A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
APPROPRIATION OF ONE THOUSAND DOLLARS ($1,000) IN
CONCURRENCY MITIGATION/MIDDLE BEACH FUNDS, TO REFUND THE
CORRADINO GROUP FOR PREVIOUSLY UNANTICIPATED PERMIT FEES,
ASSESSED BY MIAMI-DADE COUNTY, FOR THE IMPLEMENTATION OF
AN INTERSECTION IMPROVEMENTS PROJECT ON 41sT STREET AND
INDIAN CREEK DRIVE, THAT WAS COMPLETED IN DECEMBER 2001.
WHEREAS, Resolution No. 2001-24595, dated September 20,2001, approved the
engagement of The Corradino Group (Consultant) to finalize design and implement traffic
operation/ safety improvements at the intersection of 41 st Street and Indian Creek Drive,
in the amount of $56,000; and
WHEREAS, completed in December 2001, this Municipal Mobility Plan (MMP)
Project # 21 provided dual left-turn lanes from eastbound 41 st Street to northbound Indian
Creek Drive; and
WHEREAS, due to the facts that this was a City project on State roads under FDOT
jurisdiction, the City and Consultant erroneously assumed that no fees would be assessed
for the required permits; and
WHEREAS, the $1,000 ultimately assessed by Miami-Dade County for permits was
not included in the original $56,000 contract cost; and
WHEREAS, an additional $1,000 in Concurrency Mitigation/Middle Beach funds
needs to be appropriated to refund The Corradino Group for this additional expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the appropriation of One Thousand Dollars
($1,000) in Concurrency Mitigation/Middle Beach funds, to refund The Corradino Group
for previously unanticipated permit fees, assessed by Miami-Dade County, for the
implementation of an intersection improvements project on 41 st Street and Indian Creek
Drive, that was completed in December 2001.

Item Summary/Recommendation:
On September 20, 2001, the City contracted with The Corradino Group to implement traffic operation/
safety improvements (dual left-turn movements) at the intersection of 41st Street and Indian Creek Drive,
at $56,000. The project was completed in December 2001. The $56,000 contract did not include funds
for the required State and County permit fees, because it was assumed that fees would not be assessed
for a City project involving State roads. However, Miami-Dade County did assess $1,000 for permitting
the project for construction. Therefore, the Administration recommends the appropriation of additional
Concurrency Mitigation funds, so that the contractor can be properly reimbursed.

Resolution No. 2001-24595, dated September 20, 2001, approved the engagement of The
Corradino Group to finalize design and implement traffic operation/safety improvements
at the intersection of 41st Street and Indian Creek Drive, in the amount of $56,000.
Completed in December 2001, this Municipal Mobility Plan (MMP) Project # 21 provided
dual left-turn lanes from eastbound 41st Street to northbound Indian Creek Drive.
The original project cost included design, permitting by State and County, construction
mobilization, signal head upgrades, roadway striping, construction administration and
inspection, coordination with City and Florida Department of Transportation (FDOT), and
movement of traffic during construction. Due to the facts that this was a City project on
State roads under FDOT jurisdiction, the City and contractor erroneously assumed that no
fees would be assessed for the required permits. Therefore, the $1,000 ultimately
assessed by the County for its permits was not included in the original contract cost.
The City's Concurrency Mitigation/Middle Beach Program funded the above-mentioned
$56,000 project, and will also fund the additional $1,000 reimbursement due to The
Corra ino roup. The Administration recommends approval of the Resolution.
