A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REQUESTING THAT THE FLORIDA DEPARTMENT
OF TRANSPORTATION (FDOT) REVIEW A TWO-LANE ALTERNATIVE FOR
A1A1HARDING AVENUE; IF FDOT IS NOT WILLING TO IMPLEMENT THE CITY-
PROPOSED ALTERNATIVE, THEN ENDORSING THE FDOT-PROPOSED
TRAFFIC SAFETY STUDY ION-STREET PARKING ANALYSIS FOR THE
CORRIDOR, FROM 75TH STREET TO 88TH STREET, AND RECOMMENDING ITS
"ALTERNATIVE TWO" FOR INCLUSION IN THE FDOT WORK PROGRAM.
WHEREAS, approximately one year ago, two pedestrian fatalities occurred on Harding
Avenue, within a two-week period, as a result of drunk driving accidents; and
WHEREAS, on March 14, 2001, the Mayor and City Commission mandated that the
City work with the Florida Department of Transportation (FDOT) to address safety issues
on the Harding Avenue corridor, as a priority item; and
WHEREAS, the resulting FDOT Safety Study examined four alternatives, in search of
one that would address at least most of the safety issues related to speeding, traffic
volume, unsafe pedestrian habits, substandard on-street parking lanes, and poor sight
distance at intersections; and
WHEREAS, "Alternative Four" was recommended by FDOT as the best available
solution, as it proposes to implement staggered on-street parking, creating a "chicanes"
effect which assists in reducing travel speeds; provide bulb-outs at main intersections;
wider sidewalks; and parking lanes of standard width, where parking would be available;
and
WHEREAS, staggered on-street parking would involve the loss of approximately 102
on-street parking spaces; and
WHEREAS, meetings were held with residents in the North Beach area; the North
Beach Development Corporation's Capital Improvements Committee (NBDC/CIC); and the
City's Transportation and Parking Committee (TPC); the latter two committees endorsing
FDOT "Alternative Four" as the preferred alternative; and
WHEREAS, an advertised and well notified community meeting held at the Biscayne
Elementary School Cafeteria, on April 30, 2002, at 7:00 p.m., was attended by 17 people
but failed to produce any conclusive input or results; and
WHEREAS, City Commission endorsement of one of the Alternatives would allow for
the inclusion of the FDOT-proposed Safety Project in the five-year FDOT Work Program;
and
WHEREAS, on the other hand, a plan commissioned and endorsed by the City, known
as the Duany Plater-Zyberk (DPZ) Plan for the Northshore Area, proposes to transform
Harding Avenue into a two-lane road; and
WHEREAS, by September 2002, The Corradino Group will complete a traffic feasibility
study for the DPZ Plan, which will be submitted for FDOT review and consideration.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
request that the Florida Department of Transportation (FDOT) review a two-lane altemative
for A1A1Harding Avenue; if FDOT is not willing to implement the City-proposed two-lane
alternative, then endorsing the FDOT-proposed Traffic Safety Study/On Street Parking
Analysis for the Harding Avenue corridor, from 75th Street to 88th Street, and
recommending its "Alternative Two," instead, for inclusion in the FDOT Work Program.

Item Summary/Recommendation:
The FOOT Study analyzed four alternatives to address the most effective methods to improve traffic safety
on Harding Avenue. The study recommended that alternative four be selected as the most effective way
to improve safety on this corridor. The alternative includes staggered parking, which assists in reducing
traffic speed; wider 8-foot parking lanes' wider 6-foot sidewalks; improved sight distance with bulb-outs at
certain intersections; drainage/milling/resurfacing; street would still accommodate the existing volume of
traffic, since there is no other southbound through street in North Beach, This is on Iv a preliminary plan;
if the City endorses "Alternative Four," FOOT will still have to conduct Project Development, Environmental
Engineering and Final Design for the project, before releasing any RFPs for construction.
A properly advertised and well notified (447 individual notices) Neighborhood Public Meeting to review the
FOOT recommendation for Harding Avenue was held on April 30, 2002 at 7:00 p,m, Only 17 people
attended and provided no conclusive input. Safety being the main concern here, the Administration
recommends endorsement of the plan's "Alternative Four" so that the project can be placed in the FOOT
Five-Year Work Program, and advance to the design phase, in the near future.
Advisory Board Recommendation:
Transportation and Parking Committee, on December 3, 2001 - Endorse FOOT Alternative Four as an
immediate solution to the traffic safety problems on Harding Ave, therefore allowing for the proposed
project to be included in the FOOT Work Program.

