Ordinance 96-3062ORDINANCE NO. 96-3062 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE, ESTABLISHING THE CLASSIFICATIONS OF CODE COMPLIANCE DIRECTOR AND POLICE FINANCIAL ASSISTANT; ABOLISHING THE CLASSIFICATION OF ASSISTANT DIRECTOR - CODE COMPLIANCE; PROVIDING FOR A REPEALER, SEVERABILITY, AND AN EFFECTIVE DATE. WHEREAS, there is a need to create a position in the Code Compliance Department to serve as the department director; and WHEREAS, there is a need to create a position in the Police Department that will assist in the preparation of the departmental budget and monitor its fiscal process. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1: That the following line be added to Section 1 of Ordinance No. 1605: SECTION 1: GENERAL UNCLASSIFIED POSITIONS JOB CLASSIFICATION BI -WEEKLY COMPENSATION JOB CLASS NO. By CITY OF MIAMI BEACH CITY HALL 1700 CONVENTION CENTER DRIVE MIAMI BEACH FLORIDA 33139 COMMISSION MEMORANDUM NO. 151-9 �o TO: Mayor Seymour Gelber and Members of the City Commission FROM: Jose Garcia -Pedrosa City Manager SUBJECT: DATE: December 4, 1996 PROPOSED AMDMENT TO UNCLASSIFIED SALARY ORDINANCE NO.1605 ESTABLISHING THE CLASSIFICATIONS OF CODE COMPLIANCE DIRECTOR AND POLICE FINANCIAL ASSISTANT AND ABOLISHING THE CLASSIFICATION OF ASSISTANT DIRECTOR - CODE COMPLIANCE ADMINISTRATION RECOMMENDATION: The Administration recommends that the Mayor and City Commission adopt this ordinance on second reading amending Unclassified Salary Ordinance No. 1605 to establish The classifications of Code Compliance Director and Police Financial Assistant, and to abolish the classification of Assistant Director - Code Compliance. BACKGROUND: The first reading of this Ordinance took place on November 20, 1996. Code Compliance Director - A Department of Code Compliance is being created as part of the citywide reorganization. Code Compliance was formerly a division of the Building Services Department. Police Financial Assistant - An employee in the Police Department requested that an audit of her position be conducted. The employee felt that her position was allocated to an inappropriate classification (i.e., Office Associate V). The position audit was completed on September 3, 1996. ANALYSIS: Establishing the classification of Code Compliance Director would provide for an appropriate title and salary range for the position with department head responsibilities in the Code Compliance Department. Abolishing the classification of Assistant Director - Code Compliance is consistent with the restructuring of the code compliance function. Establishing the classification of Police Financial Assistant would provide for an appropriate title and salary range for the position in the Police Department with responsibility for assisting with budget preparation and monitoring its fiscal process. The incumbent reviews and monitors financial accounts, coordinates departmental purchases, compiles data and produces AGENDA ITEM DATE 12"I-91. financial reports, and reviews and appraises financial and operating controls within the department. CONCLUSION: It is recommended that this amendment to Ordinance No. 1605 be adopted.
