AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA AMENDING MIAMI BEACH CITY CODE
CHAPTER 9B ENTITLED "CODE ENFORCEMENT",
SECTION 9B-4 THEREOF ENTITLED"SPECIAL MASTERS;
APPOINTMENTS, DUTIES" BY DELETING PROVISIONS
SETTING SPECIAL MASTER COMPENSATION AS
COMMENSURATE WITH ABILITIES AND EXPERIENCE
AND SUBSTITUTING THEREFORE COMPENSATION BASE
PAY OF $100 PER HOUR WITH MAXIMUM OF $500 PER
DAY; PROVIDING FOR CODIFICATION, REPEALER,
SEVERABILITY AND AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA:
SECTION 1. AMENDMENT OF CHAPTER 9B. SECTION 9B-4 THEREOF
ENTITLED "SPECIAL MASTERS: APPOINTMENTS. DUTIES.
Miami Beach City Code Chapter 9B entitled "Code Enforcement" Section 9B-4 thereof
entitled "Special Masters; Appointments,Duties!' Subsection(d)thereof is hereby amended to read
as follows:
Section 9B-4 Special Masters; Appointments, Duties.

(d) The Chief special Master shall be appointed for a term of six months
and shall receive an hourly rate of compensation in accordance with
reasonable prevailing rates for Chief Special Masters and retired
Circuit Court Judges in Dade County as determined by the City
Manager. Others Special Masters shall be appointed for a term of six
months and shall receive compensation comic tc --•i `'-cir
in Dadc County at the base rate of$100 per hour with a maximum
payment of$500 per hearing session .
SECTION 2. CODIFICATION
It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is
hereby ordained that the provisions of this ordinance shall become and be made a part of the Code
of the City of Miami Beach,Florida. The sections of this ordinance may be renumbered or relettered
to accomplish such intention, and the word "ordinance" may be changed to "section", "article," or
other appropriate word.

SECTION 3. SEVERABILITY
If any section, sentence, clause or phrase of this ordinance is held to be invalid or
unconstitutional by any court of competent jurisdiction,then said holding shall in no way affect the
validity of the remaining portions of this ordinance.
SECTION 4. REPEALER
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 5. EFFECTIVE DATE
This Ordinance shall take effect the 2nd day of November , 1996.

SUBJECT: PROPOSED AMENDMENT TO CHAPTER 9B MIAMI BEACH CITY CODE
CONCERNING COMPENSATION OF SPECIAL MASTERS
The attached ordinance provides for 'an amendment to Chapter 9B of the City Code
concerning "Code Enforcement",amending Section 9B-4 thereof so as to establish a specific salary
schedule for Special Masters, as opposed to the present system of compensating Special Masters
based upon their abilities and experience as determined by the Chief Special Master -- the new
language sets forth a base pay of$100 per hour with a maximum of$500 per hearing session. It is
believed that this amendment will result in a more realistic and equitable compensation for the
Special Masters.