ANALYSIS
Approximately sixteen months ago, two pedestrian fatalities occurred in the North Shore
area of Harding Avenue, as a result of drunk driving accidents. On March 14,2001, the
Mayor and Commissioners mandated that the City work with the Florida Department of
Transportation (FDOT) to address the safety problems on the corridor, as a priority item.
Attached hereto you will find the After Action regarding the City Commission directive.
Pursuant to a City request, FDOT hired a consulting firm (Miller Consulting) to examine the
physical and operational characteristics of the Harding Avenue corridor, inventory the
volume of traffic, analyze the data, and propose solutions to the existing safety problems.
The subsequent Safety Study/On-Street Parking Analysis of A1A1Harding Avenue, from
75th Street to 88th Street, showed that the unsafe conditions and accidents occur for the
following reasons:
i:l Motorists usually exceed the 30-35 mph posted speed limit;
i:l Often times pedestrians cross the corridor at mid-blocks; and
i:l On-street parking is sub-standard (6 feet) on both sides of the road.

The study identified and analyzed four different alternative projects for Harding Avenue:
1. Alternative One: Elimination of all on-street parking (approximately 180 spaces), and
conversion of the three substandard travel lanes from 10-feet in width to the standard
12-foot lane.
2. Alternative Two: Elimination of on-street parking on one side of the road (east or west)
for a loss of approximately 90 parking spaces; implementation of a standard 8-foot
parking lane on the appropriate side.
3. Alternative Three: Elimination of several on-street parking spaces (approximately 36
spaces) near unsignalized intersections to improve sight distance, therefore enhancing
safety along the corridor.
4. Alternative Four: Implementation of staggered on-street parking (east side, then west
side, and so on) with the removal of approximately 102 parking spaces. Parking could
be made available at the open lots by Collins Avenue, or through a flex residential
parking program, or a combination of both. Several safety-related advantages are
associated with this Alternative, as follows:
. Staggered on-street parking would create a "chicanes" effect that would force
motorists to weave slightly from side to side, and assist in reducing travel speed.
. Standard 8-foot parking lanes would replace the existing 6-foot or less spaces.
. New curb/gutter would be installed.
. New 6-foot sidewalks would replace the current, substandard 5-foot sidewalks.
. The installation of bulb-outs at several key intersections (84th, 82nd, 80th, 79th, and
78th Streets) would provide refuge area for pedestrians, improved sight distance, as
well as landscaping opportunities. Si::3 distances improve at all intersections.
. Harding Avenue would still be able to accommodate the 5,000 vehicles an hour that
travel the corridor from 7:30 a.m. to 9:30 a.m., on weekdays. Harding Ave. is the
on Iv corridor available to southbound traffic in North Beach.
. All alternatives would include drainage, milling and resurfacing of the corridor.
Alternative Four is the option preferred/recommended by both the FDOT and Miller
Consulting, for the Safety Project on Harding Avenue. The project is preliminarily estimated
to cost FDOT around $2.4 million. The Administration is also supportive of Alternative
Four, with emphasis on the proposed enhancements to the sidewalks, curb/gutter,
intersections, and corridor resurfacing, above mentioned. These are common
elements to both the FDOT proposal and what the City Duany Plater-Zyberk (DPZ) plan
for the North Shore area of North Beach. The DPZ proposes to transform Collins Avenue
into a two-way street. The DPZ is an unfunded City project.

