in the coming year we will be able to
obtain even more public recognition for Miami Beach.
