A RESOLUTION OF THE MA YOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA TO RATIFY A REVISED
THREE YEAR LABOR AGREEMENT BETWEEN THE CITY OF
MIAMI BEACH AND THE GOVERNMENT SUPERVISORS
ASSOCIATION OF FLORIDAlOPEIU LOCAL 100, (GSA) FOR THE
PERIOD FROM OCTOBER 1, 2000 THROUGH SEPI'EMBER 30,
2003, AND AUTHORIZE THE MAYOR AND CITY CLERK TO
EXECUTE THE AGREEMENT
WHEREAS, the City Manager has submitted to the Mayor and City Commission a revised
Labor Agreement (Agreement) recently negotiated between the City of Miami Beach, Florida and
the government Supervisors Association of FloridalOPEIU Local 100 (GSA), the bargaining agent
certified by the Public Employees Relations Commission (PERC) for the employees covered by said
agreement; and
WHEREAS, previously, on December 4,2000, negotiators for the City and the Government
Supervisors Association of Florida, OPEIU Local 100, (GSA), successfully concluded negotiations
for a three (3) year collective bargaining agreement. There was a Me Too clause for COLA with
CW A, meaning that whatever COLA CW A negotiated would be the same for GSA. The CW A
contract provides for four percent (4%) the first year, four percent (4%) the second year, and four
percent (4%) the third year. Therefore, GSA will get the same COLA.
WHEREAS, the GSA bargaining unit ratified the attached Agreement and the City Manager
recommends that the City Commission ratify and authorize the execution of the Agreement between
the City and the GSA Union; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the attached Labor
Agreement between the City of Miami Beach and GSA Local 100 is hereby ratified and that the
Mayor and City Clerk are authorized to execute the Agreement.

Item Summary/Recommendation:
Adopt the Resolution. The GSA negotiations were completed in December 2000. This was the first of five
(5) union contracts to be negotiated. The GSA contract had a Me, Too clause for the cost.of-Uving
increase to be the same as the CW A contract. This means that GSA would get the four percent (4%) cost-
of-living increase that CW A would later obtain. The City is now retroactively increasing GSA's cost-of-Uving
increase equivalent to the Communications Workers of America (CWA), local 3178, cost-of-Iiving
increase. This Resolution will provide GSA Employee's with an additional across the board cost-of-Uving
increase of two percent (2%) starting October 2000. GSA Employee's shall receive an across the board
cost-of-Iiving increase of four percent (4%) starting October 2001, and an across-the-board increase of four
percent (4%) for October 2002.
Additionally, seven (7) classifications within the bargaining unit shaU receive a two percent (2%)
reclassification increase effective June 19,2002.

BACKQROUND:
Previously, on December 4,2000, negotiators for the City and the Government Supervisors
Association of Florida, OPEIU local 100, (GSA), successfully concluded negotiations for
a three (3) year collective bargaining agreement. This was the first of five (5) union
contracts that was negotiated. That contract provided for two percent (2%) cost-of-Iiving
increase for the first year and, CPI-U (Consumer Price Index Urban), the second and third
year. There was also a Me, Too clause for cost-of-living increase to be the same as the
Communications Workers of America (CWA), Local 3178 contract. This means that
Government Supervisors Association of Florida (GSA)/OPEIU, Local 100 would get the
four percent (4%) cost-of-Iiving increase that Communications Workers of America (CWA),
Local 3178 received. The Communications Workers of America (CWA) , local 3178,
contract provides for four percent (4%) the first year, four percent (4%) the second year,
and four percent (4%) the third year. The COLA for Government Supervisors Association
of Florida (GSA)/OPEIU, Local 100, employees will be retroactively adjusted to bring them
in line with cost-of-Iiving increase provided to the Communications Workers of America
(CW A), Local 3178, and the other unions. The Government Supervisors Association of
Florida (GSA)/OPEIU Local 100 and the City met again and made the following changes.
Waaes
The Government Supervisors Association of Florida (GSA)/OPEIU local 1 00, bargaining
unit will get an additional two percent (2%) across the board cost-of-Iiving increase effective
retroactively with the first pay period ending in October 2000, and a four percent (4%)
across the board increase with the first pay period ending in October 2001 and a four
percent (4%) across the board increase with the first pay period ending in October 2002.

The anticipated cost for the additional 2000 cost-of-Iiving increase is approximately
$30,500. The anticipated cost for Fiscal Year 2001/2002 four percent (4%) is
approximately $65,000 and for Fiscal Year 2002/2003 is approximately $70,000.
This contract will also include the reclassification of seven (7) classifications within the
bargaining unit effective June 19, 2002 at an annual cost of $6,372. Employees who
receive a classification upgrade will receive a 2% increase June 19, 2002, except the three
(3) positions in Property Management that have already received an increase. These
reclassifications will help make the City of Miami Beach more competitive in recruiting
qualified employees.
Other Economic Issues
Uniform Jackets
City agrees to provide uniform jackets for all employees for a cost of $1,600.00.
Out of Classification Pay
The Out of Classification minimum period is changed from four (4) hours to two (2) hours.
Sick Leave Payout
The termination payout for sick leave has been increased from 360 hours to 480 hours the
second year and from 480 to 600 hours the third year.
Must Use Cap for Vacation
The "Must Use" cap has been changed to 360 vacation hours and upon retirement an
employee can receive a payout of up to 480 hours.
Hazard Pay
City agrees to pay $1.00 an hour for Hazard Pay, which includes; 1) Spraying hazardous
chemicals, 2) Diving with scuba gear, 3) Working in trenches five (5) feet in depth or
greater, 4) Working in raw sewage, 5) Working forty (40) feet or higher on aerial lift
operations. Employees will be paid one dollar ($1.00) an hour for hours actually worked
in these activities.
Essential Personnel (Hurricane Pay)
During a named hurricane when non-essential employees are advised to stay home and
essential employees are ordered to work, essential employees shall be paid at the rate of
one and one-half of their straight hourly wages for all hours worked for up to three (3) days.

Property Management- Llcense(s) Maintenance
The contract confirms a previous agreement for $250.00 supplement per pay period for
holding a qualifier license for three (3) Property Management positions.
Domestic Partner
Domestic Partner is included in the City's Group Health Plan effective December 29, 2001.
Pension
Actuarial study extended to September 30, 2003.
CONCLUSION:
The Administration recommends that the Mayor and City Commission adopt the Resolution
to implement the collective bargaining adjustments negotiated between the City of Miami
Beach and Government Supervisors Association of Florida (GSA)/OPEIU Local 1 00.