The Harding Avenue safety project would be funded by FOOT at approximately $2.4
million, within the next five years. Other funding alternatives will be explored to expedite
the start of construction.
There are both an urgent need to enhance safety on Harding Avenue, and a considerable
uncertaintv reqardinq FOOT aqreement with the traffic circulation changes being proposed
by the DPZ Plan for the two State roads in the North Shore area.
The following meetings were held regarding safety issues on Harding Avenue and the
FOOT Safety Study under development:

additional meetings were held at City Hall at various FOOT Study stages,
respectively on May 31, October 11, and October 22,2001.
Alternative Four was favorably endorsed as an immediate solution to the safety problems
on Harding Avenue, at the following committee meetings:
10/23/01 North Beach Development Corp.'s (NBDC) Capital Improvements Committee.
12/03/01 City's Transportation and Parking Committee.
Most recently, the City held a Public Meetinq at the Biscavne Elementary School Cafeteria
on Aoril30. 2002 at 7:00 p.m., to review the FOOT-proposed project for Harding Avenue.
Only 17 people attended the meeting, even after the Administration had put forth the
following notification efforts:
1:1 Notice posted in the Neighbor's/Miami Herald of April 28, 2002.
1:1 Notice posted in The SunPost of April 25, 2002.
1:1 Notices mailed to 447 addresses, including residents, Harding Avenue traffic
concerns list, N.B. Development Corporation list, N.B. Homeowners Association,
Mayor and City Commissioners, and GOB Oversight Committee members.
The sparsely attended meeting ended without providing any conclusive input on the
FOOT-proposed project.
However, the loss of parking was adequately resolved by the City's Parking Director by a
combination of creating additional parking spaces and making available low cost residential
parking.
The traffic safety conditions on the Harding corridor are real and must be corrected as
soon as possible. Since the DPZ plan is unfunded, the FOOT safety project is a more
viable and immediate solution. The FOOT proposed project is currently the best solution

available to reduce the traffic hazard conditions on the Harding Avenue corridor and
therefore the Administration endorses its approval.
City Commission endorsement of FOOT-proposed Alternative Four would allow for the
safety project's inclusion in the five-year FOOT Work Program. Therefore, the
Administration recommends approval of the Resolution.

Commissioner Garcia stated that the lanes should be reduced from 3 lanes to 2 lanes, He also
requested statistics that substantiate the statement that reducing to two lanes will create more

Vice-Mayor Gross suggested that option #2 is better than option #4,
Commissioner Steinberg recommended increasing pOlice traffic enforcement.

ACTION: Commissioner Smith referenced the letter written by Dennis and Mimi Donegan
regarding North Beach safety and quality of life issues. Specific issues include drug dealing,
panhandling, vagrants blocking the sidewalk, closed or abandoned property, and the two fatalities on
Harding A venue.
Chief Barreto addressed each of the properties identified in the Donegan's letter. Regarding the
homeless issue, there are a lot of qusinesses selling alcoholic beverages which contribute to the
problems. The Legal Department has resolved the Salvation Army contract issues. This will
address some of the homeless issues and it will have a visible impact in the area. The Department
has also put into place a zero tolerance program for panhandling. He also stated the Grafitti program
which will also have an impact on the quality of life.
Chief Barreto spoke about the fatalities on 79th and 78th Streets and Harding Avenue. He stated
that both accidents were caused by drinking impaired drivers. He also stated that there is a 10 block
stretch on Harding Ave. which can be driven without hitting a single red traffic light. Harding Ave.
is a major north south artery and recommended that the City contact FDOT to have the traffic signal
lights changed, crosswalks added, install additional traffic signals, and add signage. Traffic
enforcement in the area has been increased, Chief Barreto and Joseph Johnson to contact FDOT.
Vice-Mayor Garcia suggested that a community workshop be held for the North Beach area to
address safety and quality of life issues. The meeting needs to be advertised to ensure community

participation. Chief Barreto to handle,
Carlos Corea, an area resident, asked for the support of the City Commission to take the necessary
actions to try to correct some of the traffic problems and thanked the Commission for their support.
Motion made by Co~ssioner Smith to prepare a resolution requesting FDOT to
immediately take the necessary steps to adjust the traffic light signalization on Harding Ave.;
seconded by Commissioner Liebman; Voice vote: 5-0; Absent: Mayor Kasdin and

the Administration to develop a plan for the area addressing traffic calming measures such as

S, Frances asked if the resolution is for the standard angle parking, which is angled on
both sides, two ways. S. Frances also wanted to know if the TPC resolution refers to
median angle parking where not much space is gained, Median angle parking it is not
only aesthetically pleasing but also safer because there is a median area where
pedestrians do not have to dart out between cars when trying to cross the street.
At the meeting on Thursday, December 6, 2001 there are three alternatives being
proposed as improvements to the neighborhood: 1) angle parking; 2) median parking;
and, 3) swale parking, It was suggested that every TPC member attend this meeting
because the solutions/proposals presented at the meeting will be incorporated with the
GO Bond studies into the GO Bond Project. E, Brigham will try to attend this meeting.
C, Garcia Pons asked a motion to ask the Capital Improvements Program Public
Information Director to invite the TPC to all the neighborhood community meetings.
Second by L. Polansky, All in favor of the motion, none opposed, passed unanimously,
G. Knight suggestion: when the request is made to the City Administration, not only
notice of the meeting be sent to the TPC members but also an agenda be sent so TPC
members can chose what meeting they can attend,
M. Courtney would like a resolution re-stated: expedite the former resolution that was
passed unanimously by the TPC members to begin the process of creating a zone of
experimental angle parking on Pennsylvania Avenue. Second by L. Polansky.
C. Garcia Pons wanted an amendment to the resolution so that it does not speCIfy
Pennsylvania Avenue. L. Polansky requested a one half-hour discussion at the January
7,2002 agenda dedicated to angle parking, Motion passed, all in favor, none opposed,
Motion: the Parking Department to produce another approach to doing a "needs
analysis" for parking in the Flamingo Park neighborhood in order to fill in the hole in the
doughnut. Second by M. Benson; all in favor, none opposed.
VII. Harding Avenue. Cross Street Analysis
Presentation by Joseph Johnson
J. Johnson informed the TPC members that earlier this year there was a serious of
pedestrian fatalities within a one-week period, which alerted the City of Miami Beach
that there was a problem occurring on the Harding Avenue corridor, FOOT hired a
consultant to look at the physical characteristics of the corridor and inventory the volume
of traffic. Analysis showed the reason these fatalities were occurring because there is a
high occurrence of speeding, pedestrians were crossing mid-block; on-street parking on
both sides of the street is substandard, and motorists were exceeding the posted travel
speed of 30-35 miles per hour,
J, Johnson handed out a report that identified four different alternatives that were
evaluated for the project. Alternative Four was recommended as this alternative causes

Chicanes effect and it forces the driver to weave from side to side and therefore is
unable to drive a straight shot.
J, Johnson explained one of the benefits of this design: once there are bump outs, the
parking will go from an eight-foot width to a ten-foot parking spot. The greatest
occurrence of speeding is occurring during the morning peak hours and approximately
5,000 vehicles an hour are traveling that area from 7:30am to 9:30am going South to
Indian Creek, to 63rd Street and on to Alton Road, Pedestrians have a false sense of
security when they try to cross the street; many do not cross at the intersection. and
they cross between parked cars,
This proposal is conceptual and the Consultant, The Corradino Group, and the City of
Miami Beach will be looking to refine the proposal and add additional elements. This
scheme is consistent with the Municipal Mobility Plan and the plan is to introduce a way
to slow traffic since safety is driving this project.
S. Frances asked if this project would be treated as a streetscape project with new
sidewalks and gutters. J. Johnson responded that "no". it would be treated as a safety
project and the way the City of Miami Beach is going to approach the County is that the
City of Miami Beach is supporting Alternative Four with enhancements that tie in to what
is planned for the North Shore area, This will give the City of Miami Beach the ability to
give input for the design throu~h the process,
J. Johnson informed the TPC members that the State of Florida is not going to approve
anything that does not meet the OPZ plan but this project meets the criteria-there is an
immediate need that has been identified by the analysis, The Administration is under a
mandate by the City Commission to do something about this corridor and the safety
issues. The City of Miami Beach is proceeding with Alternative Four because the OPZ
plan is considered a reconstruction project. whereas the Harding Avenue project is
considered safety one.
The Consultant has to do analysis on how to transition 5,000 vehicles every day to the
changing characteristics of the corridor by introducing a /:No-way pair. OOT does not
want to see a situation like North Beach-~three lanes of traffic were turned into two lanes
of capacity. FOOT understands why that move was done for North Beach but they want
to look at the numbers to see if the City of Miami beach can effectively process 5,000
cars without an adverse impact through the corridor.
C. Garcia Pons wanted to know what traffic count is acceptable to FOOT. J, Johnson
answered that was hard to say because over 5.000 vehicles are being processed in the
intersection of Indian Creek between 67th & 63rd and they are traveling in one stretch of
the, city where there is no place else to go and no alternatives,
S. Nostrand stated that J. Johnson is in a difficult position because he is being
mandated by the City Commission to address a safety problem, He does not like the
alternative but feels the TPC members need to support J, Johnson.
S, Frances stated the area is already angled in the side streets West of Harding and the
Parking Department could look at the area to see if there is any street that has not been

converted to angle parking; and, there is also the potential of a flex residential program
East of Harding Avenue,
J, Johnson stated it will not come down to whether the DPZ plan is the preference of the
TPC or not, it will come down to does the analysis support the project. J, Johnson
stated the City Administration has agreed to go ahead and tell FOOT "yes, we support
Alternative Four", In the Scope of Work for the Consultant, this is one of the alternatives
they have to look at in addition to the DPZ plan, This will allow the money commitment
from the State to be locked up.
Motion by C, Garcia Pons: make a recommendation to the City Administration to move
forward with Alternative Four with the stipulation that if the DPZ turns out to satisfy the
requirements, the project be stopped and the City should move forward with the DPZ
plan, Second by M, Courtney,

CIP Update - M. Courtney has no update.
S. Frances informed the TPC members that the Budget process usually begins in
February and this year the City Administration decided to begin the process earlier. The
Pai1<ing Department is in the budget process now and if the TPC members would like to
suggest input in the Parking Department's budget, please bring it to the attention of G.
Knight or S. Frances.
G. Knight informed the TPC members there is a letter in the package from K. Bonde
from the City of Miami Beach regarding the 16th Street Anchor Garage and their rates.
He believes tourist information could be provided to the hotels that would direct tourists
to park in garages that are "tourist friendly". He believes the sign age going into this
garage is inadequate and will be addressed in a future letter by K. Bonde.
G. Knight had a friend who had a towing incident and he thinks that the City of Miami
Beach should have some kind of brochure explaining parking rules regarding leaving
cars parked for a long time, C. Adams stated the car was probably towed due to a
citizen complaint because the Parking Department does not place 48-hour notices on
parked cars unless someone calls in to complain,
S, f=rances responded that maybe some information could be included in the City Guide
to Parking for businesses and hotels. The Neighborhood Services Department is
developing a brochure to be mailed to each one of the neighborhoods and it could be
included in that mailing,
